Inleiding
In twee fasen tot stand gekomen KANTOORGEBOUW, in oorsprong bekend als het "Stokvisgebouw" en gerealiseerd in 1909 ten behoeve van de N.V. Handelsmij. R.S. Stokvis & Zonen Ltd. naar ontwerp van de architecten J. Verheul Dzn. en C.N. van Goor met twee bouwlagen in Overgangsarchitectuur, doch na oorlogsschade in 1942 in 1946-1948 deels herbouwd en uitgebreid tot het huidige "Oceaanhuis" met drie bouwlagen naar ontwerp van H. Geistdorfer uit 1942 in Traditionalistische trant.
N.B. Van het oorspronkelijke bijgebouw met werkplaatsen, pakhuizen en hulppostkantoor resteert nog slechts een muur aan de Westzeedijk, die niet tot de beschermde onderdelen behoort. Nadat de firma Stokvis in 1974 haar kantoorgebouw had verlaten is de vroegere secundaire ingang aan de Westzeedijk als tweede hoofdingang in gebruik genomen, de hoge doorgang voor vrachtwagens gedicht en het interieur grotendeels gewijzigd, met behoud van het oorspronkelijke hoofdtrappenhuis en de overkapte binnenplaats.
Omschrijving
Het kantoorgebouw Oceaanhuis (voorheen Stokvisgebouw) is opgetrokken op een vierkante plattegrond en omvat drie bouwlagen, een kelderverdieping en een gedeeltelijke derde verdieping onder platte daken. Beneden is het pand gebouwd rond het oorspronkelijke betonskelet uit 1909 en vanaf de tweede verdieping heeft het een staalskelet. De gevels zijn in 1946-1948 opgetrokken in rode baksteen (in oorsprong witte Limburgse baksteen) en bevatten 13 vensterassen tussen gemetselde kolossale pilasters in eigentijdse orde. De sierbetonnen basementen van deze pilasters werden uitgeboord uit de in 1909 geplaatste pilasters. Het 'afvalmateriaal' werd verwerkt in omlijstingen van ramen, pilasterbekroningen en de omlijsting van het dak. De pilasters zijn voorzien van een decoratieve bekroning. De vensters zijn gevat in staalprofielen met een rechthoekige roedenverdeling en de ramen zijn 'ingeschokt' in beton. Tussen de basementen bevindt zich een vensterstrook ter verlichting van de kelderverdieping. Ter hoogte van de eerste bouwlaag bevinden zich hoge rechthoekige vensters, ter hoogte van de eerste en tweede verdieping iets lagere rechthoekige vensters. De vensters van de tweede verdieping zijn licht getoogd. Boven de vensterassen bevinden zich zeer hoge gemetselde rollagen. De gevels worden afgesloten met een geprofileerde betonnen daklijst. Naast de buitenste pilasters bevinden zich blinde gevelstroken, waarin alleen de noord- en zuidgevel ter hoogte van de eerste en tweede verdieping een rechthoekig kruisvenster met afgeronde hoeken bevatten. De oorspronkelijke hoofdingang bevindt zich in de noordgevel (Heiman Dullaertplein) in de middelste (bredere) travee, die wordt geflankeerd door twee smallere vensterassen. De ingang bestaat uit een grote dubbele glazen deur in een staalprofiel conform de vensters. Tussen de deur en het raam van de eerste verdieping en tussen de ramen van de verdiepingen is in deze en flankerende vensterassen ruitvormig sierbeton aangebracht. In de zuidgevel (tegenwoordig Westzeedijk), die een identieke geleding als de noordgevel heeft, bevindt zich geen siermetselwerk tussen de raampartijen. De oost- en westgevel zijn vrijwel identiek en tellen eveneens 13 vensterassen.
In het interieur achter de ingang aan de noordzijde een travertijnen trap die aan weerszijden om de oorspronkelijk ellipsvormige portiersloge (waarvan alleen de achterwand resteert) naar de centrale hal met convexe wanden voert. De hal heeft een natuurstenen vloer en travertijnen lambrizering tegen wanden en pilaren. Aan het eind van de hal bevindt zich - rondom de liftschacht - het centrale trappenhuis met granieten trap waarlangs een lage zwart marmeren bies en roodbruin marmeren lambrizering tot iets boven de koperen trapleuning. Achter het trappenhuis bevindt zich een grote vierkante binnenplaats overdekt met een gebogen glazen dak gedragen door boogvormige ijzeren vakwerkspanten. De gevels van deze binnenplaats zijn opgetrokken in lichtgele baksteen en bevatten vijf vensterassen met ter hoogte van de kelderverdieping lage vensters, ter hoogte van de begane grond hoge rechthoekige vensters en ter hoogte van de eerste en tweede verdieping lagere rechthoekige vensters. Deze gelede vensters met bovenlichten zijn gevat in houten kozijnen. In de kopse noordgevel van deze binnenplaats bevindt zich centraal een hoge vensterpartij met vijf smalle hoge (doorlopende) vensters onder hoge gemetselde rollagen. Hierboven bevindt zich in het midden een wijzerplaat en in de rondboog hierboven drie rondlichten met stervormig staalprofiel. Aan weerszijden van de centrale vensterpartij bevinden zich per verdieping drie rechthoekige vensters met een staalprofiel en rechthoekige roedenverdeling. De liften in het centrale trappenhuis waren oorspronkelijk van ijzer en glas, waardoor door en vanuit de liftschacht het daglicht via de binnenplaats kon toetreden.
