NIEUWE HOLLANDSE WATERLINIE
Inleiding
DUBBELE VIS-KAZEMAT / MITRAILLEURKAZEMAT, als in zeer beperkte, seriematige vorm en in gewapend beton uitgevoerd, aan het bestaande defensiestelsel toegevoegd, klein verdedigingwerk. Dergelijke werken maakten deel uit van de modernisering van de verdediging door middel van zogenoemde 'levende veldversterking', die meestal een verspreid karakter bezat. Tussen 1928 en 1935 verscheen in een aantal delen het Voorschrift Inrichten Stellingen no. 77 (V.I.S.). Deze boekwerken zijn ontstaan uit de wens tot standaardisering van de bouw van gewapend betonnen groepsschuilplaatsen en gevechtsopstellingen, waar het tot dan toe aan ontbrak. De voorschriften waren bedoeld voor de bouw van stellingen in oorlogsomstandigheden door de troepen zelf. Voor vredestijd zou de genie andere ontwerpen maken. Omdat het V.I.S. was bedoeld voor onervaren dienstplichtige militairen, waren de ontwerpen van de kazematten zo eenvoudig mogelijk, met rechthoekige vormen. Er werden verschillende bouwmogelijkheden per kazemattype gegeven (enkel of dubbel), die aangepast konden worden aan de (oorlogs- en terrein)omstandigheden waaronder gebouwd moest worden. Ook de bewapening (kanon of mitrailleur) en het weerstandsvermogen kon per bouwwerk verschillen (nl. W 12-15, W 15-21 of W 21-28). Het eerste boekwerk van het V.I.S. was deel VII, Bouw van zware gewapend betonnen schuilplaatsen. Het gold vanaf de datum van verschijnen als norm voor de gehele Nederlandse krijgsmacht. In tegenstelling tot hetgeen de titel suggereert, handelt deel VII voornamelijk over gevechtsopstellingen. Slechts twee van de tien voorbeeldontwerpen betreffen schuilplaatsen. De voorschriften uit het V.I.S. waren sterk theoretisch van aard of gebaseerd op kennis en ervaringen uit de buurlanden en de Eerste Wereldoorlog. Er waren vanuit militaire kring dan ook verschillende kritische geluiden te horen, zowel over de gezondheidsrisico's van de manschappen, als in tactisch-technisch opzicht. Pas nadat een aantal V.I.S.-kazematten (in vredestijd) was gebouwd, kwam er een oefenkazemat tot stand, bedoeld voor de opleiding van bedienend personeel. Dit leidde tot enkele aanpassingen van de reeds gebouwde werken. In de Vesting Holland zijn in totaal ca. 40 V.I.S.-kazematten gebouwd, waarvan 34 stuks aan nieuwe of verbeterde accessen in het Oostfront Vesting Holland. Enkele hiervan kwamen tot stand op de Lunetten bij Utrecht, waaronder een dubbel uitgevoerd exemplaar op Lunet IV en een andere in de wal aan de zuidoostzijde van Lunet III. Dubbele VIS-kazematten zijn zeer zeldzaam, omdat er slechts enkele zijn gebouwd, en die bovendien niet alle meer bestaan.
Omschrijving
DUBBELE VIS-KAZEMAT / MITRAILLEURKAZEMAT op Lunet III is één van de V.I.S.-kazematten die in het midden van de jaren '30 werden gebouwd op de vier Lunetten te Utrecht. De kazemat is gebouwd ter bestrijking en verdediging van het acces van de Houtense Vlakte. De in gewapend beton uitgevoerde kazemat gaat grotendeels verborgen onder een aarden laag, maar de gevels met toegangen en de schietgaten zijn ten dele goed zichtbaar. Het werk is gebouwd volgens het Voorschrift Inrichten Stellingen (V.I.S). De kazemat is één bouwlaag hoog, met een ongeveer T-vormige plattegrond en is voorzien van een plat dak. Aan de zijde van de schietgaten voor de mitrailleur hebben de wanden een dikte van (meer dan) 2.30 m, aan de bovenzijde is er een dekking van 1.50 meter beton, plus een laag aarde. De trechtervormige binnenwanden van de schietgaten zijn versterkt met een vertanding van spoorstaven. De toegangen bevinden zich in de beide zuidwestelijke geveldelen. Boven de toegang in reliëf "1936". Het interieur omvat twee gevechtsruimten met opstelplaats voor mitrailleurs en een grote zogenoemde afwachtingsruimte, die - anders dan bij de enkele uitvoering - direct via een buitendeur bereikbaar is; de noordelijke van de twee gevechtsruimten is slechts indirect bereikbaar.
