NIEUWE HOLLANDSE WATERLINIE

Inleiding

INUNDATIESLUIS / WAAIERSLUIS (Papsluis), als een van de uit de vroegste perioden van aanleg van de Nieuwe Hollandse Waterlinie daterende waterwerken. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen en kanalen, waarmee het noodzakelijke peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Er werden vele verschillende typen sluizen toegepast, afhankelijk van de plaats waar ze in het systeem functioneerden. Soms werden reeds bestaande scheepvaart-, uitwaterings- of keersluizen gebruikt, maar ook zijn er vele nieuwe gebouwd of bestaande (sterk) aangepast. Tot de laatste categorie behoort de inundatiesluis in de Oost Schenkeldijk ten zuiden van het Werk aan de Bakkerskil. Het gaat hierbij om een zogenoemde waaiersluis. Door deze sluis kon via de Bakkerskil water uit de Merwede worden ingelaten in het moeilijk te inunderen Land van Altena, met onder meer de Uppelsche Polder. Minstens zo belangrijk was de functie als keersluis: de sluis was onder normale omstandigheden gesloten en was dan onderdeel van de Oost Schenkeldijk, die op zijn beurt de westgrens was van de zogenoemde Werkensche Boezem. Waaiersluizen zijn meerdere keren toegepast als onderdeel van de Nieuwe Hollandse Waterlinie. Ze zijn rond 1800 geïntroduceerd door A.F. Goudriaan en J. Blanken Jzn. en waren voorzien van waaiervormige deuren die het via een ingenieus systeem mogelijk maakten ze tegen de stroom in en tegen hoog water in te bedienen. Dit was uiteraard van groot belang in geval van (oorlogs)dreiging.

De gemetselde sluiskolk en de waaierdeuren van de sluis in de Oost Schenkeldijk ten zuiden van het Werk aan de Bakkerskil zijn in 2006-2007 gerestaureerd. De houten deuren zijn vervangen door nieuwe houten exemplaren. Behalve de waaierdeuren konden en kunnen - als borg - houten schotbalken in de kolk worden geplaatst. Hiertoe is tevens een nieuwe schotbalkenloods geplaatst. De door een eenvoudige, moderne vaste brug gekruiste sluis lag tot aan de restauratie een aantal jaren 'droog', maar is intussen opgenomen in een 'groen en blauw netwerk'. Boven de beide in de hoofden weg te draaien waaierdeuren zijn als bescherming en voor de veiligheid metalen loopvlakken aangebracht.

Omschrijving

INUNDATIESLUIS / WAAIERSLUIS (Papsluis)

De inundatiesluis / keersluis in de Oost Schenkeldijk ten zuiden van het Werk aan de Bakkerskil, bekend als de Papsluis, is een relatief kleine, in baksteen en natuursteen uitgevoerde (waaierdeur)sluis met aan weerszijden hellende en iets uitlopende vleugelmuren. De lengte van de sluiskolk, inclusief de flauw hellende en iets uitlopende vleugelmuren bedraagt circa 30 meter; de breedte is ongeveer 7 m. Ongeveer halverwege de kolk zijn vrijwel kwartcirkelvormige, zogenoemde waaierkassen aangebracht, waarin de beide waaierdeuren zijn ondergebracht. De vernieuwde, houten waaierdeuren kunnen door middel van windwerken worden bewogen. In de sluiswanden zijn westelijk van de waaierdeuren schotbalksponningen uitgespaard, waartussen door middel van windwerken houten schotbalken op- en neer bewogen kunnen worden. De sluis, die, behalve een militaire, ook een civiele functie had als waterkering voor de Bakkerskil, dateert (blijkens later opnieuw (?) aangebrachte inscriptie) uit 1815 en behoort daarmee tot de oudste nog bestaande sluizen van dit type en vertegenwoordigt hiermee tevens zeldzaamheidswaarde.

Waardering

De INUNDATIESLUIS / WAAIERSLUIS (Papsluis), onderdeel van het complex Waterwerken bij het Werk aan de Bakkerskil is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden, in het bijzonder als uiting van een aan de militair-strategische bouwkunde gerelateerde bebouwing, die gebaseerd is op het systeem van inundatie en accesverdediging (19de eeuw). Het betreft hier een aan de militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde, namelijk een inundatiesluis / keersluis uit 1815.

* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.

* Het onderdeel is tamelijk gaaf bewaard omdat hoofdvorm en verschillende onderdelen herkenbaar zijn gebleven, terwijl ontbrekende of defecte onderdelen in getrouwe replicavorm of sobere uitvoering zijn aangevuld.

NEW HOLLANDIC WATER LINE

Introduction

INUNDATION LOCK / FAN LOCK (Papsluis), as one of the waterworks dating from the earliest period of construction of the New Hollandic Water Line. The defence system of the New Hollandic Water Line was primarily based on the controlled flooding of (large) land areas. Controlled inundation required an ingenious system of waterworks, such as locks, weirs and canals, by means of which the necessary water level could be rapidly set and maintained within narrow limits. Many different types of locks were employed, depending on the location where they functioned in the system. Sometimes already existing navigation, drainage or tide locks were used, but many new ones were also built or existing ones (substantially) adapted. The inundation lock in the Oost Schenkeldijk to the south of the Work at the Bakkerskil belongs to the latter category. This is a so-called fan lock. Through this lock, water from the Merwede could be admitted via the Bakkerskil into the difficult-to-flood Land of Altena, including the Uppelsche Polder. No less important was its function as a tide lock: under normal circumstances the lock was closed and was then part of the Oost Schenkeldijk, which in turn formed the western boundary of the so-called Werkensche Boezem. The inundation lock / tide lock in the Oost Schenkeldijk to the south of the Work at the Bakkerskil, known as the Papsluis, is a relatively small fan-door lock executed in brick and natural stone with sloping and slightly flared wing walls on either side. The length of the lock chamber, including the gently sloping and slightly flared wing walls, is approximately 30 metres; the width is approximately 7 m. Approximately halfway along the chamber, almost quarter-circle shaped, so-called fan recesses have been provided, in which both fan doors are housed. The renewed, wooden fan doors can be moved by means of winches. In the lock walls, to the west of the fan doors, sluice gate slots are cut out, between which wooden sluice gates can be moved up and down by means of winches.
