NIEUWE HOLLANDSE WATERLINIE

Inleiding

FORTAANLEG EN AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET INUNDATIEKANAAL, MET (OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN DOORSNIJDING EN MET DOOR GRENSPALEN AANGEDUIDE ZONE als basis van het Verdedigingswerk aan het Spoel. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit gewoonlijk al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden en bestrate paden en appelplaatsen. Forten werden gewoonlijk omgeven door een of meer natte of droge grachten om eventuele nadering van de omwalling of het fortterrein tot het laatst toe te belemmeren. De forten waren gewoonlijk slechts te bereiken via een of meerdere bruggen of via een smalle landengte. Waar om waterstaatkundige of andere redenen een permanente directe verbinding tussen binnen- en buitengebied bestond, was deze zodanig uitgevoerd dat hij niet of slechts met de grootste moeite te passeren was. Toepassing van zogenoemde ezelsruggen, monniken (vestingen) en / of hekwerken was hierbij gebruikelijk. Waterwerken en / of inundatiewerken konden deel uitmaken van de totaalaanleg. Langs de buitenzijde van de grachten lag vaak een weg of pad, hetgeen zowel in de vorm van een gedekte weg (glacis / enveloppe) kon zijn aangelegd, als ook wel gelijk met, of zelfs boven maaiveldniveau. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire, gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grens- of limietpalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had. De aanleg van het Werk aan het Spoel wijkt niet principieel af van dit beeld. Onderscheidende elementen zijn en (waren) het langs de oost- en zuidzijde van het fort gelegen Inundatiekanaal, en de niet meer bestaande inundatie- en schutsluis. Het Inundatiekanaal strekt zich over een lengte van ongeveer 2150 meter - en met enkele flauwe knikken - uit tot aan de huidige Rietveldseweg. Het noordelijk deel van het Inundatiekanaal, nabij de voormalige sluis, is ten dele versmald. De resten van een sluis in de Prijsseweg / Prijssedijk zijn afzonderlijk beschermd. Bij het werk zijn nog enkele tetraëders uit het laat-interbellum aanwezig.

Omschrijving

FORTAANLEG EN AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET INUNDATIEKANAAL, MET (OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN DOORSNIJDING EN MET DOOR GRENSPALEN AANGEDUIDE ZONE als basis en onderdelen van het Verdedigingswerk aan het Spoel. Het Fort Werk aan het Spoel bestaat thans in hoofdzaak uit een langgerekt, asymmetrisch aardwerk met verschillende niveaus, waarvan het buitentalud afgeronde vormen kent. De aardwerken, die zijn omgeven door een escarpe of enveloppe (hoofdwal), omsluiten het fortterrein grotendeels, terwijl ook de beide nog bestaande bomvrije gebouwen door aardwerken zijn gedekt. Het fort is destijds dwars op de Lekdijk gebouwd, waardoor de weg over de dijk kon worden afgegrendeld, een relatief zeldzame constructie. Het omsloten terrein en het nog steeds als doorgaande weg in gebruik zijnde dijklichaam (de doorsnijding) zijn nog grotendeels in de toestand die op een plattegrond uit 1875 is getekend. Het door de weg in tweeën gedeelde fortterrein is ter weerszijden toegankelijk via een licht gebogen padenstelsel waarlangs de gebouwen en andere functies en onderdelen bereikbaar zijn. Bij de restauratie van het werk zijn meerdere delen van de aanleg, waaronder de aardwerken, hersteld en geaccentueerd. Het Werk aan het Spoel ligt oostelijk van Fort Everdingen en is behalve een soort voordekking van dit fort ook een specifiek extra verdedigingswerk vanwege de in 1870 in gebruik genomen spoorweg / spoorbrug tussen Utrecht en 's-Hertogenbosch. De gracht van het Werk aan het Spoel is nog vrijwel compleet aanwezig en vormt een ruime omkadering van de aanleg van het fort. De gracht staat aan de noordoostzijde van oudsher in verbinding met de Lek en via een sluiskom in het oosten ook met een in de negentiende eeuw aangelegd of aangepast inundatiekanaal. Hierlangs konden de aangrenzende polders onder water gezet worden. De verbinding / overgang van de fortgracht naar het kanaal werd gevormd door een sluiskom ten oosten van het werk, die aan de zuidzijde was voorzien van een hoofd met puntdeuren en met aan de noordzijde zogenoemde waaierdeuren, die ook tegen hoog water in de rivier in geopend konden worden. De sluis en de deuren zijn echter in de jaren zeventig van de twintigste eeuw dichtgestort en gesloopt. Resten of sporen ervan kunnen echter nog aanwezig zijn. Het Werk aan het Spoel was mede bestemd voor de verdediging van de schutsluis / inundatiesluis en het inundatiekanaal. Het noordelijkst deel van het kanaal - de inlaat ten noordoosten van het Werk aan het Spoel, tevens onderdeel van de fortgracht (circa 200 meter) en het noordelijk deel van het kanaal binnen de rivierdijk (circa 80 meter) maken deel uit van de aanleg. Het inundatiekanaal loopt in rechte lijn van de rivieroever tot voorbij de sluis in Prijsseweg op / Prijssedijk in de Polder Culemborg / Goilberdingsepolder. Van daaruit loopt het van oudsher met twee flauwe knikken door tot aan de (huidige) Rietveldseweg. De lengte vanaf de rivieroever bedroeg circa 2500 meter; het ononderbroken deel vanaf de fortgracht zuidwaarts meet ongeveer 2150 meter, bij een breedte van circa 15 meter - behalve in het noordelijkst deel, dat slechts circa 5.50 meter meet. Van de buitenoevers van de fortgracht - met de omleidings- en onderhoudswegen - resteren nog karakteristieke delen en de weg is integraal begaanbaar. De oorspronkelijk met grens- of limietpalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond, is de bij dit document behorende kaart aangeduid; het Inundatiekanaal maakt hier deel van uit. Van verschillende (gebouwde) onderdelen en (aard)werken kunnen nog resten of sporen in de bodem aanwezig zijn, hoewel een deel van de aanleg en de wallen bij de restauratie en gedeeltelijke reconstructie en herinrichting op de schop zijn genomen.

