The Finnish Heritage Agency's description

Hoikankankaan kasarmialue on arkkitehtonisesti ja toiminnallisesti edustava 1960-luvulla asutuskeskuksista etäälle rakennettu ns. korpivaruskunta. Punatiiliverhoiltujen kasarmirakennusten tiivis ydin on onnistuneesti sijoitettu mäkiseen maastoon. Muita korpivaruskuntia ovat mm. Vekaranjärven kasarmialue Kouvolassa ja Huovinrinne Säkylässä.

Hoikankankaan kasarmialue sijaitsee Kajaanin kaupungin etelälaidalla. Alueen ydinosan eli mäenharjanteella olevan betonirakenteisen, tiiliverhotun sotilaskoti-urheilutalo-ruokala -rakennusryhmän on suunnitellut arkkitehti Osmo Lappo. Ydinaluetta kiertää puolikuun muodossa pitkien Pekka Rajalan suunnittelemien kasarmirakennusten kehä, jonka avoimella reunalla on arkkitehtien Timo ja Tuomo Suomalaisen suunnittelema sairaala. Ulkokehän ulkopuolelle sijoittuu Osmo Lapon suunnittelema esikuntarakennus sekä tykkihallit, katokset, koulutushalli, keskusvarasto ym. tekniset rakennukset. Kasarmialueen vieressä on Pentti Aholan suunnittelema kymmenen kolmikerroksisen rakennuksen tiivis asuntoalue.

Varuskuntia pyrittiin sijoittamaan 1950-luvulta alkaen kaupunkien ulkopuolelle, sillä aseteknologian kehittyminen vaati entistä laajempia harjoitusalueita. Kajaanin Hoikankankaan kasarmin rakennustyöt alkoivat 1959. Ensimmäisessä rakennusvaiheessa 1960-1966 valmistui neljä kasarmia, pari sataa asuntoa ja uimahalli. Toisessa vaiheessa 1967-1975 rakennettiin luolasto, sotilaskoti ja kerhorakennus.

Pohjois-Savon Prikaati siirtyi Kuopiosta Kajaanin Hoikankankaalle 1962-1963. Siihen liitettiin 1966 Porin Prikaatin patteristo ja sen nimi muutettiin Kainuun Prikaatiksi.

The Hoikankangas barracks area is an architecturally and functionally representative example of a so-called korpivaruskunta, a garrison built in the 1960s far from population centres. The compact core of the barrack buildings, clad in red brick, is skilfully placed on hilly terrain. Other korpivaruskunta include the Vekaranjärvi barracks area in Kouvola and Huovinrinne in Säkylä.

The Hoikankangas barracks area is located on the southern edge of the city of Kajaani. The core of the area, the concrete-framed, brick-clad group of soldiers' home, sports hall and canteen buildings on the crest of the ridge, was designed by architect Osmo Lappo. The core area is encircled in a crescent-shaped ring of long barrack buildings designed by Pekka Rajala. On the open edge of this ring stands a hospital designed by architects Timo and Tuomo Suomalainen. Outside the outer ring are located the headquarters building designed by Osmo Lappo, as well as gun halls, canopies, a training hall, a central storehouse and other technical buildings. Next to the barracks area is a compact residential area of ten three-storey buildings designed by Pentti Ahola.

From the 1950s onwards, garrisons were increasingly placed outside towns, as the development of weapons technology required ever larger training areas. Construction work on the Hoikankangas barracks in Kajaani began in 1959. In the first construction phase, 1960-1966, four barracks, a couple of hundred dwellings and a swimming hall were completed. In the second phase, 1967-1975, a cave complex, a soldiers' home and a club building were built.

The Pohjois-Savon Prikaati moved from Kuopio to Hoikankangas in Kajaani in 1962-1963. In 1966 the artillery of the Porin Prikaati was attached to it, and its name was changed to Kainuun Prikaati.
