The register's description

Inleiding

CAFÉ-RAADHUIS uit 1898, gelegen aan de westzijde van de Brink, naar ontwerp van architect J van Straaten in overleg met architect J. Cuypers. Het is het grootste gebouw aan de Brink, opgetrokken in een historiserende stijl met invloeden van neorenaissance en chalet-stijl.

Vanwege de aanleg van de tuinen rond het vanaf 1892 herbouwde kasteel De Haar, in opdracht van Etiènne, baron van Zuylen van Nijevelt van de Haar, werd het oude dorp Haarzuilens afgebroken en verplaatst. De bebouwing werd gerealiseerd naar ontwerpen van Jos Cuypers en zijn collega's J. van Straaten en Jac. van Gils. De nieuw ontworpen huisjes werden gebouwd rond een centrale brink en bijna alle opgetrokken in eenzelfde Oud Hollandse stijl.

Ter vervanging van de achttiende eeuwse krukhuisboerderij, die in het oude dorp Haarzuilens fungeerde als herberg en raadhuis, werden een drietal ontwerpen gemaakt, waarvan de laatste, meest sobere, is uitgevoerd.

Het eerste ontwerp voor een herberg annex raadhuis stamt van Jos Cuypers, die belast was met de dagelijkse leiding van de herbouw van De Haar. Het plan is gedateerd november 1895 en heeft als belangrijkste kenmerken een centrale toren, een arcade en een trapgevel. Een variant op dit ontwerp toont een gevel in chaletstijl.

In het tweede plan is de toren verdwenen, maar blijft de chaletstijl, evenals de arcade, gehandhaafd. K.P.C. de Bazel, dan werkzaam bij Cuypers, werkt de tekeningen uit.

Het derde ontwerp is eenvoudiger van opzet. Het is in eclectische stijl ontworpen, vermoedelijk door J. van Straaten op basis van de ontwerpen van Jos Cuypers. Dit plan wordt uiteindelijk uitgevoerd. De eerste steen wordt gelegd op 17 augustus 1897, en bevat de tekst: `In memr. mea dinpc dom. A.D. MDCCCXCVII die XVII Aug Helin Baro de Zuylen de Nyevelt de Haar penogts Stephani Baronis de Zuylen de Nyevelt de Haar et Helenae Baronissae de Rotschild preste patre posuit.' In 1898 is het gebouw gereed. In 1954 wordt Haarzuilens samengevoegd tot de gemeente Vleuten-De Meern. Het gebouw is in de jaren 1980 ter linker zijde uitgebreid met een vleugel. Deze uitbreiding is van ondergeschikt belang.

Omschrijving

Het met de nokrichting van de hoofdmassa evenwijdig aan de Brink gelegen café-raadhuis is op een nagenoeg rechthoekige plattegrond opgetrokken in rode baksteen en telt twee bouwlagen met kelder onder een samengestelde kap, gedekt met rode en gesmoorde Hollandse pannen, deels met decoratieve patronen waarin onder andere het wapen van de familie Van Zuylen van Nijevelt. De meeste (gekoppelde) vensters al dan niet als kruiskozijn uitgevoerd, hebben meerruits ramen met glas-in-lood bovenlichten onder getoogde strekken. Paneeldeuren en luiken zijn rood-wit geschilderd, begane gronds alle voorzien van luiken. In het dak komen aan de voorzijde drie en aan de achterzijde twee platgedekte dakkapellen voor en een driehoekig dakraam. De goten rusten op bewerkte schoren.

In de gevel aan de Brinkzijde (oost) is in het midden van de hoofdbouwmassa een risalerend bouwdeel van twee bouwlagen onder zadeldak geplaatst. De gevel bevat twee gekoppelde zesruits ramen onder een bovenlichr en voorzien van luiken in de eerste bouwlaag en op de verdieping een groot door een kalf gedeeld vijflichtsvenster met gemetselde montants. De bovenste vijf ruiten zijn getoogde afgesloten. De topgevel is afgewerkt met verticale houten delen en beschilderd met wapens. In de linker zijgevel van het risaliet is onder een luifel de entree naar het café gelegen, met in de rechter zijgevel als tegenhanger, een kloosterkozijn. Het éénlaags geveldeel links van het risaliet bevat vijf gekoppelde vierruits ramen, waarvan een stel geplaatst in het vooruitspringende deel waarop haaks de ingang. Rechts van het risaliet is een zelfde type raam aanwezig. Op de rechterhoek van de risaliet is de eerste steen ingemetseld. De rechter zijgevel bestaat uit een topgevel en een bouwdeel onder lagere kap rechts. Tegen de zijgevel is een bakstenen trap gezet naar de eerste bouwlaag, waar zich in een portiek onder een afdak de entree naar de raadzaal bevindt. Ernaast is een venster met luik gezet. De gevel heeft een deels uitgebouwde schoorsteen en een houten topgevel met luik. In de eerste bouwlaag zijn onder de trap twee arrestantencellen. Het rechter geveldeel is blind.

De achtergevel bevat links een tweetal hoger geplaatste vensters en rechts twee iets grotere vensters.

Het interieur heeft beneden een deels oorspronkelijke en op de verdieping een geheel oorspronkelijke indeling. De begane grond bestaat uit de voormalige biljartzaal, het cafégedeelte (links) met rode en zwarte plavuizen en een onderkelderde opkamer (chambre d'amis). De tweede bouwlaag bevat de raadzaal annex burgemeesterskamer.

