The register's description

Inleiding.

Het RAADHUIS, gelegen aan de Markt in Swalmen is gebouwd in 1902 in neo-renaissance stijl naar ontwerp van architect C. Franssen uit Roermond en werd uitgevoerd door aannemer A. Verhaegh. In 1938 heeft architect J. Bongaerts het raadhuis uitgebreid volgens de bouwstijl uit 1902.

Omschrijving.

Het RAADHUIS heeft een hoofdzakelijk rechthoekige plattegrond en twee bouwlagen onder zadeldaken met leien in Maasdekking, houten goot op consoles. Diverse kleine dakkapellen met luiken onder schilddaken. Schouderstukken en liseen op top met kroontje. Centraal op het dak bevindt zich een klokkentoren eveneens met kroon en oorspronkelijk met klok. De twee volumes uit 1938 zijn minder diep en lager. De gevels hebben een geprofileerde plint en een opstand van baksteen in kruisverband. In de gevels bevinden zich rechthoekige houten kruiskozijnen met glas-in-lood, gebakken dorpelstenen en strek. Houten luiken en sierlijke balkankers.

De VOORGEVEL is symmetrisch van opbouw en bestaat uit vijf traveeën. Het middenvolume met een breedte drie traveeën is hoger dan de twee zijvolumes die elk één travee tellen en iets terugspringen. Elk travee bezit een venster. In de eerste laag van de twee zijvolumes bevindt zich een rondboogvormige houten deur met klein venster en hekwerk onder een hardstenen rondbooglijst. In de voorgevel bevinden zich diverse plaquettes met onder meer de tekst "Je maintiendrai" en het wapen van de bisschop van Roermond.

Links naast het pand bevindt zich een POORT. Deze heeft een rechthoekige houten deur achter houten rondboognis in een bakstenen muur onder een klein zadeldakje met leien.

In de LINKERZIJGEVEL bevindt zich voor de poort een venster. In de tweede laag idem. Verder leeuwenkoppen.

De ACHTERGEVEL bestaat uit zes traveeën, waarvan de twee linker traveeën in de eerste bouwlaag zijn aangesloten op de nieuwbouw. In de eerste laag bevinden zich verder drie kozijnen met zonnescherm en in de tweede laag vier vensters met gekleurd glas-in-lood uit 1938. Boven de aanbouw bevinden zich een gecementeerd gevelvlak en een klein dubbel venster, ter plaatse van het trappenhuis. Geheel rechts is de zesde travee, deze ligt iets terug en heeft per travee een venster. Voor de gevel gaat een trap naar de kelder.

In de RECHTERZIJGEVEL bevinden zich in de eerste laag vier vensters en een rechthoekige deur met bovenlicht. In de tweede laag bevinden zich drie vensters en in de top een venster. Verder een steen met het jaartal "1938".

De STRUCTUUR van het INTERIEUR is grotendeels in tact hetgeen blijkt uit de situering van hal, trappenhuis en raadzaal.

Van het INTERIEUR is onder meer van belang: de eerste stenen uit 1902 en 1938, de glas-in-lood vensters uit 1938 en in de raadszaal de authentieke eikenhouten vloer en het balkenplafond op zware consoles.

Waardering.

Het RAADHUIS bezit cultuur-historische waarden als bijzondere uitdrukking van de typologische ontwikkeling van raadhuizen. De architectuur-historische waarden worden bepaald door het belang voor de geschiedenis van de architectuur, voor het oeuvre van architect C. Franssen uit Roermond en de esthetische kwaliteiten van het ontwerp, het bijzondere materiaalgebruik en de ornamentiek.
