The register's description

Inleiding.

Aan de Citadellaan, in een inham van de bastionnering van de Citadel gesitueerd, vrijgelegen voormalig medisch CONSULTATIEBUREAU (het 'witte huis') met langgerekt achtererf, thans in gebruik als woning annex kantoor.

Het pand werd gebouwd in 1934 in opdracht van de Provinciale Noord-Brabantsche Vereeniging tot Bestrijding der Tuberculose naar een ontwerp van architect M. Evers (sr.) in de destijds vernieuwende vormentaal van het Nieuwe Bouwen. De bouwkosten bedroegen f 66.500,--. De belangrijkste wijzigingen dateren uit 1952 en 1990. In 1952 werd het pand aan de noordoostzijde in stijl uitgebreid met een eenlaags volume onder plat door C.M. Evers jr. Interne functiewijzigingen hadden tot gevolg dat ook enkele vensterpartijen in de achtergevel werden aangepast. In 1990 werd het pand gerestaureerd en gerenoveerd. In het oog springende veranderingen daarbij waren hernieuwde wijzigingen in de achtergevel, het vervangen van de afzaten en stalen vensters door turquoise aluminium vensters met overeenkomend profiel en het vervangen van de afdekking van de dakranden. Het interieur werd gemoderniseerd, alhoewel in de hal de oorspronkelijke vloer weer in het zicht is gebracht. In het exterieur is de authentieke lichtblauwe kleur van de luifels teruggebracht.

Omschrijving.

Het gedeeltelijk onderkelderde, bepleisterde bakstenen pand beslaat een samengestelde plattegrond en bestaat uit een asymmetrisch cluster van blokvormige een-, twee- en drielaags bouwvolumes onder platte daken, deels voorzien van dakterras of balkon. Centrale spil in het pand is een schijfvormig drielaags volume (waarin onder meer een deel van het trapportaal), aan de noordwestzijde bekroond door een iets hoger oprijzende schoorsteen (waarin sinds 1990 een liftschacht). Direct aan de zuidzijde hiervan voegt zich een tweelaags volume met voorliggend (zuidoostelijk) eenlaags volume waarop balkon met doorgetrokken borstwering. Direct aan de noordzijde voegt zich een tweelaags volume waarop dakterras met doorgetrokken borstwering en in stijl vernieuwde pergola. Verder noordelijk de eenlaags uitbreiding uit 1952. Centraal in de zuidoost- en zuidwestgevel twee gedeeltelijk betegelde entrees met overhangende lichtblauwe betonnen luifels op ijzeren kolommen.

De wit geschilderde gevels worden verlevendigd door donkere horizontale, verticale of cirkelvormige gevelopeningen, waarbij veelal gebruik wordt gemaakt van lateien van gewapend beton. Boven de centrale entree een groot, deels gebrandschilderd glas-in-loodraam (trappenhuis) van Kees van Stiphout uit 1933. Onderlangs het gebouw loopt een gecementeerde plint met daarin twee kelderkoekoeken, een direct onder de centrale entree aan de zuidoostzijde en een aan de noordwestzijde. Alhoewel gemoderniseerd en op onderdelen gewijzigd, is de hoofdopzet van de plattegrond herkenbaar bewaard gebleven. De centraal gelegen kelder strekt zich uit over de gehele breedte van het gebouw; daarboven de vestibule en hal met beglaasde dubbele tochtdeuren met kleine roedenverdeling, terrazzovloer, originele hardstenen dorpels en plint; trappenhuis met granieten trap, ijzeren leuning, balustrade en deels gesmede hoofdbalusters; rondom gegroepeerde vertrekken met deels originele deurlijsten en dorpels. De voormalige wachtkamers zijn woonvertrekken geworden, de voormalige onderzoeksruimten zijn kantoor geworden. De oorspronkelijke röntgenkamer is nog steeds herkenbaar door de volledige afwezigheid van daglicht.

Waardering.

Het voormalige consultatiebureau is van algemeen belang. Het object is van belang als bijzondere uitdrukking van de vernieuwende ontwikkelingen in de gezondheidszorg tijdens het Interbellum, verder vanwege het belang voor de typologische ontwikkeling van consultatiebureaus en vanwege het zeer innovatieve karakter van de uiterlijke verschijningsvorm, die kennelijk passend werd geacht voor deze functie. Het object bezit architectuurhistorische waarde vanwege het belang van dit stijlzuiver voorbeeld van het Nieuwe Bouwen voor de architectuurgeschiedenis, vanwege de hoogwaardige esthetische kwaliteiten van het architectonisch ontwerp en de verzorgde detaillering. Introduction.

On the Citadellaan, situated in an indentation of the bastioned fortifications of the Citadel, a freely-standing former medical CONSULTATION BUREAU (the 'white house') with elongated rear grounds, currently in use as dwelling combined with office.

The building was constructed in 1934 on commission of the Provinciale Noord-Brabantsche Vereeniging tot Bestrijding der Tuberculose (Provincial North Brabant Society for the Control of Tuberculosis) to a design by architect M. Evers (sr.) in the then innovative stylistic language of the Nieuwe Bouwen (New Building). The construction costs amounted to f 66,500,--. The most important alterations date from 1952 and 1990. In 1952 the building was extended in style on the north-eastern side with a single-storey volume under flat roof by C.M. Evers jr. Internal functional changes resulted in some window sections in the rear façade also being adapted. In 1990 the building was restored and renovated. The partially cellared, rendered brick building occupies a composite floor plan and consists of an asymmetrical cluster of block-shaped one-, two- and three-storey building volumes under flat roofs, partly furnished with roof terrace or balcony. Central axis in the building is a disc-shaped three-storey volume (containing among other things part of the stair core), crowned on the north-western side by a slightly higher rising chimney (containing since 1990 a lift shaft). Directly to the south of this adjoins a two-storey volume with a projecting (south-eastern) single-storey volume on which a balcony with continuous parapet. Directly to the north adjoins a two-storey volume on which a roof terrace with continuous parapet and a stylishly renewed pergola. Further north the single-storey extension from 1952. Centrally in the south-eastern and south-western façade two partially tiled entrances with overhanging light blue concrete canopies on iron columns.

The white painted façades are enlivened by dark horizontal, vertical or circular window openings, whereby frequent use is made of lintels of reinforced concrete. Above the central entrance a large, partly stained-glass window (stairwell) by Kees van Stiphout from 1933. Running along the lower part of the building is a cemented plinth with within it two cellar lights, one directly beneath the central entrance on the south-eastern side and one on the north-western side. Although modernised and altered in certain respects, the main arrangement of the floor plan has been recognisably preserved. The centrally located cellar extends across the entire width of the building; above this the vestibule and hall with glazed double draught-doors with small glazing bars, terrazzo floor, original ashlar sills and plinth; stairwell with granite staircase, iron banister, balustrade and partly forged main balusters; rooms grouped around it with partly original door frames and sills. The former waiting rooms have become living rooms, the former examination spaces have become offices. The original X-ray room is still recognisable by the complete absence of daylight.

Valuation.

The former consultation bureau is of general importance. The object is of importance as a particular expression of the innovative developments in healthcare during the Interbellum, further on account of its importance for the typological development of consultation bureaus and on account of the highly innovative character of the external appearance, which was clearly considered appropriate for this function. The object possesses architectural-historical value on account of the importance of this stylistically pure example of the Nieuwe Bouwen for architectural history, on account of the high aesthetic qualities of the architectural design and the careful detailing. The object is of importance on account of the integrity of the main form and various well-preserved elements from the interior in relation to the visual and structural integrity of the district De Muntel.
