Inleiding
Het winkelcentrum De Lijnbaan bestaat uit een WINKELPROMENADE, hieraan gelegen WINKELBLOKKEN en erachter gelegen EXPEDITIESTRATEN. Het geheel ligt tussen de Karel Doormanstraat in het Westen, de Hennekijnstraat in het oosten, de Van Oldenbarneveldtplaats in het zuiden en de Kruiskade in het Noorden. Het winkelcentrum is grotendeels in 1949-1953 tot stand gekomen op basis van het ontwerp van het architectenbureau Van den Broek en Bakema. Twee winkelpanden aan de oostzijde van de Lijnbaan ter plaatse van de kruising met het Stadhuisplein werden aansluitend in 1953-1955 gerealiseerd; het modehuis "Meddens" op de zuidwestelijke hoek naar ontwerp van dezelfde architecten en het tegenovergelegen voormalige restaurant "Ruteck's" (thans detailhandel) waarvoor een afzonderlijke opdracht aan C. Elffers werd verleend.
Bij de winkelblokken hebben, conform de oorspronkelijke opzet, veel wijzigingen plaatsgevonden in de begane grondlagen aan de promenadezijde, maar de hoofdopzet en ritmering zijn in het algemeen nog redelijk herkenbaar. De bestrating van de promenade is vernieuwd.
Omschrijving
De brede, L-vormige WINKELPROMENADE heeft aan weerszijden twee lagen tellende platgedekte WINKELBLOKKEN die een bijna ononderbroken winkelreeks vormen en oorspronkelijk 65 winkels bevatten. De promenade is uitsluitend voor voetgangers toegankelijk. Voor de bevoorrading zijn de winkelblokken aan de achterzijden voorzien van voor autoverkeer toegankelijke EXPEDITIESTRATEN, de Van Ghentstraat aan de westzijde en de Hennekijnstraat aan de oostzijde van de Lijnbaan, de Zoutmanstraat aan de zuidzijde en de Kruiskadehof aan noordzijde van de Korte Lijnbaan. Het langste deel van de structuur (Lijnbaan) is noord-zuid gericht en loopt vanaf een hoofdtoegang aan de Van Oldenbarneveldtplaats in het zuiden tot aan de Kruiskade in het noorden. Ter plaatse van de Aert van Nesstraat wordt de winkelreeks kort onderbroken en bevindt zich een zebrapad over de volledige breedte van de winkelstraat die de promenade voortzet. Het aan de noordzijde haaks aansluitende kortere deel (Korte Lijnbaan) loopt vanaf de kruising bij het Stadhuisplein in westelijke richting naar de Karel Doormanstraat ter hoogte van het Schouwburgplein, waar zich een hoofdtoegang bevindt. Oorspronkelijk waren de hoofdentrees van de promenade voorzien van een naamgevende neonbelettering op de dwarsluifel.
De vier blokken aan de Lijnbaan worden door smalle doorgangen voor voetgangers naar de achterliggende expeditiestraten en door de oost-west gerichte Aert van Nesstraat van elkaar gescheiden. Aan de Korte Lijnbaan zijn de stroken niet onderbroken en hebben deze omgezette delen ter plaatse van de Karel Doormanstraat en de Lijnbaan. Kruisingen en entrees naar de promenade worden geaccentueerd door de afwijkende vorm van de hieraan gelegen winkelvolumes. Zo wordt de zichtas vanuit de Korte Lijnbaan naar het vooroorlogse stadhuis aan de Coolsingel geaccentueerd door de verspringende rooilijn ter plaatse van de panden van de fa. Meddens en het vm. Restaurant Ruteck's aan oostzijde van de kruising met het Stadhuisplein. Bij de kruising Korte Lijnbaan-Lijnbaan omvat de bescherming ook een deel van de openbare ruimte van het Stadhuisplein ter breedte van de panden Meddens en Ruteck's dat voor de situatie aan de kruising van belang is.
De winkelstroken zijn aan de voorzijde voorzien van doorlopende langs- en dwarsluifels die de winkelblokken verbinden en bij de kruisende hoofdstraten onderbroken worden.
De winkelblokken kenmerken zich door een verregaande architectonische eenheid, verkregen door variaties op de gehanteerde breedtemaat van 1,10 en een uniform gebruik van schokbetonnen stijlen en panelen. Oorspronkelijk komen de winkels in een aantal op het genoemde maatsysteem gebaseerde typen voor. Naast een standaardtype met een kelder, begane grond en verdieping, werden verschillende indelingsvarianten ontworpen met tussenverdiepingen en vides. Bijzondere types met drie bovengrondse lagen kwamen voor bij de twee kruisingen van de winkelstraat. De winkelfronten hebben over het algemeen steeds een horizontale verdeling ter plaatse van de verdieping. Alle onderpuien van de winkels aan de promenade zijn inmiddels vervangen. In het bovengedeelte is de gevel vormgegeven aan de hand van een repeterend schema met ritmische verticale accenten van uitspringende schokbetonnen stijlen die voor de eenheid in het gevelbeeld zorgen. Aan de expeditiestraten, waar zich de personeels- en expeditietoegangen bevinden, is de gevel voornamelijk gesloten vormgegeven en in hoge mate collectief behandeld. De gevelinvulling is hier nog vrijwel geheel bewaard gebleven en in de gevelindelingen is aan de plaatsing van ramen en betonnen panelen het oorspronkelijke winkeltype afleesbaar. Oorspronkelijk waren de stijlen en panelen, afhankelijk van het toegepaste type, afgewerkt in lichtgrijs of donkergrijs-zwart waardoor een visueel ritme in het winkelfront ontstond.