Waardering

De FORTAANLEG EN AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS, MET INUNDATIEKANAAL, MET (OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN DOORSNIJDING EN MET DOOR GRENSPALEN AANGEDUIDE ZONE van het Verdedigingswerk aan het Spoel is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (negentiende eeuw), b. de wedloop met de zich versterkende offensieve middelen (negentiende eeuw).

Het onderdeel is een voorbeeld van een aarden aanleg met wegen- en padenstelsel, aarden dekking voor verschillende functies, gracht, inundatiekanaal, omleidingsweg, doorsnijding en door middel van grenspalen aangeduide militaire zone met vooral onderdelen uit het begin van de negentiende eeuw en van omstreeks 1875-1880.

* Archeologische waarden vanwege de te verwachten in de bodem aanwezige sporen van sluiswerken, loopgraven, aardwerken en dergelijke.

* Ensemblewaarde en situationele waarden vanwege zijn ligging binnen het systeem van de Nieuwe Hollandse Waterlinie in het algemeen en in het bijzonder in de vrijwel gave relatie met het schootsveld.

* Het onderdeel is relatief zeldzaam en representatief omdat het een voorbeeld is van een fort met een dwars over een acces / dijk aangelegd aardlichaam.

* Het onderdeel is tamelijk gaaf bewaard omdat de vorm van het aardlichaam en de dijk-, wegen-, water- en padenstructuur nog in hoofdzaak de toestand van de periode van aanleg weerspiegelen, wat mede te danken is aan de restauratie en gedeeltelijke reconstructie van kort na 2010.

Introduction

FORT INSTALLATION AND EARTHWORKS, CONTAINING (REMAINS OF) GUN EMPLACEMENT SITES, WET MOAT WITH OUTER BANKS, WITH INUNDATION CANAL, WITH (DIVERSION AND MAINTENANCE) ROADS AND CROSSING AND WITH ZONE DEMARCATED BY BOUNDARY POSTS as the basis of the Defensive Work at the Spoel. Forts were usually constructed on the basis of earthwork bodies brought in beforehand that served as a foundation and were intended to prevent subsidence in (a wet and soft) soil. FORT INSTALLATION AND EARTHWORKS, CONTAINING (REMAINS OF) GUN EMPLACEMENT SITES, WET MOAT WITH OUTER BANKS, WITH INUNDATION CANAL, WITH (DIVERSION AND MAINTENANCE) ROADS AND CROSSING AND WITH ZONE DEMARCATED BY BOUNDARY POSTS as the basis and components of the Defensive Work at the Spoel. The Fort Work at the Spoel now consists essentially of an elongated, asymmetrical earthwork with different levels, the outer slope of which has rounded forms. The earthworks, which are surrounded by an escarpment or enveloppe (main rampart), largely enclose the fort area, while both still-existing bombproof buildings are also covered by earthworks. The fort was constructed at the time transversely across the Lekdijk, allowing the road over the dike to be sealed off, a relatively rare construction. The enclosed area and the dike body still in use as a through road (the crossing) are still largely in the condition shown on a plan from 1875. The fort area divided in two by the road is accessible on both sides via a slightly curved path system along which the buildings and other functions and components can be reached. During the restoration of the work, multiple parts of the layout, including the earthworks, were restored and accentuated. The Work at the Spoel lies to the east of Fort Everdingen and, apart from being a kind of outwork of that fort, is also a specific additional defensive work because of the railway/railway bridge between Utrecht and 's-Hertogenbosch brought into use in 1870. The moat of the Work at the Spoel is still virtually completely present and forms a generous frame around the fort installation. The moat has been connected from time immemorial on the northeast side to the Lek and via a lock chamber in the east also to an inundation canal laid out or adapted in the nineteenth century. The Work at the Spoel was also intended for the defence of the sluice lock/inundation lock and the inundation canal. The northernmost part of the canal – the inlet to the northeast of the Work at the Spoel, also part of the fort moat (approximately 200 metres) and the northern part of the canal within the river dike (approximately 80 metres) form part of the installation. The inundation canal runs in a straight line from the river bank to beyond the lock in Prijsseweg on/Prijssedijk in the Polder Culemborg/Goilberdingsepolder. From there it runs from time immemorial with two gentle bends until the (present-day) Rietveldseweg. The length from the river bank was approximately 2500 metres; the uninterrupted section from the fort moat southwards measures approximately 2150 metres, at a width of approximately 15 metres – except for the northernmost part, which measures only approximately 5.50 metres.
