Inleiding

FORTAANLEG MET AARDWERK EN HOOFDWAL, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, FLANK-EN REVERSBATTERIJEN EN REMISES, MET TERREPLEIN, GLACIS WAARIN (RESTEN VAN) LOOPGRAVEN, GRACHTEN MET (OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN MET OORSPRONKELIJK DOOR GRENSPALEN AANGEDUIDE ZONE als basale onderdelen van een gesloten verdedigingswerk. Het Fort bij Vechten is een tot de Nieuwe Hollandse Waterlinie behorend fort van het bastaardstelsel - dat is een kruising tussen het polygonale en het gebastioneerde systeem - en het is voorzien van typerende aarden en aangeaarde onderdelen. Forten en vergelijkbare werken werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de werken is, behalve dit gewoonlijk tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol vervulde of kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden, gedekte toegangen, bestrate paden en appelplaatsen. De aardwerken zijn in sterk van elkaar verschillende grondplans aangelegd, vaak met een of meer bastions, die eveneens in vorm konden verschillen. Rond het aardlichaam kwam - indien mogelijk - een natte gracht te liggen. Over de gracht lag gewoonlijk een (deels opneembare) brug - verschillende typen komen voor - maar soms bestond een vaste oeververbinding, bijvoorbeeld in de vorm van een dam. Brug of dam kunnen deel uitmaken van het wegenstelsel. Langs de buitenzijde van de grachten lag vaak een weg of pad, dat zowel in de vorm van een gedekte weg kon zijn aangelegd, als ook wel gelijk met of zelfs boven maaiveldniveau lag. Deze wegen of paden konden verschillende functies hebben, uiteenlopend van openbare weg tot onderhoudspad, en ook van militaire gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de Militaire Landsgrond. Het Fort bij Vechten wijkt niet principieel af van dit algemene beeld; zeldzaam zijn echter het spiegelbeeldig symmetrische, vijflobbige grondplan en het toegepaste reduit of laatste verdedigingspunt, alsmede het stelsel van flank- en reversbatterijen voor de nabijverdediging. Het hoofdwerk is omgeven door een gracht, die zich bij het reduit in een kleinere ringgracht verdeelt. In de hoofdwal zijn op meerdere plaatsen kleine betonnen werken, waaronder gietstalen koepelkazematten, aangebracht. Het terreplein wordt doorsneden door paden en is deels beplant met bomen.

Omschrijving

FORTAANLEG MET AARDWERK EN HOOFDWAL, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, FLANK-EN REVERSBATTERIJEN EN REMISES, MET TERREPLEIN, GLACIS WAARIN (RESTEN VAN) LOOPGRAVEN, GRACHTEN MET (OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN MET OORSPRONKELIJK DOOR GRENSPALEN AANGEDUIDE ZONE van het Fort bij Vechten, dat is vormgegeven volgens het zogenoemde bastaardsysteem en is aangelegd in 1867-1870. Het werk is met de frontzijde gericht naar het zuidoosten. Het aardwerk bestaat aan de frontzijde uit een op de hoofdas gelegen hoofdbastion of frontbastion dat een afgerond driehoekige vorm heeft. Het frontbastion wordt geflankeerd door twee zijbastions, eveneens op vergelijkbare grondvorm. Hierop en hierin onder meer opstelplaatsen voor geschut (emplacementen), flankbatterijen en remises. De keelzijde (noordwest) van het fort wordt gekenmerkt door een in de hoofdas van het frontbastion gelegen reduit, dat door een gracht is omgeven die zich van de hoofdgracht afsplitst. Ten noordwesten van het reduit een binnen de hoofdgracht gelegen, bijna halfrond aardwerk met talud van waaruit de bruggen met geschut bestreken konden worden. In het midden wordt het aardwerk doorsneden door een coupure, één van de voorheen drie toegangen tot het fort. Op de noord- en zuidwest hoek van het fort liggen zogenoemde keelbastions, die rechthoekig van vorm zijn. In het aardwerk zijn emplacementen voor positiegeschut aangebracht. Deze zijn voornamelijk het resultaat van aanpassingen van rond 1880, toen het fort voorzien werd van een bomvrije kazerne. De meeste emplacementen zijn nog te herkennen, maar ook van andere (aard)werken, zoals loopgraven, zijn mogelijk nog resten of sporen aan te treffen. In het aardwerk liggen diverse remises, flankbatterijen en andersoortige verblijven, die meestal als complexonderdelen nader beschreven zijn.

Waardering

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie, zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar versterkt en verbeterd.

* Krijgshistorische waarden als onderdeel van een aaneengesloten militaire verdedigingslinie tussen de voormalige Zuiderzee en de Biesbosch. Deze bestond hoofdzakelijk uit een samenhangend systeem van inundatievelden en bijbehorende inundatiemiddelen en van schootsvelden. Dit systeem werd aangevuld met diverse, uit verschillende perioden daterende typen gebouwde of aangelegde (verdedigings)werken die dienden tot of bijdroegen aan afsluiting van niet te inunderen terreinen of andere accessen.

* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is - op het systeem van inundatie en accesverdediging (19de eeuw) - op de wedloop met de zich versterkende offensieve middelen (19de eeuw).

Het betreft hier een complex uit de periode 1867-1886 dat deel uitmaakte van de tweede fortificatiering rondom Utrecht. Het complex is tevens van grote architectuurhistorische waarde als zeldzaam voorbeeld van een compleet fort van het bastaardsysteem - een kruising van het polygonale en het gebastioneerde systeem.

* Ensemblewaarde en situationele waarden vanwege de ligging binnen het systeem van de Nieuwe Hollandse Waterlinie in het algemeen en tevens vanwege de functionele en fysieke samenhang tussen de onderdelen van het complex. Ten slotte is hier sprake van een gave relatie van de aardwerken met het schootsveld.

* Archeologische waarden vanwege de mogelijk nog aanwezige resten en sporen van loopgraven, emplacementen en andere werken.

* Het complexonderdeel is representatief (karakteristiek) omdat het nog steeds de fysieke kenmerken en de belangrijkste (omgevings)kenmerken vertoont die destijds tot de bouw aanleiding waren.

* Het complexonderdeel is tamelijk gaaf bewaard omdat qua structuur en fysiek voorkomen de hoofdzaken van de toestand in de jaren '80 van de 19de eeuw zijn bewaard.

FORTIFICATION WITH EARTHWORK AND MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, FLANK AND REVERSE BATTERIES AND REMISES, WITH TERREPLEIN, GLACIS CONTAINING (REMAINS OF) TRENCHES, MOATS WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH A ZONE ORIGINALLY MARKED BY BOUNDARY MARKERS as basic components of a closed defensive work. The Fort at Vechten is a fort belonging to the New Holland Water Line, of the bastard system - that is a crossing between the polygonal and the bastioned system - and it is provided with characteristic earthen and embanked components. Forts and comparable works were usually constructed on the basis of pre-applied earthen bodies, which served as a foundation and were intended to prevent subsidence in (a wet and soft) soil. Bridge or dam can form part of the road system. Along the outer side of the moats lay often a road or path, which could be laid out both in the form of a covered way, as well as level with or even above ground level. These roads or paths could have different functions, ranging from public road to maintenance path, and also from military covered way to exclusive access road to the fort. FORTIFICATION WITH EARTHWORK AND MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, FLANK AND REVERSE BATTERIES AND REMISES, WITH TERREPLEIN, GLACIS CONTAINING (REMAINS OF) TRENCHES, MOATS WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH A ZONE ORIGINALLY MARKED BY BOUNDARY MARKERS of the Fort at Vechten, which has been designed according to the so-called bastard system and was constructed in 1867-1870. The work is oriented with its front towards the south-east. The earthwork consists on the front side of a main bastion or front bastion located on the main axis, which has a rounded triangular form. The front bastion is flanked by two side bastions, likewise of comparable ground form. On and in these are among other things gun emplacements, flank batteries and remises. The gorge side (north-west) of the fort is characterised by a redoubt located on the main axis of the front bastion, which is surrounded by a moat that branches off from the main moat. North-west of the redoubt a, within the main moat, almost semi-circular earthwork with talus from which the bridges could be swept with gunfire. In the middle the earthwork is crossed by a coupure, one of the previously three entrances to the fort. On the north and south-west corner of the fort lie so-called gorge bastions, which are rectangular in form. In the earthwork emplacements for fixed guns have been placed. These are mainly the result of alterations around 1880, when the fort was provided with a bomb-proof barracks. Most emplacements can still be recognised, but of other (earthen) works, such as trenches, remains or traces may also still be found. FORTIFICATION WITH EARTHWORK AND MAIN RAMPART, CONTAINING (REMAINS OF) GUN EMPLACEMENTS, FLANK AND REVERSE BATTERIES AND REMISES, WITH TERREPLEIN, GLACIS CONTAINING (REMAINS OF) TRENCHES, MOATS WITH (DIVERSION AND MAINTENANCE) ROADS AND WITH A ZONE ORIGINALLY MARKED BY BOUNDARY MARKERS are of general interest by reason of:

* Cultural-historical values as part of the New Holland Water Line, as designed by C.R.T. Kraijenhoff and in its original execution from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus, and subsequently by others strengthened and improved for approximately 125 years.

* Military-historical values as part of a continuous military defence line between the former Zuiderzee and the Biesbosch. This consisted mainly of a coherent system of inundation fields and associated inundation means and fire zones. This system was supplemented with various types of built or constructed (defensive) works dating from different periods which served to or contributed to the closure of non-inundatable areas or other accesses.

* Architectural-historical values, in particular as an expression of military-strategic building design, which was based - on the system of inundation and access defence (19th century) - on the race with the increasingly powerful offensive means (19th century).

This is a complex from the period 1867-1886 which formed part of the second fortification circle around Utrecht. The complex is also of great architectural-historical value as a rare example of a complete fort of the bastard system - a crossing of the polygonal and the bastioned system.

Finally, there is here a well-preserved relationship of the earthworks with the fire zone.
