NIEUWE HOLLANDSE WATERLINIE
Inleiding
VIS-KAZEMAT / MITRAILLEURKAZEMAT op Lunet I, als in beperkte, seriematige vorm en in gewapend beton uitgevoerd, aan het bestaande defensiestelsel toegevoegd, klein verdedigingwerk. Dergelijke werken maakten deel uit van de modernisering van de verdediging door middel van zogenoemde 'levende veldversterking', die meestal een verspreid karakter bezat. Tussen 1928 en 1935 verscheen in een aantal delen het Voorschrift Inrichten Stellingen no. 77 (V.I.S.). Deze boekwerken zijn ontstaan uit de wens tot standaardisering van de bouw van gewapend betonnen groepsschuilplaatsen en gevechtsopstellingen, waar het tot dan toe aan ontbrak. De voorschriften waren bedoeld voor de bouw van stellingen in oorlogsomstandigheden door de troepen zelf. Voor vredestijd zou de genie andere ontwerpen maken. Omdat het V.I.S. was bedoeld voor onervaren dienstplichtige militairen, waren de ontwerpen van de kazematten zo eenvoudig mogelijk, met rechthoekige vormen. Er werden verschillende bouwmogelijkheden per kazemattype gegeven (enkel of dubbel), die aangepast konden worden aan de (oorlogs- en terrein)omstandigheden waaronder gebouwd moest worden. Ook de bewapening (kanon of mitrailleur) en het weerstandsvermogen kon per bouwwerk verschillen (nl. W 12-15, W 15-21 of W 21-28). Het eerste boekwerk van het V.I.S. was deel VII, Bouw van zware gewapend betonnen schuilplaatsen. Het gold vanaf de datum van verschijnen als norm voor de gehele Nederlandse krijgsmacht. In tegenstelling tot hetgeen de titel suggereert, handelt deel VII voornamelijk over gevechtsopstellingen. Slechts twee van de tien voorbeeldontwerpen betreffen schuilplaatsen. De voorschriften uit het V.I.S. waren sterk theoretisch van aard of gebaseerd op kennis en ervaringen uit de buurlanden en de Eerste Wereldoorlog. Er waren vanuit militaire kring dan ook kritische geluiden te horen, zowel over de gezondheidsrisico's van de manschappen, als in tactisch-technisch opzicht. Pas nadat een aantal V.I.S.-kazematten (in vredestijd) was gebouwd, kwam er een oefenkazemat tot stand, bedoeld voor de opleiding van bedienend personeel. Dit leidde tot enkele aanpassingen van de reeds gebouwde werken. In de Vesting Holland zijn in totaal ca. 40 V.I.S.-kazematten gebouwd, waarvan 34 stuks aan nieuwe of verbeterde accessen in het Oostfront Vesting Holland. Enkele hiervan kwamen tot stand op de Lunetten bij Utrecht, waaronder een aan de noordoostzijde van Lunet I.
Omschrijving
De VIS-KAZEMAT / MITRAILLEURKAZEMAT op Lunet I is één van de V.I.S.-kazematten die in het midden van de jaren '30 werden gebouwd op de vier Lunetten te Utrecht. De kazemat is gebouwd ter bestrijking en verdediging van het acces Kromme Rijn. De in gewapend beton uitgevoerde kazemat gaat grotendeels verborgen onder een aardlaag, maar de gevels met toegang en schietgat zijn ten dele goed zichtbaar. Het werk is gebouwd volgens het Voorschrift Inrichten Stellingen, V.I.S. De kazemat is één bouwlaag hoog en rechthoekig van vorm, met een plat dak. Aan de zijde van het schietgat voor de mitrailleur hebben de wanden een dikte van 2.30 m, aan de bovenzijde is er een dekking van 1.50 meter beton, plus een laag aarde. De trechtervormige binnenwand van het schietgat is versterkt met een vertanding van spoorstaven. De toegang bevindt zich in de hier tegenoverliggende gevel. Boven de toegang staat in reliëf de inscriptie: "1935". Haaks op de toegang staat een gang, waaraan twee ruimten grenzen. De eerste ruimte was een wachtruimte voor de manschappen, de tweede was de gevechtsruimte voor de mitrailleur. Beide ruimten hebben een schietgat voor een geweer in de richting van de gang. Het interieur omvat nog verschillende herkenbare onderdelen, zoals de opstelplaats voor het wapen, de schietgaten en resten van afsluitmiddelen.
Waardering
De VIS-KAZEMAT / MITRAILLEURKAZEMAT op Lunet I is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Krijgshistorische waarden als onderdeel van een aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting van niet te inunderen terreinen of andere accessen.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (20ste eeuw), b. de wedloop met de zich versterkende offensieve middelen (20ste eeuw), c. het systeem van 'levende' veldversterking in de diepte (20ste eeuw).