Waardering
De DUBBELE VIS-KAZEMAT / MITRAILLEURKAZEMAT op Lunet III is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (20ste eeuw), b. de wedloop met de zich versterkende offensieve middelen (20ste eeuw), c. het systeem van 'levende' veldversterking in de diepte (20ste eeuw).
Het onderdeel dateert uit 1936 en is een voorbeeld van een dubbele kazemat gebouwd naar het Voorschrift Inrichten Stellingen. Deze voorschriften verschenen tussen 1928 en 1935 met als doel een standaardisering van stellingen en bedoeld voor de bouw daarvan in oorlogstijd door de troepen zelf.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in relatie tot vergelijkbare (enkel uitgevoerde) exemplaren op enkele andere Lunetten te Utrecht.
* Het onderdeel is zeldzaam omdat er slechts enkele dubbele V.I.S.-kazematten in Nederland zijn gebouwd - die intussen niet alle meer bestaan.
* Het onderdeel is tamelijk gaaf bewaard en laat zich in het veld redelijk herkennen, waarbij de aarden dekking als een oorspronkelijk als zodanig bedoelde toevoeging mag worden beschouwd.

NEW HOLLANDIC WATERLINE
Introduction
DOUBLE VIS-CASEMATE / MACHINE-GUN CASEMATE, as executed in very limited, serial form and in reinforced concrete, added to the existing defence system, small fortification work. Such works formed part of the modernisation of defence through so-called 'living field fortification', which usually had a dispersed character. Between 1928 and 1935, the Voorschrift Inrichten Stellingen no. 77 (V.I.S.) appeared in a number of parts. These publications arose from the desire to standardise the construction of reinforced concrete group shelters and combat positions, which had hitherto been lacking. The provisions were intended for the construction of positions in wartime conditions by the troops themselves. For peacetime, the engineers would make other designs. Because the V.I.S. was intended for inexperienced conscript soldiers, the designs of the casemates were as simple as possible, with rectangular forms. Different construction possibilities per casemate type were given (single or double), which could be adapted to the (wartime and terrain) conditions under which construction had to take place. The armament (cannon or machine-gun) and the resistance capacity could also vary per structure (namely W 12-15, W 15-21 or W 21-28). Description
DOUBLE VIS-CASEMATE / MACHINE-GUN CASEMATE on Lunet III is one of the V.I.S. casemates that were built in the mid-1930s on the four Lunettes near Utrecht. The casemate was built to cover and defend the access from the Houtense Vlakte. The casemate, executed in reinforced concrete, is largely hidden beneath a layer of earth, but the facades with entrances and the gun embrasures are partly clearly visible. The work was built according to the Voorschrift Inrichten Stellingen (V.I.S). The casemate is one storey high, with an approximately T-shaped floor plan and is provided with a flat roof. The funnel-shaped interior walls of the gun embrasures are reinforced with a serration of rail bars. The entrances are located in both south-western facade sections. * Cultural-historical values as part of the New Hollandic Waterline as designed by C.R.T. Kraijenhoff and initially from 1815 laid out by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others over approximately 125 years.
* Architectural-historical values, in particular as an expression of military-strategic building science, based on: a. the system of inundation and access defence (20th century), b. the race with increasingly strengthened offensive means (20th century), c. the system of 'living' field fortification in depth (20th century).