Van de verkeersvrije en drempelloze promenade zijn behalve de doorlopende en dwarse luifels het open en lichte karakter alsmede het brede profiel van belang. Tot de oorspronkelijke aanleg behoorden eveneens elementen zoals "buitenetalages", volières, zitbanken en het plaveisel dat in aansluiting op de winkelarchitectuur werd ontworpen en voor verbinding van in- en exterieur en stoffering van de openbare ruimte zorgde. Enkele fragmenten van deze inrichting zijn bewaard gebleven, zoals een rechthoekige vrijstaande vitrine tegenover Lijnbaan 92. Ook is nog een deel van de kunstwerken (standbeeldjes) aanwezig die na de opening van het winkelcentrum zijn geschonken en in de openbare ruimte geplaatst.
Waardering
Winkelcentrum De Lijnbaan, bestaande uit een WINKELPROMENADE, WINKELBLOKKEN en bijbehorende EXPEDITIESTRATEN, is van algemeen belang als essentieel toonbeeld van de Wederopbouw 1940-1958, vanwege de cultuurhistorische, architectuurhistorische en stedenbouwkundige waarde:
- De Lijnbaan heeft cultuurhistorische waarde omdat hier het winkelen voor het eerst als een te faciliteren activiteit van vrijetijdsbesteding is opgevat en het winkelcentrum illustratief is voor de toenemende welvaart en opkomende consumptiemaatschappij van na de tweede wereldoorlog;

Introduction
The shopping centre De Lijnbaan consists of a SHOPPING PROMENADE, SHOPPING BLOCKS situated adjacent to it and DELIVERY STREETS situated behind it. The whole is located between the Karel Doormanstraat in the west, the Hennekijnstraat in the east, the Van Oldenbarneveldtplaats in the south and the Kruiskade in the north. The promenade is accessible exclusively to pedestrians. For provisioning, the shopping blocks are provided on their rear sides with DELIVERY STREETS accessible to motor traffic, the Van Ghentstraat on the west side and the Hennekijnstraat on the east side of the Lijnbaan, the Zoutmanstraat on the south side and the Kruiskadehof on the north side of the Korte Lijnbaan. The longest part of the structure (Lijnbaan) is oriented north-south and runs from a main entrance at the Van Oldenbarneveldtplaats in the south to the Kruiskade in the north. At the location of the Aert van Nesstraat, the row of shops is briefly interrupted and there is a zebra crossing across the full width of the shopping street, which continues the promenade. The shopping blocks are characterized by a far-reaching architectural unity, achieved through variations on the width dimension used of 1.10 m and uniform use of fair-faced concrete columns and panels. Originally, the shops come in a number of types based on the stated dimensional system. In addition to a standard type with a basement, ground floor and first floor, various layout variants were designed with mezzanines and void spaces. Special types with three above-ground storeys occurred at the two intersections of the shopping street. The shop fronts generally always have a horizontal division at the level of the floor. All shop fronts on the promenade have now been replaced. In the upper part, the facade is designed on the basis of a repeating scheme with rhythmic vertical accents of projecting fair-faced concrete columns that provide unity in the facade image. On the delivery streets, where the staff and dispatch entrances are located, the facade is predominantly designed in a closed manner and treated collectively to a large extent. The facade infill has been almost completely preserved here and in the facade divisions the original shop type is legible from the placement of windows and concrete panels. Originally, the columns and panels, depending on the type applied, were finished in light grey or dark grey-black, thereby creating a visual rhythm in the shop front.
Besides the continuous and transverse soffits, the open and light character as well as the broad profile are important to the traffic-free and level promenade. The original construction also included elements such as "outside displays", aviaries, seating benches and the paving which was designed in connection with the shop architecture and provided for connection between interior and exterior and furnishing of the public space. Some fragments of this fittings have been preserved, such as a rectangular free-standing display case opposite Lijnbaan 92. Some of the artworks (small statues) that were donated after the opening of the shopping centre and placed in the public space are also still present.
Assessment
Shopping centre De Lijnbaan, consisting of a SHOPPING PROMENADE, SHOPPING BLOCKS and associated DELIVERY STREETS, is of general interest as an essential example of Reconstruction 1940-1958, because of its cultural-historical, architectural-historical and urban planning value:
