Inleiding

FLATGEBOUW, genaamd Gemeenteflat, in de jaren 1948 -1950 in twee fasen tot stand gekomen. De architect was F.C.J. (Frans) Dingemans (1905-1961), destijds directeur stadsontwikkeling en later stadsarchitect van Maastricht. De flat is in opdracht van de gemeente gebouwd. In de verpauperde industriestad heerste grote woningnood. Het is daarom opmerkelijk te noemen dat de gemeente in dit geval toch subsidie heeft gegeven voor de bouw van deze flat, die niet bedoeld was voor de huisvesting van kinderrijke gezinnen, maar voor 'onvolledige gezinnen' dat wil zeggen alleenstaanden en oudere echtparen. Ook het feit dat nadrukkelijk voor hoogbouw is gekozen is opmerkelijk. De flat is daarmee de eerste hoogbouw in de stad Maastricht en heette sindsdien de Gemeenteflat.
Voor de bouw is gebruikgemaakt van het zogeheten Bouwsysteem Bartels, een techniek met pre-fab bekisting. Hierdoor kon het beton glad en slank worden geprofileerd. Daarnaast werden voor die tijd moderne voorzieningen in het gebouw aangebracht zoals een centrale verwarming, twee liften en vuilstortkokers.
De Gemeenteflat is in architectuur en als stedenbouwkundig accent duidelijk geënt op het Koningsplein en omgeving. In de uitbreidingsplannen (1947) voor Maastricht-Oost was het Koningsplein als verblijfsplein gedacht. (Samen met de President Rooseveltlaan en het Oranjeplein (verkeersplein) bepalend door de stedenbouwkundige opzet van Maastricht-Oost.) Door de aanleg van de A2 is deze situatie echter ingrijpend veranderd.
Het gebouw heeft dankzij de verschillende woningtypen die erin zijn ondergebracht redelijk tot goed kunnen blijven functioneren. Er zijn in de loop van de tijd verschillende wijzigingen opgetreden. Zo zijn aan de westzijde de meeste vensterpartijen in kunststof vernieuwd. In de woningen zijn badkamers en keukens vernieuwd. In veel gevallen is een slaapkamer opgeofferd ter vergroting van de woonkamer.
In de eerste jaren van de 21ste eeuw werd het voortbestaan van de flat bedreigd. Voor de naastgelegen drukke verkeersroute A2 werden plannen voor ondertunneling gemaakt, waarbij de flat mogelijkerwijs zou moeten worden gesloopt. Uiteindelijk bleek ondertunneling ook zonder sloop mogelijk. Op 22 maart 2007 is in Maastricht het gebied Noordoost (Wyckerpoort, Wittevrouwenveld, Limmel en Nazareth) door de toenmalige minister van Wonen, Werken en Integratie, E. (Ella) Vogelaar aangewezen als zogeheten prachtwijk of krachtwijk. De flat is gelegen in dit gebied (Wittevrouwenveld).