In genoemde vertrekken zijn balkenplafonds, betimmeringen, schouwen en tegelwanden aangebracht. In de raadzaal komt een houten tongewelf met beschilderde balkenconstructie en smeedijzeren kroonluchters. In de linkerhoek bevindt zich een zandstenen schouw met één bewerkt kapiteel.

De kamer naast de raadzaal heeft een houten betimmering.

Waardering

Het pand is van algemeen belang vanwege de architectuurhistorische waarde als typologisch voorbeeld van een gecombineerd café-raadhuis uit 1898 met een in in- en exterieur overwegend historiserende/neo-renaissance stijl, voorzien van de chaletstijl afgeleide motieven. Voorts van belang als reminiscentie van zijn voorganger in het dorp Oud-Haarzuilens. Daarnaast valt het pand op als enige door twee bouwlagen gekenmerkte en meest prominent gelegen gebouw in het dorp. Van cultuurhistorische waarde als onderdeel binnen de ontstaansgeschiedenis van het dorp Haarzuilens, welke is verbonden met de herbouw van het kasteel De Haar en de daaruit volgende, een voor Nederland unieke situatie, de verplaatsing van het dorp. Tevens is het van ensemblewaarde in relatie tot de overige panden aan de brink waarvan de meeste in eenzelfde bouwstijl zijn uitgevoerd met veelal dezelfde adellijke wapenkleuren, onder meer in de luiken.

Introduction

CAFÉ-TOWN HALL from 1898, located on the west side of the Brink, designed by architect J van Straaten in consultation with architect J. Cuypers. It is the largest building on the Brink, erected in a historicising style with influences of neo-renaissance and chalet style.

Due to the laying out of gardens around the castle De Haar, rebuilt from 1892 onwards, on the orders of Étienne, Baron van Zuylen van Nijevelt van de Haar, the old village of Haarzuilens was demolished and relocated. The buildings were realised according to designs by Jos Cuypers and his colleagues J. van Straaten and Jac. van Gils. The newly designed houses were built around a central green and almost all erected in the same Old Dutch style.

In replacement of the eighteenth-century crutch-frame farmhouse, which in the old village Haarzuilens functioned as an inn and town hall, three designs were made, of which the last, most sober, was executed.

Description

The café-town hall, with the roof ridge direction of the main mass parallel to the Brink, is erected on a nearly rectangular floor plan in red brick and comprises two storeys with cellar beneath a composite roof truss structure, covered with red and black glazed Dutch tiles, partly with decorative patterns in which, among other things, the coat of arms of the family Van Zuylen van Nijevelt. Most (coupled) windows, whether executed as cross windows or not, have multi-light windows with leaded lights and fanlights beneath arched recesses. Panel doors and shutters are painted red and white, at ground level all furnished with shutters. In the roof there are three flat-roofed dormers on the front and two on the rear, and one triangular roof window. The gutters rest on worked brackets.

In the facade on the Brink side (east) in the middle of the main building mass a projecting building section of two storeys beneath a gabled roof is placed. The facade contains two coupled six-light windows beneath a fanlight and furnished with shutters on the first storey and on the first floor a large five-light window divided by a mullion with built-in mullions. The top five panes are closed with an arch. The gable top is finished with vertical wooden elements and decorated with coats of arms. In the left side facade of the projection is beneath a canopy the entrance to the café, with in the right side facade as a counterpart, a cloister window. The single-storey facade section to the left of the projection contains five coupled four-light windows, one set placed in the protruding part onto which the entrance is perpendicular. To the right of the projection is a window of the same type. On the right corner of the projection is the foundation stone set in. The right side facade consists of a gable and a building section beneath a lower roof on the right. Against the side facade a brick staircase is set leading to the first storey, where in a porch beneath a roof covering the entrance to the council chamber is located. Beside it is a window with shutter placed. The facade has a partly built-out chimney and a wooden gable with shutter. On the first storey beneath the staircase are two detention cells. The right facade section is blank.

The rear facade contains on the left a pair of higher-placed windows and on the right two slightly larger windows.

The interior has below a partly original and on the first floor a completely original layout. The ground floor consists of the former billiards room, the café section (left) with red and black tiles and a cellared guest room (chambre d'amis). The second storey contains the council chamber together with mayor's office.

In said rooms beam ceilings, wall panelling, fireplaces and tile walls are installed. In the council chamber there is a wooden barrel vault with decorated beam construction and wrought-iron chandeliers. In the left corner is a sandstone fireplace with one worked capital.

The room next to the council chamber has wooden panelling.

Valuation

The property is of general importance due to its architectural-historical value as a typological example of a combined café-town hall from 1898 with a predominantly historicising/neo-renaissance style in its interior and exterior, furnished with motifs derived from chalet style. Furthermore of importance as a reminiscence of its predecessor in the village of Oud-Haarzuilens. Moreover the property stands out as the only building characterised by two storeys and most prominently located in the village. Of cultural-historical value as part within the history of the origins of the village Haarzuilens, which is connected with the rebuilding of the castle De Haar and the resulting, a unique situation in the Netherlands, the relocation of the village. It is also of ensemble value in relation to the other properties on the green, most of which are executed in the same building style with frequently the same noble coats of arms, among others in the shutters.