Het onderdeel dateert uit 1935 en is een voorbeeld van een kazemat gebouwd naar het Voorschrift Inrichten Stellingen. Deze voorschriften verschenen tussen 1928 en 1935 met als doel een standaardisering van stellingen en bedoeld voor de bouw daarvan in oorlogstijd door de troepen zelf.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in relatie tot vergelijkbare exemplaren op enkele andere Lunetten te Utrecht.
* Het onderdeel is vrij zeldzaam omdat er slechts 40 V.I.S.-kazematten in Nederland zijn gebouwd - waarvan een deel inmiddels niet meer bestaat.
* Het onderdeel is tamelijk gaaf bewaard en laat zich in het veld redelijk herkennen, waarbij de aarden dekking als een oorspronkelijk als zodanig bedoelde toevoeging mag worden beschouwd.

Introduction
MACHINE GUN EMPLACEMENT / MACHINE GUN EMPLACEMENT on Lunet I, executed in limited, serial form and in reinforced concrete, added to the existing defence system, small fortification. Such works formed part of the modernisation of defence by means of so-called 'living field fortification', which usually had a dispersed character. Between 1928 and 1935, the Regulation for the Arrangement of Positions no. 77 (V.I.S.) appeared in a number of parts. These publications originated from the desire for standardisation of the construction of reinforced concrete group shelters and combat positions, which had hitherto been lacking. The regulations were intended for the construction of positions in wartime conditions by the troops themselves. For peacetime, the engineers would make other designs. Because the V.I.S. was intended for inexperienced conscripted military personnel, the designs of the emplacements were as simple as possible, with rectangular forms. Various construction possibilities were provided for each emplacement type (single or double), which could be adapted to the (war and terrain) conditions under which construction had to take place. The armament (cannon or machine gun) and the resistance capacity could also differ per structure (namely W 12-15, W 15-21 or W 21-28). Description
The MACHINE GUN EMPLACEMENT / MACHINE GUN EMPLACEMENT on Lunet I is one of the V.I.S. emplacements which were built in the mid-1930s on the four Lunettes near Utrecht. The emplacement was built to cover and defend the Kromme Rijn access. The emplacement, executed in reinforced concrete, lies largely hidden beneath a layer of earth, but the facades with entrance and gun port are partly clearly visible. The work was constructed according to the Regulation for the Arrangement of Positions, V.I.S. The emplacement is one storey high and rectangular in form, with a flat roof. On the side of the gun port for the machine gun, the walls have a thickness of 2.30 m, on top there is a covering of 1.50 metres of concrete, plus a layer of earth. The funnel-shaped inner wall of the gun port is reinforced with a toothing of rail bars. The entrance is located in the opposite facade. Above the entrance stands in relief the inscription: "1935". Perpendicular to the entrance is a corridor, to which two rooms adjoin. The first room was a waiting room for the personnel, the second was the combat room for the machine gun. Both rooms have a gun port for a rifle in the direction of the corridor. The interior still comprises various recognisable components, such as the emplacement position for the weapon, the gun ports and remains of closure devices.
Valuation
The MACHINE GUN EMPLACEMENT / MACHINE GUN EMPLACEMENT on Lunet I is of general importance by reason of:
* Cultural-historical values as part of the New Holland Water Line as designed by C.R.T. Kraijenhoff and initially from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus, and subsequently by others over approximately 125 years reinforced and improved.
* Military-historical values as part of a continuous military defence line between the former Zuiderzee and the Biesbosch. This consisted principally of a coherent system of inundation fields and associated inundation means and firing fields. This system was supplemented with various types of built or constructed (defence) works from different periods which served to or contributed to the closure of non-inundatable areas or other accesses.
* Architectural-historical values, in particular as an expression of military-strategic building practice, which is based on: a. the system of inundation and access defence (20th century), b. the race with strengthening offensive means (20th century), c. the system of 'living' field fortification in depth (20th century).
The component dates from 1935 and is an example of an emplacement built according to the Regulation for the Arrangement of Positions. These regulations appeared between 1928 and 1935 with the objective of standardising positions and intended for their construction in wartime by the troops themselves.
* Ensemble value and situational values as part of the New Holland Water Line. Also because of the functional and physical coherence with the other components of the complex and in relation to comparable specimens on some other Lunettes near Utrecht.
* The component is relatively rare because only 40 V.I.S. emplacements were built in the Netherlands - of which some no longer exist.
* The component is fairly well preserved and can be reasonably recognised in the field, with the earth covering to be regarded as an originally intended addition.