Omschrijving

In 1948 respectievelijk 1950 in twee fasen tot stand gekomen FLATGEBOUW van de hand van architect F.C.J. Dingemans, genaamd Gemeenteflat. De flat is gelegen aan het Koningsplein (oostzijde) op de hoek van de A2 (westzijde) en de Scharnerweg.
De bouwmassa van de Gemeenteflat bestaat uit drie aan elkaar geschakelde volumes. Deze zijn verschillend in hoogte, respectievelijk zeven bouwlagen op de hoek met de Scharnerweg en twee maal vijf bouwlagen. Daaronder een souterrain waarin de bergingen zijn ondergebracht. De flat wordt gedekt met een platdak. Langs de zijde van het Koningsplein wordt de daklijst geritmeerd onderbroken door schoorstenen.
Deze geleding wordt in verticale zin versterkt door verhoogde eindpartijen en trappenhuizen en in horizontale zin door de verbijzondering van de plint en een terugliggende hoogste bouwlaag. In zijn geheel is hierdoor een alzijdige architectuur ontstaan met een gevarieerde ritmiek en plasticiteit.
De flat is een galerijflat met de galerijen aan de oostzijde (horizontale geleding). De gevel aan de westzijde wordt gekarakteriseerd door uitspringende balkons (verticale geleding). Deze beide gevels vertonen een sterk van elkaar verschillend beeld.
De beide kopgevels en de gevels van de trappenhuizen hebben ieder een eigen indeling met vensterreeksen, toegangspartijen in de trappenhuizen en balkons aan de kopgevels.
Het gebouw is opgetrokken in gewapend beton. De gevelvlakken zijn gemetseld van een geelgrijze metselklinker. Dit komt sterk naar voren in de koppen en de geaccentueerde trappenhuizen. In de delen daartussen zijn de pre-fab betonelementen zichtbaar. Ook in de details, balkons en vensteromlijstingen keert het beton terug. De galerijen zijn afgewerkt met stucwerk. De vensters zijn oorspronkelijk alle van hout.
De ontsluiting van de flat geschiedt via de drie trappenhuizen die als 'scharnierpunten' dienen, met geaccentueerde toegangspartijen aan de westzijde. De trappenhuizen zijn uitgevoerd in schoon metselwerk. De individuele woningen worden via de galerijen ontsloten. Het gebouw bevat 90 woningen in acht verschillende typen, variërend met een, twee of drie slaapkamers, een woonkamer, keuken en sanitaire voorzieningen. De woonkamers liggen aan de zijde van het Koningsplein. Iedere woning heeft tenminste één balkon.

- Cultuurhistorische waarden als typerend voorbeeld van een bouwwerk tot stand gekomen ten gevolge van de heersende na-oorlogse woningnood, in het bijzonder voor 'onvolledige gezinnen' (sociale huurwoningen in diverse typen). Opmerkelijke voorzieningen als cv, lift en vuilstortkokers. Eerste hoogbouwflat in Maastricht;

Introduction

FLAT BUILDING, named Gemeenteflat, built in two phases in the years 1948-1950. The architect was F.C.J. The building mass of the Gemeenteflat consists of three interconnected volumes. These vary in height, namely seven storeys at the corner with the Scharnerweg and twice five storeys. Below this a basement in which the storage rooms are located. The flat is topped with a flat roof. Along the side of the Koningsplein the roof line is rhythmically interrupted by chimneys.
This articulation is reinforced in the vertical direction by projecting end sections and stairwells and in the horizontal direction by the accentuation of the plinth and a recessed top storey. Overall this has created an all-round architecture with varied rhythm and plasticity.
The flat is a gallery flat with galleries on the east side (horizontal articulation). The facade on the west side is characterised by projecting balconies (vertical articulation). These two facades present a markedly different appearance from each other.
Each of the two end facades and the facades of the stairwells have their own layout with window rows, entrance sections in the stairwells and balconies on the end facades.
The building is constructed of reinforced concrete. The facade surfaces are built of yellow-grey brick masonry. This is strongly in evidence in the ends and the accentuated stairwells. In the sections between them the prefabricated concrete elements are visible. The concrete is also repeated in the details, balconies and window surrounds. The galleries are finished with stucco work. The windows are originally all of wood.
Access to the flat is provided via the three stairwells which serve as 'pivot points', with accentuated entrance sections on the west side. The stairwells are executed in fair-faced masonry. The individual dwellings are accessed via the galleries. The building contains 90 dwellings in eight different types, varying with one, two or three bedrooms, a living room, kitchen and sanitary facilities. The living rooms are located on the Koningsplein side. Each dwelling has at least one balcony.

Valuation

FLAT BUILDING, named Gemeenteflat, of general importance for the reason that:
- Cultural-historical values as a typical example of a building which came into being as a result of the prevailing post-war housing shortage, particularly for 'incomplete families' (social rental housing in various types). Notable facilities such as central heating, lift and rubbish chutes. First high-rise flat in Maastricht;
- Architectural-historical values as an example of an essential exemplary work of reconstruction architecture in the tradition of the New Building in all-round architecture in a high-quality composition through, amongst other things, the alternation in colour and material use, rhythm and plasticity.
