Conçu dans le même élan que le portique élevé au cimetière des Carmes consacré aux morts, mais dédié à la gloire des combattants auvergnats, ce monument tarde à trouver son emplacement, plusieurs implantations étant tour à tour proposées dans la ville. C'est finalement ce qu'on appelle alors le Rond-Point de l'Avenue Albert-Elisabeth qui est retenu, ce qui confère une véritable dimension urbaine à sa compréhension. Les résultats du double concours donnent Maurice Vaury vainqueur, qui reçoit la commande de l'ouvrage en 1921. Vaury déclare s'associer avec l'architecte Bernard « pour l'exécution de la partie architecturale ». Le projet sélectionné est décrit dans l'article 4 du traité de gré à gré : « Le monument sera construit au rond-point de l'Avenue Albert Elisabeth. Il aura une hauteur totale de 12 mètres, la face principale donnant sur l'Avenue Albert-Elisabeth. La pierre employée pour l'ensemble du Monument qui comprend un socle orné de trois bas-reliefs, surmonté d'une statue de soldat grenadier sera la pierre de Montpeyroux ou, à son défaut, la pierre de Volvic, assemblée avec son appareillage le plus grand suivant les possibilités de la pierre employée. Le massif intérieur du socle comprendra un remplissage de maçonnerie ordinaire de moëllons de Volvic (...) ».
