NIEUWE HOLLANDSE WATERLINIE

Inleiding

UITWATERINGSSLUIS / INUNDATIESLUIS / KEERSLUIS / DUIKER (zuid) als essentieel waterbouwkundig onderdeel van het inundatiestelsel in het zuidwestelijk deel van de Nieuwe Hollandse Waterlinie. De sluis ligt iets ten noorden van de Dwarssteeg in de Schinkeldijk. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen en kanalen, waarmee het noodzakelijke peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Er werden vele verschillende typen sluizen toegepast, afhankelijk van de plaats waar ze in het systeem functioneerden. Soms werden reeds bestaande scheepvaart-, uitwaterings- of keersluizen gebruikt, maar ook zijn er vele nieuwe gebouwd of bestaande (sterk) aangepast. Tot de laatste categorie behoorde de enkele honderden meters zuidelijk van de waaiersluis in de Oost Schenkeldijk gelegen uitwateringssluis van de zogenoemde Werkensche Boezem. Deze reeds bestaande sluis kreeg een nieuwe functie als onderdeel van de inlaat van water in het moeilijk te inunderen Land van Altena en als damsluis, waarmee een eenmaal gestelde inundatie op gewenst peil kon worden gehouden. De uitwateringssluis in de Oost Schenkeldijk fungeerde van oudsher als uitlaat van de Werkensche Boezem wanneer het water in de Bakkerskil lager stond dan dat in de boezem; hiertoe was de sluis voorzien van een stel naar de Bakkerskil openende puntdeuren. Het moeilijk onder water te zetten Land van Altena vergde een extra waterinlaat, naast de in 1815 speciaal gebouwde, iets noordelijker gelegen waaiersluis, de Papsluis. Daarom is de uitwateringssluis aangepast om bij hoge buitenwaterstand water te kunnen inlaten en / of te keren. De Oost Schenkeldijk is ter plaatse versterkt met basaltblokken. Na de oorlog is de sluis feitelijk buiten gebruik gesteld, maar hij maakt in gewijzigde vorm nog wel deel uit van de noodwaterkering.

Omschrijving

UITWATERINGSSLUIS / INUNDATIESLUIS / DAMSLUIS / DUIKER (zuid) in de Schinkeldijk ten noorden van de Dwarssteeg in het gehucht Kille bij Nieuwendijk. Als duiker uitgevoerde uitwateringssluis, inundatiesluis en damsluis, met - na aanpassing ten behoeve van gebruik als onderdeel van de Nieuwe Hollandse Waterlinie - (vermoedelijk) twee stel, elk naar één zijde kerende puntdeuren en schotbalkenvoorzieningen. Aan de oostzijde is de segmentboogvormig gesloten, bakstenen koker voorzien van een sluitsteen met het jaartal 1871 of 1877. Aan deze met een rechte dekplaat eindigende zijde, die geen authentieke vleugelmuren kent, zijn sporen van restauratie aanwezig. In de koker zelf zijn geen deuren meer zichtbaar. De andere zijde - westzijde aan de Bakkerskil- met iets naar buiten uitlopende en met van dekplaten voorziene, hellende vleugelmuren, is later gewijzigd en voorzien van een betonnen afsluiting met schuif.

Waardering

De UITWATERINGSSLUIS / INUNDATIESLUIS / DAMSLUIS / DUIKER (zuid) in de Schinkeldijk ten noorden van de Dwarssteeg in het gehucht Kille bij Nieuwendijk en onderdeel van het complex Waterwerken bij het Werk aan de Bakkerskil is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden, in het bijzonder als uiting van een aan de militair-strategische bouwkunde gerelateerde bebouwing, die gebaseerd is op het systeem van inundatie en accesverdediging (19de eeuw). Het betreft hier een aan de militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde, namelijk een uitwateringssluis die ten behoeve van gebruik voor de Nieuwe Hollandse Waterlinie is aangepast tot inundatiesluis en damsluis en is uitgevoerd als duiker.

NEW HOLLAND WATERLINE

Introduction

OUTLET LOCK / INUNDATION LOCK / CHECK LOCK / CULVERT (south) as an essential hydraulic engineering component of the inundation system in the southwestern part of the New Holland Waterline. The lock is situated slightly north of the Dwarssteeg in the Schinkeldijk. The defence system of the New Holland Waterline was primarily based on the controlled flooding of (large) areas of land. Controlled inundation required an ingenious system of water works, such as locks, weirs and canals, with which the necessary water level could be set and maintained rapidly and within narrow limits. Many different types of locks were used, depending on the position where they functioned in the system. Sometimes already existing navigation, outlet or check locks were used, but many new ones were also built or existing ones were (substantially) adapted. The outlet lock of the so-called Werkensche Boezem, situated a few hundred metres south of the fan lock in the Oost Schenkeldijk, belonged to the latter category. This already existing lock received a new function as part of the water intake for the difficult-to-inundate Land of Altena and as a dam lock, with which an inundation once set could be maintained at the desired level. The outlet lock in the Oost Schenkeldijk had traditionally functioned as the outlet of the Werkensche Boezem when the water in the Bakkerskil was lower than that in the boezem; for this purpose the lock was provided with a set of pointed gates opening towards the Bakkerskil. On the east side the brick culvert, closed with a segmental arch form, is provided with a lock stone bearing the date 1871 or 1877. On this side, which ends with a straight cover plate and lacks authentic wing walls, traces of restoration are present. No doors are any longer visible in the culvert itself. The other side—west side at the Bakkerskil—with sloping wing walls running slightly outward and provided with cover plates, was later modified and provided with a concrete closure and sluice gate.
