NIEUWE HOLLANDSE WATERLINIE
Inleiding
INUNDATIESLUIS / DUIKERSLUIS (Vechtoever), als civiel en militair waterstaatkundig onderdeel van de Nieuwe Hollandse Waterlinie ten zuiden van Vreeland en onderdeel van de Vechtoever, die ter plaatse Oud Over wordt genoemd. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen en kanalen, waarmee het noodzakelijke peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Er werden vele verschillende typen sluizen toegepast, afhankelijk van de plaats waar ze in het systeem functioneerden. Soms werden reeds bestaande scheepvaart-, uitwaterings- of keersluizen gebruikt, maar ook zijn er nieuwe gebouwd of bestaande (sterk) aangepast. Soms moesten locale peilverschillen tussen afzonderlijke poldereenheden worden overbrugd door het opnemen of gebruiken van keersluisjes in bestaande kades of dijken. Hiertoe zijn vaak schotbalkkeringen in vaarten of zelfs in coupures in kades toegepast, maar ook zogenoemde verlaten met houten of ijzeren hefdeuren of duikers met schuiven zijn voor dit doel benut. Een aantal sluizen en waterkeringen lag in een doorgaande dijk of weg en was of werd bovenlangs voorzien van een al dan niet beweegbare brug of is uitgevoerd als duiker. Waar geen scheepvaartbelangen in het spel waren werd gewoonlijk een vaste brug of duiker gelegd. Dit laatste was het geval bij de Vechtoever bezuiden Vreeland, waar de kering onder normale omstandigheden deel uitmaakte van de Vechtdijk. Oostelijk van de sluis resten van het ca. 60 meter lange inundatiekanaal.
Omschrijving
De INUNDATIESLUIS / DUIKERSLUIS (Vechtoever), gebouwd in 1925, bestaat uit twee van vleugels voorziene duikerhoofden, waartussen twee, door een bakstenen muur gescheiden kokers. Elke koker met een wijdte van 3,25 meter is overkluisd door een halfcirkelvormig gemetseld gewelf en is voorzien van een stenen vloer. De kokers zijn aan de Vechtzijde afgesloten door een dubbele schotbalkkering met klei ertussen, en bestaat uit een moderne betonnen keerwand aan de buitenzijde (Vechtzijde) en een houten schotbalkkering aan de binnenzijde. Aan de andere zijde van de kokers - aan de kant van het afvoerkanaal - bevinden zich sponningen voor een enkele schotbalkkering. Duikerhoofden en vleugels zijn versterkt met granieten blokken. Het afvoerkanaal is 60 meter lang en 15 meter breed. Bij de sluis is het afvoerkanaal versterkt met basaltzuilen op een puinbed. Aan weerszijden van de weg is een ijzeren hekwerk geplaatst bestaande uit buisprofielen.
Waardering
De INUNDATIESLUIS / DUIKERSLUIS (Vechtoever) is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op en ontstond als uitvloeisel van het systeem van inundatie en accesverdediging (19de en 20ste eeuw).
Het betreft hier een onderdeel uit 1925, namelijk een aan de militair-strategische bouwkunde gerelateerde uiting van de historische waterbouwkunde in de vorm van een inundatiesluis voor militaire doeleinden, uitgevoerd als duiker.
* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.
* Het onderdeel is representatief (karakteristiek) omdat het een goed voorbeeld is van toepassing van een als duiker uitgevoerde inundatiesluis met een militaire functie.
* Het onderdeel is tamelijk gaaf bewaard omdat het in essentie onveranderd en in functie is gebleven.

NEW HOLLANDIC WATERLINE
Introduction
INUNDATION SLUICE / CULVERT SLUICE (Vechtoever), as a civil and military water management component of the New Hollandic Waterline south of Vreeland and component of the Vechtoever, which in this location is called Oud Over. The defence system of the New Hollandic Waterline was primarily based on the controlled flooding of (large) terrain surfaces. Controlled inundation required an ingenious system of waterworks, such as sluices, weirs and canals, with which the necessary water level could be rapidly set and maintained within narrow limits. Many different types of sluices were used, depending on the location where they functioned in the system. Sometimes already existing navigation, drainage or check sluices were used, but new ones were also built or existing ones (significantly) adapted. Sometimes local water level differences between individual polder units had to be bridged by incorporating or using small check sluices in existing quays or dykes. For this purpose, schotbalk barriers in ditches or even in cuts in quays were often used, but also so-called spillways with wooden or iron lifting doors or culverts with sluice gates were employed for this purpose. A number of sluices and water barriers lay in a continuous dike or road and were or were provided on top with a movable or fixed bridge or was executed as a culvert. Where no navigation interests were involved, a fixed bridge or culvert was usually laid. The latter was the case at the Vechtoever south of Vreeland, where the barrier under normal circumstances formed part of the Vechtdijk. Description
The INUNDATION SLUICE / CULVERT SLUICE (Vechtoever), built in 1925, consists of two culvert heads provided with wings, between which two culverts separated by a brick wall. Each culvert with a width of 3.25 metres is arched over by a semicircular brick vault and is provided with a stone floor. The culverts are closed on the Vecht side by a double schotbalk barrier with clay in between, and consists of a modern concrete retaining wall on the outside (Vecht side) and a wooden schotbalk barrier on the inside. On the other side of the culverts - on the side of the discharge canal - there are seatings for a single schotbalk barrier. Culvert heads and wings are reinforced with granite blocks.
