Inleiding
POSTKANTOOR gebouwd in 1938 naar ontwerp uit 1936 van rijksbouwmeester ir. G.C. BREMER (1880-1949) ter vervanging van het oude, neoclassicistische postkantoor aan de Markt. Het gebouw huisvestte naast het post-, telegraaf en telefoonkantoor oorspronkelijk ook een openbare leeszaal op de zolderverdieping.
Het pand is opgebouwd uit een aantal haaks op elkaar staande bouwvolumes met hoge zadeldaken met overstek en vertoont zowel Traditionalistische als Nieuw Zakelijke elementen. De strakke ritmering van de voorgevel met uitstekende muurdammen zien we ook in andere postkantoren van Bremers hand, zoals in het Geld- en Telefoonkantoor in Breda (1931-1932), maar ook in het aan Winterswijk contemporaine Post- en Belastingkantoor in Weert van zijn medewerker Hayo Hoekstra. Het postkantoor is voorts opvallend vanwege het beeldhouwwerk aan de voorgevel, waarvan de kunstenaar tot op heden niet is achterhaald. Deze allegorische reliëfs verwijzen naar de functie van het gebouw.
Het pand is gesitueerd op een perceel op de hoek van de Beukenhorstweg en de Balinkesstraat. Het pand ligt hier aan een plein, tegenover het in 1939 gebouwde gemeentehuis. Het betreft hier een in de jaren dertig nieuw ontwikkeld gebied op de voormalige Balink Esch, dat via de speciaal hiervoor aangelegde Torenstraat werd verbonden met het oude stadscentrum.
Het postkantoor is in de jaren vijftig aan de achterzijde uitgebreid. In de jaren tachtig werd het interieur geheel vernieuwd en aan de toenmalige huisstijl van de PTT aangepast. De oorspronkelijke, doelmatige ruimtelijke structuur van het pand is echter in grote lijnen bewaard gebleven, evenals het oorspronkelijke trappenhuis van de leeszaal.
Omschrijving Het POSTKANTOOR bestaat uit een aantal in hoogte verschillende bouwmassa's, gegroepeerd rondom een binnenplaats, die bereikbaar is via een poort in de rechter zijgevel van het gebouw en voorzien is van een niet-oorspronkelijke afdekking. Aan de Balinkesstraat ligt de hoofdmassa die architectonisch het meest is uitgewerkt, terwijl de overige blokken een eenvoudig en strak uiterlijk bezitten door de ritmische plaatsing van meerruits vensters en deuren onder rechte lateien. De brede hoofdmassa telt twee bouwlagen onder een steil zadeldak. De overige bouwmassa's tellen één of twee bouwlagen onder een zadeldak met een beduidend lager gelegen nok of afgedekt met een plat dak. De steile kappen zwenken aan de voet licht uit en zijn gedekt met rode daktegels. De schilden hebben een fors overstek, dat bij de hoofdmassa voorzien is van zwaar uitgevoerde klossen. De gevels van het gebouw zijn opgemetseld in rode baksteen uitgevoerd in kettingverband. In de gevels zijn meerruits vensters toegepast met metalen kozijnen en roeden. De vensters hebben aan de bovenzijde een latei en aan de onderzijde een rechte onderdorpel of geglazuurde onderdorpeltegels. De vensters zijn voorzien van niet-oorspronkelijke zonwering. De deuren zijn metalen deuren met kleine vensters of meerruits vensters. De VOORGEVEL van het hoofdgebouw is symmetrisch ingedeeld afgezien van het vooruitspringende, torenachtige trappenhuis rechts. De gevel is strak geleed door veertien vensterassen die in de eerste bouwlaag worden gescheiden door zandstenen muurdammen. De muurdammen bezitten in totaal 12 natuurstenen reliëfs met de personificaties van de vijf werelddelen, de zeeën en de 12 tekens van de dierenriem. De begane grond is tot vensterhoogte bekleed met gegutste hardsteen. De entree is centraal voor de gevel aangebouwd en ligt onder een platte luifel, die de vier middelste vensters van de gevel halverhoogte afsnijdt. De luifel wordt ondersteund door met gegutste hardsteen beklede wangen. In het voorschild wordt het ritme van de gevel herhaald door zeven aangekapte, eenvoudige dakkapellen met drieruits ramen. De risaliet rechts, met het trappenhuis van de leeszaal heeft een eigen, aangekapt schilddak. De leeszaal bezit een eigen ingang met in dezelfde vertikale as een smalle doorlopende vensterpartij. De dubbele deuren liggen onder een vlakke stenen luifel, de portiek is bekleed met gegutste hardsteen en versierd met reliëfs van gestileerde bloemen en korenaren. Links van de deuren bevindt zich een hardstenen brievenbus met tekst `leeszaal'. De RECHTER ZIJGEVEL van de hoofdmassa heeft per verdieping twee grote vensters, waarvan het rechter venster op de begane grond sterk vergroot is. Rechts langs de gevel klimt een hoge schoorsteen, opgemetseld tot nokhoogte. De LINKER ZIJGEVEL heeft in de eerste bouwlaag vier negenruits vensters en voor de zolder drie negenruits vensters. De bakgoten van voor- en achtergevel lopen om de gevelhoek even over de linker- en rechter zijgevels door. De ACHTERGEVEL heeft een indeling met meerruits vensters en rechts van het midden een sterk vooruitspringende risaliet die door de gootlijst van de hoofdbouw heen steekt en gedekt wordt door een aangekapt schilddak. Dit risaliet bezit in de achtergevel en in de zijgevels vertikale meerruits vensterpartijen en enkele meerruits vensters. Het oorspronkelijke INTERIEUR is geheel verdwenen, de interne structuur is in zekere mate bewaard gebleven evenals het trappenhuis van de voormalige leeszaal.

The steep roofs curve slightly at the base and are covered with red roof tiles. The roof edges have substantial overhanging eaves, which in the main mass are provided with heavily executed corbels. The facades of the building are built up in red brick laid in bond pattern. Multi-pane windows with metal frames and glazing bars are used in the facades. The windows have a lintel at the top and a straight threshold or glazed threshold tiles at the bottom. The windows are fitted with non-original sun protection. The risalit on the right, with the staircase of the reading room, has its own attached hipped roof. The reading room has its own entrance with in the same vertical axis a narrow continuous window section. The double doors lie under a flat stone canopy, the porch is clad with pitched-faced ashlar and decorated with reliefs of stylized flowers and ears of corn. To the left of the doors is a stone letter box with the text 'reading room'. The RIGHT SIDE FACADE of the main mass has per storey two large windows, of which the right window on the ground floor is greatly enlarged. A tall chimney climbs up along the right side of the facade, built up to the ridge height. The LEFT SIDE FACADE has in the first storey four nine-pane windows and for the attic three nine-pane windows. The gutters of the front and rear facades run round the facade corner and continue over the left and right side facades. The REAR FACADE has an arrangement with multi-pane windows and to the right of centre a strongly projecting risalit which projects through the gutter line of the main building and is covered by an attached hipped roof. This risalit has vertical multi-pane window sections in the rear facade and in the side facades and several multi-pane windows. The original INTERIOR has completely disappeared, the internal structure has been preserved to a certain extent as has the staircase of the former reading room.
