NIEUWE HOLLANDSE WATERLINIE

Inleiding

SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Cothen) als omstreeks 1870, speciaal ten dienste van de kanalisering en de inrichting als 'inundatiekanaal' van de Kromme Rijn gebouwd waterwerk. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen en kanalen, waarmee het noodzakelijke peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Er werden vele verschillende typen sluizen toegepast, afhankelijk van de plaats waar ze in het systeem functioneerden. Soms werden reeds bestaande scheepvaart-, uitwaterings- of keersluizen gebruikt, maar ook zijn er vele nieuwe gebouwd of bestaande (sterk) aangepast. De sluis te Cothen is speciaal gebouwd ten dienste van gebruik in het kader van de Nieuwe Hollandse Waterlinie, maar kon hiernaast ook voor scheepvaartdoeleinden worden benut. In een iets naar het zuiden verlegde bedding omvat het werk twee parallelle, ongeveer even brede watergangen: de zuidelijke is de schutsluis, de noordelijke bevat een overlaat / stuwsysteem / damsluis. Deze 'parallelconstructie' komt relatief weinig voor. Van de oude bedding is thans weinig meer herkenbaar; er resteert slechts een lage steilrand nabij enkele woningen op de noordoever. De bovenstrooms te Wijk bij Duurstede al eeuwenlang afgedamde en slechts via een duiker vanuit de Neder-Rijn gevoede rivier was tot omstreeks 1870 amper meer bevaarbaar en de werken hadden mede ten doel hierin verbetering te brengen. De schutsluis te Cothen maakte deel uit van een serie van drie min of meer gelijke exemplaren, waarvan ook die ten noordoosten van het stroomafwaarts gelegen Werkhoven nog bestaat. Deze beide sluizen boden doorvaart voor vaartuigen tot ruim 25 m lengte en 5 m breedte. De niet meer bestaande schutsluis te Wijk bij Duurstede was kleiner en kon schutten tot 20 x 4 m. Ze werden alle drie - net als de duikersluis en overige werken te Wijk bij Duurstede - betaald door de militaire Genie, die ook het initiatief nam tot de kanalisering. Deze werd uitgevoerd in de jaren 1866-1871. De overlaat / stuw / damsluis is in 2007 gemoderniseerd door de montage van een elektrisch gestuurd klepstuwmechanisme; tevens is de watergang verlengd en is in het werk een vistrap aangelegd en kwam een ijzeren bedieningsbrug tot stand, waardoor deze watergang binnen het metselwerk niet onbelangrijk veranderde. De verwijdering van de oorspronkelijke afsluiting betekent een verlies aan gaafheid. Tevens zijn de meeste op en rond de schutsluis voorkomende giet- en smeedijzeren onderdelen vervangen door plaatijzeren replica's en ijzeren buiswerk. Tegelijkertijd zijn de houten deuren in de schutsluis vernieuwd. In de nabijheid van de sluis ligt nog steeds de oorspronkelijke, deels gewijzigde sluiswachterswoning.

Omschrijving

De SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Cothen) omvat een relatief kleine, vrijwel geheel in baksteen uitgevoerde sluis die kan worden afgesloten door middel van twee stel puntdeuren en eventueel ook met in te laten schotbalken. De lengte van de omstreeks 1870 gebouwde sluis bedraagt circa 35 m (inclusief de hoofden) en de wijdte ongeveer 5,00 m. De schutkolklengte is ongeveer 28 m. In de noordelijke kolkmuur een ongedateerde stichtingssteen met: "De eerste steen / gelegd / door den I. Luitenant / Ingenieur / P.G. van Schermbeek" Langs de sluis ijzeren balustrades op ijzeren balusters. Op het middenhoofd gietijzeren lantaarns. Op de deels van natuurstenen dekplaten voorziene sluishoofden vier ijzeren windwerken voorzien van heugelstangen voor de bediening van de deuren. De houten deuren keren naar de bovenstroomse zijde en zijn voorzien van loopplanken met leuningen en van ijzeren windwerken en schuiven. Aan de bovenstroomse zijde, evenwijdig met de schutsluis een ongeveer even brede, maar ruim 10 m lange, gemetselde en van natuurstenen elementen voorziene watergang, uitgevoerd als overlaat / stuw / damsluis met sponningen, waarin in totaal vijf rijen (1 x 1 en 2 x 2) schotbalken konden worden neergelaten.

Waardering

De SCHUTSLUIS MET OVERLAAT / STUW / DAMSLUIS (Cothen) is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden, in het bijzonder als uiting van de aan militair-strategische doelen gelieerde weg- en waterbouwkunde, die gebaseerd is op het systeem van waterbeheersing, inundatie en accesverdediging (19de eeuw).

Het betreft een aan militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde, namelijk een waterkering met overlaat / stuw ten dienste van militaire functies, met als nevenfunctie die van (civiele) schutsluis.

* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie in het algemeen en vanwege de bijzondere rol in de beheersing van het peil in de gekanaliseerde Kromme Rijn door middel van enkele andere waterwerken en vanwege de samenhang met de sluiswachterswoningen.

* Het onderdeel is representatief omdat het de toepassing van sluis- en stuwwerken in het functioneren van de Nieuwe Hollandse Waterlinie in combinatie met civiele functies onderstreept. Introduction

LOCK WITH WEIR / WEIR / DAM LOCK (Cothen) as built around 1870, specially for the canalization and development as an 'inundation canal' of the Kromme Rijn. The defence system of the New Hollandic Water Line was primarily based on the controlled flooding of (large) terrain surfaces. Controlled inundation required an ingenious system of water works, such as locks, weirs and canals, by means of which the necessary water level could be rapidly established and maintained within narrow limits. Many different types of locks were deployed, depending on the location where they functioned in the system. Description

The LOCK WITH WEIR / WEIR / DAM LOCK (Cothen) comprises a relatively small lock executed almost entirely in brick that can be closed by means of two sets of pointed doors and optionally also with dropped gate panels. The length of the lock built around 1870 is approximately 35 m (including the heads) and the width approximately 5.00 m. The lock chamber length is approximately 28 m. In the northern lock wall a foundation stone of undetermined date with: "The first stone / laid / by the First Lieutenant / Engineer / P.G. van Schermbeek" Along the lock iron balustrades on iron balusters.
