NIEUWE HOLLANDSE WATERLINIE
Inleiding
GROEPSSCHUILPLAATSEN TYPE P als representanten van toegevoegde gewapend betonnen onderdelen van de verdediging van het Lingeacces en de inundatiewerken bij Asperen. Op meerdere locaties op en nabij het Fort bij de Nieuwe Steeg bevinden zich kleine gewapend betonnen verdedigingswerken. Ze zijn hier vooral aangelegd ter verdediging van het sluizencomplex bij Asperen waarmee grote delen van de voorgelegen polders, onder meer in de Alblasserwaard geïnundeerd konden worden en voor de verdediging van het Lingeacces. Tot deze in de jaren 1939-1940 uitgevoerde werken behoort onder meer een aantal groepsschuilplaatsen type P, waarvan er enige op het fort zijn gebouwd, terwijl ook ten noorden hiervan aan de Lingedijk nog een exemplaar staat, in de directe nabijheid van de gietstalen koepelkazemat. De groepsschuilplaatsen Type P zijn volgens min of meer uniform of standaardontwerp in de jaren 1939-1940 op meerdere plaatsen in Nederland gebouwd. Het totaal aantal gebouwde exemplaren bedraagt circa 700, waarvan in de Nieuwe Hollandse Waterlinie ongeveer 570; het merendeel (ca. 400) hiervan bestaat nog. Het bouwprogramma van de groepsschuilplaatsen Type P was bij het uitbreken van de Tweede Wereldoorlog niet afgerond en van een aantal exemplaren is bekend dat ze nooit zijn voltooid. Type P (vanwege de markante vorm ook wel 'de piramide' genoemd) is vermoedelijk het meest bekende type betonnen verdedigingswerk in Nederland. Het type kwam voort uit het zogenoemde VIS 77 (Voorschrift Inrichten Stellingen no. 77) uit 1928 en had onder meer als bestemming deel uit te maken van de verdediging van een aantal bestaande en nieuwe accessen, waaronder vooral (autosnel)wegen. De groepsschuilplaats Type P kwam gewoonlijk tot stand in de directe nabijheid van reeds bestaande of in dezelfde tijd gerealiseerde kazematten, geschutsopstellingen, versterkingen of loopgraven. Doordat de loopgraven en andere (aard)werken later vrijwel overal zijn geëffend of gesloopt, liggen de betonnen schuilplaatsen tegenwoordig soms voor een deel beneden het maaiveld. De van oudsher geheel gesloten voorzijde of frontzijde van de groepsschuilplaatsen Type P was in veel gevallen gedekt door aardwerken die deel konden uitmaken van een glacis ter bescherming van de loopgraaf of een gedekte weg. Deze aardwerken zijn thans meestal niet meer aanwezig of nog slechts met moeite herkenbaar, maar met name op forten of in anderszins geaccidenteerd terrein zijn ze soms nog wel aanwezig. Er zijn talrijke exemplaren van het Type P gebouwd in inundeerbare gebieden, waarbij in een aantal gevallen een zichtbaar geworden paalfundering is toegepast; bij andere is een rondom uitstekende funderingsplaat of ook wel een trog tegen inundatiewater zichtbaar.
Omschrijving
GROEPSSCHUILPLAATSEN TYPE P zijn één bouwlaag hoog en gewoonlijk in gewapend van ca. 100 tot 180 cm dik gietbeton uitgevoerd en ze vormden granaatvrije, militaire onderkomens, die beschutting konden bieden aan 10-12 manschappen infanterie / artillerie, bij dekkingsklasse W 12-15 of W 21-28. In het Complex Fort bij de Nieuwe Steeg behoren de meeste groepsschuilplaatsen tot de zwaarste klasse. De groepsschuilplaatsen Type P zijn gebouwd op een rechthoekig grondplan, bij maten die uiteenlopen van ongeveer 5.50 x 7.20 x 4.70 m tot 6.50 x 8.20 x 4.90 (b x d x h). De zichtbare hoogte boven het maaiveld varieert echter. De beide blinde zijgevels en de keelzijde zijn tot op ongeveer 3.00 m hoogte verticaal uitgevoerd. Daarboven gaan deze gevels met een knik van ongeveer 45 0 naar binnen, om vervolgens over te gaan in een vlakke dekking. Rechts in de keelzijde is op plaatselijk verschillende hoogte boven maaiveld een (later al dan niet dichtgezette), meestal vierkante toegangsopening. De in zijn geheel verticale, gesloten frontzijde weerspiegelt de hoeken van 45 0 en eindigt dus als een 'afgeknotte puntgevel'. In een aantal gevallen zijn in de gevel(s) ijzeren haken of beugels meegegoten die konden dienen ter bevestiging van camouflagemateriaal. Een kenmerkend onderdeel bovenop de schuilplaats type P is de conische, betonnen 'uitlaat', die bestemd was voor toepassing van een periscoop. Deze periscopen zijn in de praktijk echter nooit aangebracht. Het interieur van de groepsschuilplaatsen Type P bestaat uit een korte gang (meestal met een betonnen keermuur of balustrade en gewoonlijk enkele neergaande treden) en een van daaruit naar links gerichte 'sluis' die afgrendelbaar was door een (uit meerdere delen bestaande) zware, stalen deur. Via een tweede, vergelijkbare deur kon rechtsom een achterliggende, vrijwel vierkante ruimte worden bereikt, de echte schuilplaats. De toegang kon vanuit deze ruimte worden gedekt door een schietgat voor een geweer. De stalen deuren zijn echter zelden of nooit geplaatst en de ingangen zijn later vaak dichtgezet met baksteen en gepleisterd. De op ruim twee meter boven vloerniveau gelegen plafonds zijn vlak en rechthoekig. In een aantal gevallen zijn nog interieuronderdelen aanwezig, zoals (resten van) houten banken of een steun voor het handvuurwapen voor de bestrijking van de ingang.
