Inleiding

Voormalig onderkomen van de GEMEENTELIJKE DIENST Beheer der Gemeentewerken. Het dienstgebouw is omstreeks 1880 gebouwd en heeft de stilistische kenmerken van het destijds gangbare Eclecticisme. De ontwerper van het op de hoek van de Sint Jorisbrug en het Kromhout staande gebouw was waarschijnlijk de toenmalige gemeentearchitect J.A. van der Kloes.

Het vrijstaande pand is in 1941 verbouwd door NV Bouw- en betonmaatschappij P. van Driel tot kantorencomplex. Na een periode van leegstand is het pand in 1983-1984 opnieuw verbouwd en functioneert sindsdien als appartementencomplex met 10 wooneenheden. Het inwendige is hierbij ingrijpend verbouwd, maar de buitengevels zijn vrijwel intact gebleven. De linker zijgevel heeft twee nieuwe vensteropeningen op de begane grond, aan de achterzijde is een nieuwe éénlaags aanbouw gerealiseerd.

Omschrijving

Het pand heeft een rechthoekige plattegrond en is boven een hardstenen plint opgetrokken in rode baksteen, gemetseld in kruisverband. Het heeft twee bouwlagen en een zolderverdieping onder een schilddak gedekt met shingles. Het hele pand heeft rondom een hardstenen cordonlijst en een geprofileerde gootlijst. Het pand heeft getoogde en rechthoekige schuifvensters met houten kozijnen met vier- en zesruits roedenverdeling.

De brede, symmetrische voorgevel heeft een iets teruggemetselde drieassige middenpartij bekroond door een gepleisterde attiek met ornamenten. De zijrisalieten zijn afgezet met brede pilasters die op de begane grond in geblokte hardsteen zijn uitgevoerd en op de verdieping gepleisterd met spiegels. Aan de bovenzijde van de pilasters sierlijke consoles waarop de gekorniste dakgoot steunt. Midden in de voorgevel bevinden zich dubbele inrijdeuren onder een segmentboog met een sluitsteen waarop het stadswapen van Dordrecht is afgebeeld. Aan weerszijden van de entree staan twee getoogde vierruits-vensters geflankeerd door gestucte lisenen langs de bovenzijde van de vensters een gestucte, segmentboogvormige profiellijst. De vensters zijn voorzien van hardstenen onderdorpels. De verdieping heeft vijf getoogde zesruits vensters met gestucte profielomlijsting en hardstenen onderdorpels. De vensters in de zijrisalieten zijn geaccentueerd met hardstenen cordonlijsten met consoles ter hoogte van de vensterbanken en met een gestucte, geprofileerde kroonlijst. De attiek heeft een fronton dat in het midden en op de hoeken is voorzien van palmetten. In het timpaan bevinden zich stucreliëfs.

De vergelijkbaar opgezette drie-assige zijgevels hebben op de begane grond drie getoogde vensters met segmentboog profiellijst. Op de verdieping centraal een venster met brede gestucte omlijsting met kroonlijst en aan weerszijden een getoogd venster. De zijgevels hebben hoekpilasters en de middenas is gevat tussen pilasters die, net als die in de voorgevel, op de begane grond van geblokte hardsteen en op de verdieping gestuct zijn. Centraal in het dakschild staat een dakkapel.

De achtergevel heeft een vergelijkbare indeling met pilasters als de voorgevel, met op de begane grond aan weerszijden van een nieuwe deur en in de zijrisalieten getoogde vierruits vensters, die aan de bovenzijde zijn voorzien van segmentboogvormige profiellijsten. De verdiepingsvensters staan onder dubbele rollagen.

Waardering

Het laat negentiende-eeuwse gemeentelijke dienstgebouw is van algemeen belang vanwege de cultuurhistorische, de architectuurhistorische en de stedenbouwkundige waarde.

Introduction

Former premises of the MUNICIPAL SERVICE Management of Municipal Works. The service building was constructed around 1880 and displays the stylistic characteristics of the Eclecticism that was current at that time. Description

The building has a rectangular floor plan and is constructed above a hardstone plinth in red brickwork, laid in English bond. It has two storeys and a loft storey beneath a hipped roof covered with shingles. The entire building has a hardstone drip moulding all around and a moulded gutter cornice. The building has arched and rectangular sash windows with wooden frames with four- and six-pane glazing bars.

The broad, symmetrical front facade has a slightly recessed three-bay central section crowned by a plastered attic with ornaments. The side risalites are articulated with broad pilasters which are executed in blocked hardstone on the ground floor and plastered with panels on the upper storey. At the top of the pilasters are elegant consoles on which the corniced gutter rests. In the centre of the front facade are double carriage doors beneath a segmental arch with a keystone on which the city coat of arms of Dordrecht is depicted. On either side of the entrance stand two arched four-pane windows flanked by stuccoed pilasters; along the top of the windows a stuccoed, segmentally-arched moulding. The windows are provided with hardstone sills. The upper storey has five arched six-pane windows with stuccoed moulded frames and hardstone sills. The windows in the side risalites are accentuated with hardstone drip mouldings with consoles at the height of the window sills and with a stuccoed, moulded cornice. The attic has a pediment which is provided with palmettes in the centre and at the corners. Stucco reliefs are located in the tympanum.

The similarly arranged three-bay side facades have on the ground floor three arched windows with segmental arch moulding. On the upper storey centrally a window with broad stuccoed frame with cornice and on either side an arched window. The side facades have corner pilasters and the central axis is framed between pilasters which, like those in the front facade, are of blocked hardstone on the ground floor and stuccoed on the upper storey. Centrally in the roof slope stands a roof dormer.

The rear facade has a similar arrangement with pilasters as the front facade, with on the ground floor on either side of a new door and in the side risalites arched four-pane windows which are provided at the top with segmentally-arched mouldings. The upper storey windows are beneath double roll mouldings.

Valuation

The late nineteenth-century municipal service building is of general importance because of its cultural-historical, architectural-historical and urban planning value.
