Inleiding

Voormalig BELASTINGKANTOOR, in 1954-1958 gebouwd op het voormalige terrein van het Weesperpoortstation naar ontwerp van rijksbouwmeester Gijsbert Friedhoff met medewerking van M. Bolten. Tot eind jaren negentig van de twintigste eeuw is het als zodanig in gebruik geweest. Het gebouw maakt deel uit van een monumentaal stedenbouwkundig ensemble van hoge kantoorgebouwen op de kop van de Wibautstraat, samen met het gebouw van de Raad van Arbeid en het inmiddels gesloopte Wibauthuis. De traditionalistische vormgeving is kenmerkend voor de naoorlogse overheidsgebouwen van rijksbouwmeester Friedhoff (als zodanig in functie van 1946-1958), die de waardigheid van het staatsgezag tot uitdrukking wilde brengen door de prominente stedenbouwkundige situering, de symmetrische opzet en het gebruik van classicistische en Italianiserende elementen alsook grote wapenschilden. Deze imponerende benadering van overheidsarchitectuur is naderhand bekritiseerd. In 1970 is het kantoor uitgebreid met een zakelijk vormgegeven dwarsvleugel van zeven lagen naar ontwerp van Bolten en rijksbouwmeester Jo Vegter.

Het kantoorgebouw is sinds eind jaren negentig van de twintigste eeuw in gebruik bij de Hogeschool van Amsterdam onder de naam Philip Kohnstammhuis. Ten behoeve van deze onderwijsinstelling werd het gebouw in 2008/2009 verbouwd.

Omschrijving

Op de westhoek van de toegang tot de Wibautstraat gelegen, tien verdiepingen tellend, symmetrisch gebouw, op langwerpige, rechthoekige plattegrond met vier hoge hoekpaviljoens (elk van zeven verdiepingen). Het gebouw is noord-zuid georiënteerd. Aan de zijde van de Wibautstraat bevindt zich over nagenoeg de gehele lengte van de gevel, vóór de beide hoekpaviljoens, een hoge met halfzuilen gelede ingangshal. Voor een optimale lichttoetreding is de ingangshal voorzien van hoge ramen waardoor het effect van een zuilengalerij wordt verkregen. Op de hoeken van de ingangshal bevinden zich de entrees; toegankelijk middels een bordestrap en voorzien van wapenschilden boven de dubbele deuren: rechts dat van de gemeente Amsterdam, links dat van Nederland. De wapenschilden zijn van de hand van de Utrechtse edelsmeden J. en E. Brom. De hal wordt gedekt door een overstekend lessenaarsdak, schuin aflopend naar het hoofdgebouw met onder de dakrand een fries met abstract reliëf en modillons. De gevels worden geleed door strakke, regelmatig geplaatmodillonste vensters in betonnen omlijsting en door het betonskelet; aan de buitenzijde zichtbaar door de betonnen verdiepingsvloeren die het gebouw horizontaal geleden. De gevels zijn bekleed met gele baksteen. De bovenste verdieping (waar zich de kantines bevonden) is opvallend vormgegeven door een rondboogarcade met dubbele zuiltjes, voorzien van een blauw-geel tegelmozaïek. Het gebouw wordt bekroond door een flauw hellend, overstekend schilddak. De verwijzing naar classisistische architectuur wordt voornamelijk bewerkstelligd door de streng symmetrische opzet en door details zoals zuilengalerij, dakoverstek, rondboog arcade, bewerkt fries, gebruik van modillons en rustica (bij de bordestrappen).

In het interieur is de ruime ontvangsthal over twee verdiepingen voorzien van een galerij die aan weerszijden door een trap bereikbaar is. Het hekwerk langs de trap en galerij dateert uit de bouwtijd. De hoger gelegen kantoren waren oorspronkelijk ingedeeld volgens een standaardplattegrond met een middengang en aan weerszijden werkvertrekken. Het interieur is sober afgewerkt; de monumentale architectuur van het gebouw spreekt door de ruimtelijke effecten en de lichtwerking. Alleen in de voormalige kantines is monumentale kunst toegepast: in de kleine kantine twee non-figuratieve wandschilderingen van D. Tuynman, in de grote kantine zijn de bovenramen voorzien van non-figuratief glas-in-lood, ontworpen door H. Telkamp, F. Nols en K. Wenckebach. De figuratieve wandschildering in de grote kantine met een voorstelling van recreërende mensen aan het water, is ontworpen door V.G.A. Röling.

Waardering

Het voormalige belastingkantoor is van algemeen belang:

- wegens de architectuurhistorische waarde als markant maar ook bekritiseerd voorbeeld van de monumentale bouwtrant voor overheidsgebouwen uit de vroeg-naoorlogse wederopbouwperiode en de architectuuropvattingen van rijksbouwmeester Friedhoff in het bijzonder;

- wegens de cultuurhistorische waarde als uitdrukking van de opkomende verzorgingsstaat;

Introduction

Former TAX OFFICE, built in 1954-1958 on the former site of Weesperpoort station according to a design by state architect Gijsbert Friedhoff with the assistance of M. Bolten. Description

Located on the western corner of the entrance to Wibautstraat, a ten-storey, symmetrical building, on an elongated, rectangular floor plan with four tall corner pavilions (each of seven storeys). The building is oriented north-south. On the side of Wibautstraat there is, over almost the entire length of the facade, in front of both corner pavilions, a tall entrance hall articulated with half-columns. For optimal light admission the entrance hall is provided with tall windows through which the effect of a column gallery is achieved. At the corners of the entrance hall are the entrances; accessible by means of a stone stairway and provided with coats of arms above the double doors: on the right that of the municipality of Amsterdam, on the left that of the Netherlands. The coats of arms are by the hand of the Utrecht goldsmiths J. and E. Brom. The hall is covered by an overhanging lean-to roof, sloping towards the main building with beneath the roof edge a frieze with abstract relief and modillions. The facades are articulated by neat, regularly placed windows in concrete framing and by the concrete skeleton; visible on the outside through the concrete floor slabs which articulate the building horizontally. The facades are clad with yellow brick. The top storey (where the canteens were located) is strikingly designed with a round-arch arcade with double little columns, provided with a blue-yellow tile mosaic. The building is crowned by a gently sloping, overhanging hipped roof. The reference to classicist architecture is mainly achieved through the strictly symmetrical layout and through details such as column gallery, roof overhang, round-arch arcade, worked frieze, use of modillions and rustication (at the stone staircases).

In the interior the spacious entrance hall spans two storeys and is provided with a gallery which is accessible on either side by a staircase. The ironwork along the stair and gallery dates from the building period. The upper-level offices were originally laid out according to a standard floor plan with a central corridor and workrooms on either side. The interior is finished soberly; the monumental architecture of the building speaks through its spatial effects and light qualities. Only in the former canteens has monumental art been applied: in the small canteen two non-figurative wall paintings by D. Tuynman, in the large canteen the upper windows are provided with non-figurative stained glass, designed by H. Telkamp, F. Nols and K. Wenckebach. The figurative wall painting in the large canteen depicting people relaxing by the water, was designed by V.G.A. Röling.

Valuation

The former tax office is of general importance:

- due to its architectural-historical value as a striking but also criticised example of the monumental building style for government buildings from the early post-war reconstruction period and the architectural views of state architect Friedhoff in particular;

- due to its cultural-historical value as an expression of the emerging welfare state;

- due to its integrity in main form, material use and detailing;

- due to the special artistic applications in the interior;

- due to its ensemble value and prominent character-defining position along one of Amsterdam's most important arterial roads.