Op de eerste verdieping bevinden zich twee kleinere zalen, oorspronkelijk genaamd "de Tudorzaal" en "de Gotische zaal" waarvan de detaillering nog origineel is; parketvloeren, houten lambrizering en geprofileerde houten plafonds. De centrale hal op de tweede verdieping wordt "Julianahal" genoemd, naar het reliëf in zandsteen met het portret 'en profile' van koningin Juliana en de tekst: "Saamhorigheid in nood en vreugde. V.d. Heem N.V. 1950". Deze hal heeft nog de originele inrichting met marmerlambrizering en betonnen cassetteplafond met een vensterstrook geheel rondom. Terugliggend op het platte dak bevinden zich op vier hoeken de vier glazen tentdaken van lichthoven en in een grote rechthoek de oorspronkelijk boven de gang gelegen smalle glazen zadeldaken. (Deze transparante daken zijn grotendeels met mastiek bedekt, de lichthoven op de onderliggende etages dichtgezet.)

Het kantoorgebouw "Oceaanhuis" (oorspronkelijk "Stokvisgebouw"), gebouwd in 1909 en na beschadiging tijdens de Tweede Wereldoorlog in 1946-1948 in gedeeltelijk gewijzigde vorm herbouwd en van nieuwe gevels voorzien naar ontwerp van de architect H. The office building Oceaanhuis (formerly Stokvis building) is erected on a square ground plan and comprises three storeys, a basement and a partial third storey under flat roofs. Below, the building is constructed around the original concrete skeleton from 1909 and from the second storey onwards it has a steel skeleton. The facades were erected in 1946-1948 in red brick (originally white Limburg brick) and contain 13 window bays between mason-built colossal pilasters in contemporary order. The ornamental concrete bases of these pilasters were drilled out from the pilasters placed in 1909. The 'waste material' was worked into window frames, pilaster capitals and roof edging. The pilasters are furnished with a decorative capital. The windows are set in steel profiles with rectangular glazing bars and the window frames are 'sunk' in concrete. Between the bases is a window strip for lighting the basement. At the height of the ground storey are tall rectangular windows, at the height of the first and second storeys somewhat lower rectangular windows. The windows of the second storey are slightly arched. Above the window bays are very tall mason-built rollers. The facades are finished with a profiled concrete cornice. Beside the outer pilasters are blind facade strips, in which only the north and south facades at the height of the first and second storeys contain a rectangular cross window with rounded corners. The original main entrance is situated in the north facade (Heiman Dullaertplein) in the middle (wider) bay, which is flanked by two narrower window bays. The entrance consists of a large double glazed door in a steel profile conforming to the windows. Between the door and the window of the first storey and between the windows of the storeys is ornamental diamond-patterned concrete applied in this and flanking window bays. In the south facade (nowadays Westzeedijk), which has identical articulation to the north facade, there is no ornamental brickwork between the window sections. The east and west facades are virtually identical and likewise contain 13 window bays.
In the interior behind the entrance on the north side a travertine staircase which on both sides around the originally elliptical porter's lodge (of which only the rear wall remains) leads to the central hall with convex walls. The hall has a natural stone floor and travertine wall panelling against walls and pillars. At the end of the hall is - around the lift shaft - the central staircase with granite staircase alongside which is a low black marble skirting and reddish-brown marble wall panelling up to just above the copper handrail. Behind the staircase is a large square courtyard covered with a curved glazed roof supported by arched iron truss girders. The facades of this courtyard are built in light yellow brick and contain five window bays with, at the height of the basement, low windows, at the height of the ground storey tall rectangular windows and at the height of the first and second storeys lower rectangular windows. These articulated windows with fanlights are set in wooden frames. In the gable north facade of this courtyard is centrally a tall window section with five narrow tall (continuous) windows under tall mason-built rollers. Above this is in the centre a clock face and in the arch above three roundels with star-shaped steel profile. On either side of the central window section are per storey three rectangular windows with a steel profile and rectangular glazing bars. The lifts in the central staircase were originally of iron and glass, allowing daylight to enter through and from the lift shaft via the courtyard.
On the first storey are two smaller halls, originally named "the Tudor hall" and "the Gothic hall" of which the detailing is still original; parquet floors, wooden wall panelling and profiled wooden ceilings. The central hall on the second storey is named "Julianahal", after the sandstone relief with the portrait in profile of Queen Juliana and the text: "Togetherness in hardship and joy. V.d. Heem N.V. 1950". This hall still has the original furnishing with marble wall panelling and concrete coffered ceiling with a window strip all around. Set back on the flat roof at four corners are the four glazed tent roofs of light wells and in a large rectangle the originally narrow glazed gabled roofs above the corridor. (These transparent roofs are largely covered with mastic, the light wells on the underlying floors closed off.)
