NIEUWE HOLLANDSE WATERLINIE
Inleiding
FORTAANLEG EN AARDWERKEN, WAARIN RESTEN VAN GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS-) WEGEN EN MET DOOR GRENSPALEN AANGEDUIDE ZONE Het Fort bij Asperen is een van de tot de Nieuwe Hollandse Waterlinie behorende torenforten die voorzien zijn van typerende aarden en aangeaarde onderdelen. Forten en vergelijkbare werken werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de werken is, behalve dit gewoonlijk tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol vervulde of kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden, gedekte toegangen, bestrate paden en appelplaatsen. De aardwerken zijn in sterk van elkaar verschillende grondplans aangelegd, vaak met een of meer bastions, die eveneens in vorm konden verschillen. Rond het aardlichaam kwam - indien mogelijk - een natte gracht te liggen, terwijl de werken gewoonlijk waren omgeven door een militaire begrenzing, die was aangeduid met grenspalen. Over de gracht lag gewoonlijk een (beweegbare) brug - verschillende typen komen voor - maar soms bestond een vaste oeververbinding, bijvoorbeeld in de vorm van een dam, die deel (kunnen) uitmaken van het wegenstelsel. Langs de buitenzijde van de grachten lag vaak een weg of pad, dat zowel in de vorm van een gedekte weg kon zijn aangelegd, als ook wel gelijk met of zelfs boven maaiveldniveau lag. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog eveneens zeggenschap had, de zogenoemde Militaire Landsgrond.

FORTAANLEG EN AARDWERKEN, WAARIN RESTEN VAN GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS-) WEGEN EN MET DOOR GRENSPALEN AANGEDUIDE ZONE Het Fort bij Asperen bestaat in hoofdzaak uit een lensvormig (bijna halfrond) aardwerk met de sterkste ronding naar de oostzijde en met verschillende niveaus, waarvan de noord- en zuidzijde tamelijk scherpe vormen kent. De halfronde contrescarp volgt ruwweg de lijn van het oostelijke aardwerk. De aardwerken omsluiten het open fortterrein of terreplein vrijwel geheel, terwijl toren en contrescarp door min of meer op elkaar aansluitende aardwerken zijn gedekt. Het fort is destijds op de noordelijke of rechter (hier oostelijk gelegen) Lingedijk gebouwd, met als gevolg dat de (openbare) weg over de dijk (aanvankelijk oostelijk, maar) na ca. 1880 westelijk om het fort is geleid. Het terrein is nog grotendeels in de toestand van rond 1880. De bij de modernisering van die tijd gedempte cirkelvormige gracht rond de toren is toen deels tot een open terrein omgevormd en deels benut voor het opwerpen van de contrescarp, terwijl de toegang tot het fort (die tot die tijd aan de zuidzijde lag) zich nu nog steeds aan de noordwestzijde bij de Lingedijk bevindt. De gracht van het Fort bij Asperen is nog vrijwel compleet aanwezig en vormt een ruime omkadering van de aanleg van het fort. Aan de westzijde was het fort van oudsher over een brug bereikbaar, maar deze is intussen vervangen door een dam over de gracht. De openbare omleidingsweg ligt op de westelijke buitenoever van de natte gracht en valt daar samen met de huidige Noorder Lingedijk; dit is een aanpassing, uitgevoerd rond 1880. Langs vrijwel de gehele oostzijde van de natte gracht zijn resten van een smal onderhoudspad op kadeniveau aanwezig; het pad is vanuit het zuiden toegankelijk via een relict van de vroegere Lingedijk. De gracht staat aan de noordzijde in een brede, open verbinding met het Acquoyse Wiel (restant van een dijkdoorbraak); hier ontbreekt van oudsher een onderhoudsweg. De omleidingsweg wordt nabij het wiel doorsneden door een inundatiesluis, die in verbinding staat met de Linge. Door middel van deze sluis kon het waterpeil in de natte gracht en het wiel worden gesteld. De oorspronkelijk met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, is op de bij dit document behorende kaart aangeduid.
