NIEUWE HOLLANDSE WATERLINIE

Inleiding

ATOOMBUNKER / BB-ONDERKOMEN MET POTERNE op Lunet I, als onderkomen voor het nationaal hoofdkwartier van de organisatie Bescherming Bevolking (BB), die in 1952 was opgericht om steun aan de bevolking te kunnen verlenen onder bijzondere omstandigheden, zoals bij gevolgen van oorlogshandelingen of rampen. De Bescherming Bevolking zorgde ook voor voorlichten van de burgers, onder meer op het gebied van eventuele atoom- of bacteriologische oorlogvoering. De bunker op Lunet I is in 1955 als hoofdkwartier van de organisatie gebouwd, deels ter plaatse van bestaande voorzieningen en met een ondergrondse, bomvrije verbinding (poterne) met de noordelijke flankkazemat. De centraal op het werk gelegen Atoombunker is vrijwel geheel aan het zicht onttrokken door een aarddekking. De atoombunker bevatte onder meer een commandocentrum en een telefooncentrale van waaruit de BB werd gecoördineerd. Ook waren er een dieselaggregaat en leef- en slaapruimten die langdurig verblijf ondergronds mogelijk maakten. Eventueel was het zelfs mogelijk met behulp van trapfietsen voor de eigen stroom- en luchtvoorziening te zorgen. De vroegere BB-functies zijn in het huidige gebruik van de bunker (tentoonstelling Fort van de Democratie) nog herkenbaar. Bovenop staat een lange antennemast, die niet uit de operationele tijd dateert en die vanuit meerdere hoeken is getuid. Tevens zijn bovengronds twee betonnen luchtfilters zichtbaar. Omschrijving

In 1955 gebouwd(e) ATOOMBUNKER / BB-ONDERKOMEN MET POTERNE op Lunet I, die tijdens de Koude Oorlog dienst deed als landelijk hoofdkwartier van de organisatie Bescherming Bevolking (BB). Het gewapend betonnen bouwwerk is vrijwel geheel aan het zicht onttrokken door een aarddekking; aan de zuidwestzijde is een in het aardtalud uitgespaarde toegang tussen hellende keermuren herkenbaar. In het interieur bevinden zich onder andere nog de vroegere leef- en slaapruimten, doucheruimten, de telefooncentrale, een dieselaggregaat, trapfietsen en landkaarten. Tot de bunker behoort ook een gekromde POTERNE (een ondergrondse gang), die een verbinding vormt met de noordelijke flankkazemat. De bunker is - ook aan de kant van de flankkazemat - met zware stalen deuren af te sluiten.

Waardering

De ATOOMBUNKER / BB-ONDERKOMEN MET POTERNE op Lunet I is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd. De Atoombunker neemt een bijzondere positie in omdat het een toevoeging is uit een periode waarin de linie als zodanig nauwelijks of geen militaire functie meer bezat, maar waarin militaire dreiging en anticipatie op andere calamiteiten een grote rol speelde en een BB-commandocentrum van groot belang werd geacht.

* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische en hieraan gekoppelde civiele bouwkunde, die gebaseerd is op de wedloop met de zich versterkende offensieve middelen en op voorbereiding op niet-militaire calamiteiten uit de mid-20ste eeuw.

Het betreft een belangrijk voorbeeld van een gewapend betonnen en aardgedekt onderkomen / schuilplaats voor diverse voorzieningen die langdurig verblijf ondergronds mogelijk moesten maken en die commando voeren over andere BB-voorzieningen mogelijk maakte. Het geheel dateert uit het midden van de jaren '50 van de 20ste eeuw.

* Ensemblewaarde en situationele waarden als op een bestaand onderdeel van de Nieuwe Hollandse Waterlinie gebouwd element. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.

* Het onderdeel is representatief (karakteristiek) omdat het duidelijk herkenbaar is toegevoegd aan het bestaande fortificatiestelsel en een verwante functie heeft gehad. Het vertegenwoordigt een bijzondere zeldzaamheidswaarde omdat het in fysiek herkenbare vorm en door de aanwezige interieurelementen de vroegere functie en het gebruik zichtbaar maakt.

* Het onderdeel is gaaf bewaard en laat zich als gebouwd onderdeel nog goed op het werk herkennen.

Introduction

ATOMIC BUNKER / CIVIL DEFENCE SHELTER WITH UNDERGROUND PASSAGE on Lunet I, as a shelter for the national headquarters of the Civil Defence organization (Bescherming Bevolking, BB), which was established in 1952 to provide assistance to the population in special circumstances, such as the consequences of acts of war or disasters. Civil Defence also provided public information, among other things regarding possible atomic or bacteriological warfare. The bunker on Lunet I was built in 1955 as the headquarters of the organization, partly on the site of existing facilities and with an underground, bomb-proof connection (underground passage) to the northern flank casemate. ATOMIC BUNKER / CIVIL DEFENCE SHELTER WITH UNDERGROUND PASSAGE built in 1955 on Lunet I, which served during the Cold War as the national headquarters of the Civil Defence organization (Bescherming Bevolking, BB). The reinforced concrete structure is largely concealed from view by an earth covering; on the southwest side an entrance recessed into the earth slope between sloping retaining walls is recognizable. In the interior are still located, among other things, the former living and sleeping quarters, shower rooms, the telephone exchange, a diesel generator, pedal-powered bicycles and maps. The bunker also includes a curved UNDERGROUND PASSAGE (an underground corridor), which forms a connection with the northern flank casemate. The bunker can be secured—also on the side of the flank casemate—with heavy steel doors.

Valuation

The ATOMIC BUNKER / CIVIL DEFENCE SHELTER WITH UNDERGROUND PASSAGE on Lunet I is of general importance because of:

* Cultural-historical values as part of the New Hollandic Water Line as designed by C.R.T. Kraijenhoff and initially constructed from 1815 by him, Jan Blanken and Major-Engineer Willem Offerhaus, and subsequently strengthened and improved by others over approximately 125 years.
