NIEUWE HOLLANDSE WATERLINIE

Inleiding

FORTAANLEG EN AARDWERKEN, WAARIN RESTEN VAN GESCHUTSOPSTELPLAATSEN, (RELICTEN) BETONNEN BORSTWERINGEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS-) WEGEN EN MET DOOR GRENSPALEN AANGEDUIDE ZONE (DIE OOK DE ONTSLUITINGSWEG - de Nieuwe Steeg - OMVAT) als basale elementen van het Fort bij de Nieuwe Steeg. Het Fort bij de Nieuwe Steeg is een van de tot de Nieuwe Hollandse Waterlinie behorende forten die voorzien zijn van typerende aarden en aangeaarde onderdelen. Forten en vergelijkbare werken werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de werken is, behalve dit gewoonlijk tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol vervulde of kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden, gedekte toegangen, bestrate paden en appelplaatsen. De aardwerken zijn in sterk van elkaar verschillende grondplans aangelegd, vaak met een of meer bastions, die eveneens in vorm konden verschillen. Rond het aardlichaam kwam - indien mogelijk - een natte gracht te liggen, terwijl de werken gewoonlijk waren omgeven door een militaire begrenzing, die was aangeduid met grenspalen. Over de gracht lag gewoonlijk een (beweegbare) brug - verschillende typen komen voor - maar soms bestond een vaste oeververbinding, bijvoorbeeld in de vorm van een dam, die deel (kunnen) uitmaken van het wegenstelsel. Langs de buitenzijde van de grachten lag vaak een weg of pad, dat zowel in de vorm van een gedekte weg kon zijn aangelegd, als ook wel gelijk met of zelfs boven maaiveldniveau lag. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond. Het Fort bij de Nieuwe Steeg wijkt niet principieel af van dit algemene beeld. Bijzonder is het aardgedekte kazernegebouw met twee tegenover elkaar gelegen vleugels. Bij de restauratie en herbestemming van het fort zijn ook de aardwerken onderhanden genomen en in belangrijke mate hersteld. Tevens zijn (houten) trappen en hekwerken e.d. geplaatst.

Omschrijving

FORTAANLEG EN AARDWERKEN, WAARIN RESTEN VAN GESCHUTSOPSTELPLAATSEN, (RELICTEN) BETONNEN BORSTWERINGEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS-) WEGEN EN MET DOOR GRENSPALEN AANGEDUIDE ZONE (DIE OOK DE ONTSLUITINGSWEG - de Nieuwe Steeg - OMVAT) van het FORT BIJ DE NIEUWE STEEG. Het Fort bij de Nieuwe Steeg werd gebouwd in de periode 1877-1880 en is verbeterd en / of uitgebreid rond 1885 en 1939-1940. Het bestaat in hoofdzaak uit een ongeveer trapeziumvormig aardlichaam met op elke hoek een bastion. De plattegrond is echter niet exact symmetrisch. Relatief lage aardwerken omsluiten het open fortterrein of terreplein geheel, terwijl de binnen het fort gelegen bomvrije bouwwerken door ten dele veel hoger reikende aardwerken zijn gedekt. Er zijn (resten van) twee betonnen geschutsborstweringen, waarvan een in tamelijk goede staat. Zeer bijzonder is de door aardwerken gedekte kazerne, die uit twee op ongeveer vier meter uit elkaar gelegen evenwijdige vleugels bestaat, die aan de oostzijde met elkaar zijn verbonden en daar eveneens door aarde gedekt zijn. Er is nog in beperkte mate een verharding van het terrein aanwezig: op de toegangsweg, op de klinkerplaats tussen de beide kazernevleugels en bij een aantal (bomvrije) gebouwen. Bijzonder is dat de ontsluitingsweg integraal als onderdeel van de Militaire Landsgrond is. Dit deel van de Militaire Landsgrond omvat de ongeveer noord-zuid lopende en ca. 450 m. lange Nieuwe Steeg zelf, inclusief de bermsloten, een smal (voedings)kanaaltje voor de fortgracht, die gelegen zijn binnen een smalle strook van de Lingedijk tot de Teindweg. De gracht van het Fort bij de Nieuwe Steeg is nog compleet aanwezig en vormt een ruime omkadering van de aanleg van het fort. Langs vrijwel de gehele natte gracht zijn resten van een smal onderhoudspad op kadeniveau aanwezig. De gracht had aan de noordzijde via een slootje een verbinding met de Linge, maar van een inundatie- of keersluisje zijn geen resten of sporen aangetroffen, maar mogelijk zijn die wel in de bodem aanwezig. Door kappen van bomen en onderhoud en herstel van de aardwerken is het fort thans goed herkenbaar. De oorspronkelijk met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond, is op de bij dit document behorende kaart aangeduid.