De groepsschuilplaatsen Type P die deel uitmaken van het Complex Fort bij de Nieuwe Steeg liggen vooral op het fort; één exemplaar ligt iets noordelijk van de Lingedijk, in de nabijheid van een betonblok van een Gietstalen Koepelkazemat Type G.
Waardering
De GROEPSSCHUILPLAATSEN TYPE P, van en bij het Fort bij de Nieuwe Steeg zijn van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accessen (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw), c. het systeem van 'levende' veldversterking (20ste eeuw).
Het betreft hier onderdelen uit de jaren 1939 - 1940, namelijk betonnen manschappenschuilplaatsen, thans zonder aarden dekking.
* Ensemblewaarde en situationele waarden als onderdelen van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.

Introduction
GROUP SHELTERS TYPE P as representatives of added reinforced concrete components of the defence of the Linge access and the inundation works at Asperen. At several locations on and near the Fort at the Nieuwe Steeg there are small reinforced concrete defence works. They were erected here especially for the defence of the sluice complex at Asperen by means of which large parts of the polders in front, including in the Alblasserwaard, could be inundated and for the defence of the Linge access. These works, carried out in the years 1939-1940, include among other things a number of group shelters type P, some of which were built on the fort, while also to the north of this on the Lingedijk there is still an example, in the immediate vicinity of the cast-steel cupola casemate. The group shelters Type P were built in the years 1939-1940 at multiple locations in the Netherlands according to a more or less uniform or standard design. Description
GROUP SHELTERS TYPE P are one storey high and usually executed in reinforced concrete of approximately 100 to 180 cm thick and formed shell-proof, military shelters, which could provide protection for 10-12 infantrymen / gunners, with cover class W 12-15 or W 21-28. In the Fort Complex at the Nieuwe Steeg, most of the group shelters are of the heaviest class. The group shelters Type P were built on a rectangular plan, with dimensions ranging from approximately 5.50 x 7.20 x 4.70 m to 6.50 x 8.20 x 4.90 (w x d x h). The visible height above ground level varies, however. Both blind side walls and the gorge side are executed vertically to a height of approximately 3.00 m. Above this these walls slope inward at approximately 45 degrees, then continuing into a flat roof. On the right of the gorge side is an access opening, usually square, at locally varying height above ground level, which was later blocked or not blocked. The entirely vertical, closed front side reflects the angles of 45 degrees and thus ends as a 'truncated pointed gable'. In a number of cases iron hooks or brackets were cast into the wall(s) which could serve to fix camouflage material. A characteristic component on top of the shelter type P is the conical, concrete 'outlet', which was intended for the use of a periscope. These periscopes were however never actually fitted in practice. The interior of the group shelters Type P consists of a short corridor (usually with a concrete retaining wall or balustrade and usually a few descending steps) and a 'sluice' from there directed to the left which could be locked by a (consisting of multiple parts) heavy steel door. Via a second, similar door, a rear rectangular space could be reached to the right, the actual shelter. Access to this space could be covered by a rifle loophole. However, the steel doors were rarely or never fitted and the entrances were often later blocked with brick and plastered over. The ceilings, located just over two metres above floor level, are flat and rectangular. In a number of cases interior components are still present, such as (remains of) wooden benches or a rest for the handheld weapon for covering the entrance.
The group shelters Type P which form part of the Fort Complex at the Nieuwe Steeg are located especially on the fort; one example is located slightly north of the Lingedijk, in the vicinity of a concrete block of a Cast-Steel Cupola Casemate Type G.
Valuation
The GROUP SHELTERS TYPE P, from and at the Fort at the Nieuwe Steeg are of general importance because of:
* Cultural-historical values as part of the New Holland Waterline as this was designed by C.R.T. Kraijenhoff and initially from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus was realised and subsequently by others for approximately 125 years strengthened and improved.
* Architectural-historical values in particular as an expression of military-strategic architecture, which is based on: a. the system of inundation and accesses (19th century), b. the arms race with increasingly strengthened offensive resources (19th and 20th centuries), c. the system of 'living' field fortification (20th century).
These are components from the years 1939-1940, namely concrete troop shelters, now without earth covering.
* Ensemble value and situational values as components of the New Holland Waterline. Also because of the functional and physical coherence with the other components of the complex.
* The components are representative (characteristic) because they are clearly recognisable as components of a dispersed defence line added to the existing fortification system.
