NIEUWE HOLLANDSE WATERLINIE
Inleiding
SLUIS / KERING / (PLOF)DUIKER / BRUG in de Kromme Rijn, onder en langs de Waterlinieweg, als 20ste-eeuwse waterbouwkundige toevoeging aan het bestaande en aangepaste verdedigings- en inundatiestelsel van de Nieuwe Hollandse Waterlinie. Het werk ligt nabij het noordelijkste punt van Lunet I. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen, vaarten en kanalen, waarmee het peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Vele vaarten en kanalen en werken waren reeds ter plaatse aanwezig en deze vergden dan hoogstens enige aanpassing en met name verbreding en/of uitdiepen, dan wel stroomlijning of wijziging van (kerende) functie. Andere wateren en waterwerken moesten echter speciaal worden aangelegd. De sluis / kering / duiker / brug in de rivier de Kromme Rijn onder en oostelijk naast de Waterlinieweg is een toevoeging die ontstond bij de aanleg van deze weg langs de oostzijde van Utrecht eind jaren '30 van de 20ste eeuw. De weg verbond de kort tevoren grotendeels gereedgekomen autoweg van Den Haag naar Utrecht vanaf het 'Knooppunt Lunetten' met de - aan het begin van de Tweede Wereldoorlog nog niet voltooide, maar wel reeds in gebruik zijnde - rotonde 'De Berekuil', westelijk van Fort de Bilt. De relatie tussen dit verkeersinfrastructurele werk en de in samenhang ermee aangelegde waterwerken was zeer sterk omdat het dijklichaam waarop de weg kwam te liggen deel zou gaan uitmaken van de waterkering van de inundatiezone ten oosten ervan. De kering kon worden gesloten om de stad Utrecht te vrijwaren van wateroverlast bij opzetten van het peil. Deze relatie is nog goed herkenbaar. De sluis / duiker / kering was tevens van belang voor de regulering van het waterpeil in de fortgrachten en het inundatiekanaal bij de Lunetten. Het werk is gebouwd als 'scheepvaartduiker' maar kon door middel van boven het water, in de duiker aan te brengen zand- en springladingen permanent worden gesloten en kon zo fungeren als een zogenoemde 'plofduiker'. De samenhang met de enkele jaren voor de Tweede Wereldoorlog aangelegde weg verschaft het object een zekere zeldzaamheidswaarde. Het kent vergelijkbare pendanten in twee noordelijker gelegen exemplaren in de Biltsche Grift (vermoedelijk) en in de Minstroom. De duiker is in later tijd deel gaan uitmaken van een afrit van de Waterlinieweg. Westelijk naast de duiker / brug is later een bredere plaatbrug gebouwd, waarin mogelijk een deel van bestaande constructies is verwerkt.
Omschrijving
SLUIS / KERING / (PLOF)DUIKER / BRUG in de Kromme Rijn, onder en langs de Waterlinieweg, bestaande uit twee onderdelen. Het grootste is een grotendeels gewapend betonnen, rechthoekig, met afgeschuinde hoeken, als holle, kokervormig uitgevoerde (PLOF)DUIKER / BRUG van ongeveer 15 m lengte en ongeveer 10 m wijdte onder de Waterlinieweg. In de holte van de overspanning zijn enkele dwarsverbindingen gemaakt, waarin ruimte is uitgespaard voor het aanbrengen van rioolbuizen voor het plaatsen van explosieven. De gebogen bodem van de duiker, die van ongewapend beton moest worden gemaakt om deze eruit te doen springen, was bij het uitbreken van de oorlog nog niet geplaatst, waardoor de plofduiker nooit compleet is geweest. Aan de zuidzijde een looppad met een ijzeren balustrade. Het looppad maakt deel uit van het Jaagpad langs de Kromme Rijn. Oostelijk naast de duiker een restant van een SLUIS / KERING en sluiswanden voorzien van met ijzer versterkte (schotbalk)sponningen met erboven een restant van een davit (alleen aan de zuidzijde) voor het inlaten van een (schotbalk)kering of het bewegen van een schuif. De constructie van sluis / kering / duiker / brug verkeert in minder authentieke staat.
Waardering
De SLUIS / KERING / (PLOF)DUIKER / BRUG in de Kromme Rijn, onder en langs de Waterlinieweg, is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op het systeem van inundatie en accesverdediging (19de en 20ste eeuw).
Het onderdeel is een voorbeeld van een aan de militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in het bijzonder met de pendanten of verwante werken in de Waterlinieweg bij de Erasmuslaan / Albert van Dalsumlaan in de Minstroom en bij de Offerhausweg in de Biltsche Vaart of Biltsche Grift.
* Het onderdeel is redelijk gaaf bewaard omdat de hoofdvorm en functie duidelijk herkenbaar en intact zijn gebleven.
* Het onderdeel is redelijk representatief omdat het een voorbeeld is van een speciaal in een nieuw wegenstelsel en in samenhang met de Nieuwe Hollandse Waterlinie gebouwde grote duiker / brug met waterkering.

NEW HOLLAND WATER LINE
Introduction
SLUICE / BARRIER / (DEMOLITION)CULVERT / BRIDGE in the Kromme Rijn, beneath and along the Waterlinieweg, as a 20th-century hydraulic engineering addition to the existing and adapted defence and inundation system of the New Holland Water Line. The work lies near the northernmost point of Lunet I. The defence system of the New Holland Water Line was primarily based on the controlled flooding of (large) land areas. Controlled inundation required an ingenious system of water works, such as sluices, weirs, channels and waterways, by means of which the water level could be set and maintained rapidly and within narrow limits. Many channels, waterways and works were already present on site and these required at most some adaptation and in particular widening and/or deepening, or streamlining or modification of (barrier) function. Other waters and water works, however, had to be specially constructed. The sluice / barrier / culvert / bridge in the river Kromme Rijn beneath and east of the Waterlinieweg is an addition that came about with the construction of this road along the east side of Utrecht in the late 1930s of the 20th century. The road connected the largely completed motor road from The Hague to Utrecht from the 'Lunetten Junction' with the – at the beginning of the Second World War not yet completed, but already in use – roundabout 'De Berekuil', west of Fort de Bilt. The relationship between this traffic infrastructure work and the water works constructed in connection with it was very strong because the dike body on which the road was to be built would become part of the water barrier of the inundation zone to its east. The barrier could be closed to protect the city of Utrecht from water damage when the water level was raised. This relationship is still easily recognizable. The largest is a largely reinforced concrete, rectangular, with chamfered corners, hollow, box-shaped (DEMOLITION)CULVERT / BRIDGE of approximately 15 m length and approximately 10 m width beneath the Waterlinieweg.