Waardering

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is aangelegd en daarna door anderen gedurende circa 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw).

Het betreft hier een werk dat in eerste aanleg een voorbeeld is van een uit aardwerken samengestelde fortaanleg die tot stand kwam in het kader van de voorverdediging van een acces en inundatiewerken en die stamt uit de jaren 1876-1880, 1885 en de jaren 1939-1940.

* Ensemblewaarde en situationele waarden vanwege zijn ligging binnen het systeem van de Nieuwe Hollandse Waterlinie in het algemeen en in het bijzonder in de directe relatie tot de inundatiesluizen te Asperen. Tevens vanwege de functionele en fysieke samenhang tussen de onderdelen van het complex. Ten slotte is hier sprake van een gave relatie van de aardwerken met het schootsveld.

* Het complexonderdeel is representatief (karakteristiek) omdat het nog steeds de eigen fysieke kenmerken en de belangrijkste omgevingskenmerken vertoont die destijds tot de bouw aanleiding waren.

Introduction

FORT EARTHWORKS AND FORTIFICATIONS, CONTAINING REMAINS OF GUN EMPLACEMENT POSITIONS, (RELICS OF) CONCRETE BREASTWORKS, WET MOAT WITH OUTER BANKS, WITH (BYPASS AND MAINTENANCE) ROADS AND WITH A ZONE MARKED BY BOUNDARY POSTS (WHICH ALSO INCLUDES THE ACCESS ROAD - the Nieuwe Steeg) as basic elements of the Fort at the Nieuwe Steeg. The Fort at the Nieuwe Steeg is one of the forts belonging to the New Hollandse Waterlinie which are equipped with characteristic earthen and earth-joined components. Description

FORT EARTHWORKS AND FORTIFICATIONS, CONTAINING REMAINS OF GUN EMPLACEMENT POSITIONS, (RELICS OF) CONCRETE BREASTWORKS, WET MOAT WITH OUTER BANKS, WITH (BYPASS AND MAINTENANCE) ROADS AND WITH A ZONE MARKED BY BOUNDARY POSTS (WHICH ALSO INCLUDES THE ACCESS ROAD - the Nieuwe Steeg) of the FORT AT THE NIEUWE STEEG. The Fort at the Nieuwe Steeg was built in the period 1877-1880 and was improved and/or extended around 1885 and 1939-1940. It consists essentially of an approximately trapezoidal earth body with a bastion at each corner. However, the ground plan is not exactly symmetrical. Relatively low earthworks completely enclose the open fort parade ground or terreplein, while the bomb-proof structures located within the fort are covered by earth works reaching considerably higher in parts. There are (remains of) two concrete gun breastworks, one of which is in reasonably good condition. Particularly striking is the earth-covered barracks, which consists of two parallel wings approximately four metres apart from each other, which are connected to each other on the east side and are also covered by earth there. There is still a limited amount of paved surface: on the access road, on the brick parade ground between the two barracks wings and at a number of (bomb-proof) buildings. Particularly striking is that the access road is integrally part of the Military Crown Land. This section of the Military Crown Land comprises the approximately north-south running Nieuwe Steeg itself, approximately 450 m. long, including the verge ditches, a narrow (supply) canal for the fort moat, which are situated within a narrow strip from the Lingedijk to the Teindweg. The moat of the Fort at the Nieuwe Steeg is still complete and forms a spacious frame around the fort layout. Along almost the entire wet moat there are remains of a narrow maintenance path at quay level. The moat had a connection on the north side via a small ditch to the Linge, but no remains or traces of an inundation or check sluice have been found, although they may well be present in the soil. Through tree felling and maintenance and restoration of the earthworks, the fort is now clearly recognizable. * Cultural-historical values as part of the New Hollandse Waterlinie as designed by C.R.T. Kraijenhoff and initially constructed from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others over approximately 125 years.
