Inleiding.
Het voormalig BELASTINGKANTOOR is in 1930 gebouwd in Amsterdamse Schoolstijl en vermoedelijk ontworpen door de rijksbouwmeester J. Crouwel. Sinds 1978 is het in gebruik bij Rijkswaterstaat.
Omschrijving.
Het drielaagse BELASTINGKANTOOR op de hoek van de Wolvenhoek en de Keizerstraat is gebouwd op L-vormig grondplan, met afgeronde straathoek. De derde bouwlaag is iets teruggelegen, onder een hoog dak met breed overstek, belegd met verbeterde Hollandse pannen. Het gebouw heeft een betonnen casco terwijl de gevel is opgetrokken uit machinale baksteen, met diepliggend voegwerk. De oostgevel kent een centrale risalerende geveltoren, die boven de dakschilden uitsteekt en wordt bekroond door een ronde piron op een opengewerkte cilinder met koperbeslag. De onderzijde van de geveltoren op de eerste verdieping bestaat uit een erkerachtig venster met houten kozijnen. Rechts van de geveltoren is de gevel voorzien van gemetselde sierlisenen tussen de vensters die op de tweede verdieping uitlopen in haakse siermuurtjes. Uit het rechter dakschild steken driehoekige dakkapellen. Het toegangsportaal, dat onder de toren is gelegen, bestaat uit een gemetseld tongewelf met een granieten omlijsting. Ook de onderdorpels en de geboorte- en sluitstenen van de vensters zijn van graniet. De terugliggende plint daarentegen is opgetrokken uit lavasteen. De hoge rechtgesloten driedelige vensters zijn voorzien van openslaande ijzeren ramen met daarboven hoge ladderramen. Op de eerste verdieping zijn de ladderramen minder hoog. Op de tweede verdieping zijn zij nog lager en de eronder gelegen openslaande ramen minder breed. De zuidgevel kent een poort met granieten omlijsting die toegang geeft tot het achtererf. De indeling van het interieur is in grote lijnen ongewijzigd gebleven met op elke verdieping werkkamers aan de voor- en achterzijde, gescheiden door een gang. Het centrale trappenhuis kent een trap met marmeren treden en een smeedijzeren balustrade in Amsterdamse Schoolstijl. Het gebouw is geheel onderkelderd.
Waardering.
Het voormalig belastingkantoor is van algemeen belang. Het heeft cultuurhistorische waarde als goed voorbeeld van representatieve kantoorbouw voor de Rijksoverheid in het Interbellum. Het heeft architectuurhistorische waarde vanwege de esthetische kwaliteiten en als goed gedetailleerd voorbeeld van Amsterdamse Schoolstijl. Bovendien is het kenmerkend voor het oeuvre van de architect. Het heeft bouwhistorische waarde vanwege de toegepaste materialen, met name de lavasteen en het graniet in de gevel, alsook de ijzeren ladderramen en het smeedijzer in het trappenhuis. Het heeft ensemblewaarde vanwege de hoekoplossing in een historische stedenbouwkundige context. The three-storey TAX OFFICE at the corner of the Wolvenhoek and the Keizerstraat is built on an L-shaped ground plan, with a rounded street corner. The third storey is set back slightly, under a high roof with broad overhanging eaves, covered with improved Dutch tiles. The building has a concrete frame while the facade is constructed of machine-made brick, with deep-set pointing. The east facade features a central projecting facade tower, which projects above the roof ridges and is crowned by a round finial on an openwork cylinder with copper fittings. The underside of the facade tower on the first floor consists of an oriel-like window with wooden frames. To the right of the facade tower, the facade is provided with moulded decorative pilasters between the windows which on the second floor terminate in right-angled decorative wall strips. From the right roof ridge project triangular roof dormers. The access portal, which is located under the tower, consists of a moulded barrel vault with a granite surround. The undersills and the impost and springer stones of the windows are also of granite. The recessed plinth, by contrast, is constructed of lava stone. On the second floor they are even lower and the hinged windows below are narrower. The south facade features a gate with granite surround which provides access to the rear courtyard. The layout of the interior has remained largely unchanged with offices on the front and rear of each floor, separated by a corridor. The central staircase features a staircase with marble steps and a wrought-iron balustrade in Amsterdam School style. The building is fully basement.
Valuation.
The former tax office is of general interest. It has cultural-historical value as a fine example of representative office building for the Dutch Government during the Interbellum period. It has architectural-historical value because of its aesthetic qualities and as a finely detailed example of Amsterdam School style. Moreover, it is characteristic of the architect's oeuvre. It has building-historical value because of the materials used, in particular the lava stone and granite in the facade, as well as the iron ladder windows and the wrought iron in the staircase. It has ensemble value because of the corner solution in a historical urban planning context. The building is well-preserved and by its appearance and detailing recognisable as an office building of the Dutch Government. It is rare as an example of an office building in Amsterdam School style outside the Randstad.