Waardering
De FORTAANLEG EN AARDWERKEN, WAARIN RESTEN VAN GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET (OMLEIDINGS- EN ONDERHOUDS-) WEGEN EN MET DOOR GRENSPALEN AANGEDUIDE ZONE van het Fort bij Asperen is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de en 20ste eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de en 20ste eeuw).
Het onderdeel is een voorbeeld van een aarden aanleg met wegen- en padenstelsel, aarden dekking voor verschillende functies, gracht, omleidingsweg en door middel van grenspalen aangeduide militaire zone uit de periode 1845-1850, dat in een latere ontwikkelingsfase, rond 1880, is verbeterd en uitgebreid.

Introduction
FORT INSTALLATION AND EARTHWORKS, CONTAINING REMAINS OF GUN EMPLACEMENT POSITIONS, WET DITCH WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ZONE DEMARCATED BY BOUNDARY POSTS The Fort at Asperen is one of the tower forts belonging to the New Holland Water Line which are provided with characteristic earth and earth-placed components. Forts and comparable works were usually constructed on the basis of earth bodies brought in beforehand, which served as a foundation and were to prevent subsidence in (a wet and soft) soil. In the construction of the works, besides this usually tactically 'pre-formed' earth body - which in itself already possessed or could possess a defensive role - a specific installation was also realised which was intended to increase defensive strength, ensure the safety of the garrison and facilitate internal and external transport and traffic. This resulted, among other things, in earth coverings for various structures, to make them less vulnerable to enemy fire, earth ramparts which protected buildings and open areas and determined the contours, covered approaches, paved paths and assembly grounds. The earthworks were laid out in greatly differing ground plans, often with one or more bastions, which could also vary in form. Description
FORT INSTALLATION AND EARTHWORKS, CONTAINING REMAINS OF GUN EMPLACEMENT POSITIONS, WET DITCH WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ZONE DEMARCATED BY BOUNDARY POSTS The Fort at Asperen consists mainly of a lens-shaped (almost semicircular) earthwork with the strongest curvature towards the east side and with different levels, of which the north and south sides have fairly sharp forms. The semicircular counterscarp roughly follows the line of the eastern earthwork. The earthworks enclose the open fort terrain or parade ground almost entirely, while the tower and counterscarp are covered by more or less adjacent earthworks. The fort was built at the time on the northern or right (here located to the east) Lingedijk, with the result that the (public) road over the dike (initially to the east, but) after c. 1880 was led to the west of the fort. The terrain is still largely in the condition of around 1880. The circular ditch around the tower that was filled in during the modernisation of that time was then partly transformed into an open area and partly used for the construction of the counterscarp, while the access to the fort (which until that time was on the south side) is now still on the northwest side at the Lingedijk. The ditch of the Fort at Asperen is still virtually complete and forms a spacious framing of the fort installation. On the west side the fort was traditionally reached via a bridge, but this has since been replaced by a dam over the ditch. The public diversion road lies on the western outer bank of the wet ditch and coincides there with the current Noorder Lingedijk; this is an adaptation carried out around 1880. Along virtually the entire east side of the wet ditch there are remains of a narrow maintenance path at quay level; the path is accessible from the south via a relic of the former Lingedijk. The ditch connects on the north side in a broad, open connection with the Acquoyse Wiel (remnant of a dike breach); here a maintenance road has been absent from of old. The diversion road is intersected near the wiel by an inundation sluice, which is connected to the Linge. By means of this sluice the water level in the wet ditch and the wiel could be regulated. The zone originally demarcated as such with boundary posts over which the Ministry of War had authority, is indicated on the map attached to this document.
Valuation
The FORT INSTALLATION AND EARTHWORKS, CONTAINING REMAINS OF GUN EMPLACEMENT POSITIONS, WET DITCH WITH OUTER BANKS, WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH ZONE DEMARCATED BY BOUNDARY POSTS of the Fort at Asperen is of general interest because of:
* Cultural-historical values as part of the New Holland Water Line as designed by C.R.T. Kraijenhoff and first realised from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others for more than 125 years.
* Architectural-historical values in particular as an expression of military-strategic building, which is based on: a. the system of inundation and access defence (19th and 20th centuries), b. the race with increasingly strengthening offensive means (19th and 20th centuries).
