Inleiding
Het ADMINISTRATIEGEBOUW (1) (Gebouw H) van de Chassékazerne ligt parallel aan de Keizerstraat, met de voorgevel aan de zijde van het voormalige excercitieterrein aan de Chassésingel.
Het langgerekte gebouw is uitgevoerd naar een ontwerp uit 1896 van de ingenieur der Genie W.H. Cool en gebouwd van 1897-'99 in een mengeling van Neo-Gotische en Neo-Renaissancestijl.
Binnen de bescherming valt zowel het representatieve deel (de voorbouw) als de haaks op deze voorbouw, aan de zijde van de Keizerstraat gesitueerde vleugels.
Het gebouw is intern en aan de achterzijde meerdere malen verbouwd, waarbij echter de globale indeling, respectievelijk het aanzicht, behouden is gebleven.
Omschrijving
Het object telt twee bouwlagen plus een kapverdieping, heeft een samengestelde plattegrond met langgerekte voorbouw en vijf haakse vleugels aan de achterzijde, en wordt gedekt door afgeplatte schilddaken met leien (middenrisaliet en hoektorens) en kruispannen (overige daken).
Het gebouw is opgetrokken in baksteen en geornamenteerd met natuurstenen onderdelen: onder meer plint (van de torens), cordonlijsten, dorpels, wenkbrauwbogen, consoles en deklijsten zijn op representatieve en constructief belangrijke plaatsen in hardsteen uitgevoerd. De gevels zijn geleed door bakstenen banden in afwijkende kleur en worden afgesloten door geprofileerde houten gootlijsten, al dan niet op gemetseld rondboogfries. De 108 meter lange voorgevel heeft een symmetrische opzet met een door torens geflankeerde middenrisaliet van zes vensterassen, en hoekrisalieten, elk bestaande uit vijf vensterassen.
De gevel telt totaal 36 vensterassen.
De middenrisaliet, waarvan de voorgevel ter hoogte van de begane grond is uitgevoerd met metselwerk in imitatie-rustica, wordt geflankeerd door achthoekige, gekanteelde torens met een trans op gemetseld rondboogfries, bekroond met een kleine spits. Tussen de torens staat, over een breedte van drie vensterassen, tegen de gevel een eenlaags galerij met balkon achter gekanteelde borstwering, waartegen hardstenen plaquettes, met in laagreliëf het opschrift "Chassé" en "Kazerne". De gemetselde kruisgewelven op rond- en segmentbogen worden aan de voorzijde getorst door zes, deels gekoppeld opgestelde hardstenen kolommen, met blokvormig basement en kapiteel met florale motieven. De risaliet wordt bekroond door een op uitkragend metselwerk gestelde balustrade met in het muurwerk uitgespaarde schietsleuven, aansluitend op de torentransen. In deze balustrade zijn drie dakkapellen opgenomen, waarvan de middelste is voorzien van een puntgevel, voorzien van een uurwerk en een deklijst met hogels en pinakels. De hoekrisalieten hebben een opzet die, hoewel in versoberde vorm, gelijkt op die van de middenrisaliet, zij het dat de torens hier vervangen zijn door arkeltorentjes, er slechts één dakkapel op staat, en de galerij is vervangen door een inpandig portiek met ajour gemetseld maaswerk in Neo-Gotische vormen, gevuld met glas-in-lood panelen. Ook hier zijn vleugelpaneeldeuren toegepast.
Een deel van de oorspronkelijke vensters is vernieuwd. De zesruits houten vensters hebben de oorspronkelijke indeling, en zijn voorzien van schuif- en klapramen. De hoofdingang bestaat uit een eenvoudige vleugelpaneeldeur, geflankeerd door vensters als boven vermeld. Alle vensters hebben segment- en rondbogig afgesloten boogvelden; op representatieve plaatsen zijn deze gevuld met blind maaswerk, bestaande uit twee rondbogen met bekronende cirkel in hoogreliëf. De eenvoudiger vensters hebben in de boogtrommels een mozaïek met siermetselwerk uit rode, gele en zwarte baksteen.
De zuidelijke en noordelijke zijgevel zijn uitgevoerd als de delen van de voorgevel, tussen de risalieten. Tegen het dakschild staan op regelmatige afstand dakkapellen met overstekende helmkap en bekroond door zinken pirons. Op de nok van het dak staan, eveneens op regelmatige afstand, schoorstenen met smeedijzeren rookkappen. Op de nok van de middenrisaliet een smeedijzeren dakhek.
Tegen de achtergevel staan een viertal tweelaags haakse uitbouwen onder zadeldaken, belegd met verbeterde Hollandse pannen. Op de daken staan telkens twee schoorstenen met smeedijzeren rookkappen. Deze vleugels hebben alle in beide langsgevels zes vensterassen met op elke bouwlaag twee zesruits klapvensters. De middelste vleugels zijn door een eenlaags aanbouw onder zadeldak, tellende acht vensterassen, met elkaar verbonden, waardoor een binnenplaats is ontstaan. Tussen de andere vleugels is de achtergevel van het hoofdgebouw zichtbaar: zowel op de begane grond als op de verdieping is deze voorzien van een tweelaags toiletgebouw, geflankeerd door zesruits klapvensters onder polychrome gemetselde strek met boogtrommel.
In het interieur zijn onder meer van belang de voormalige verenigingslokalen voor de officieren, op de eerste etage van de middenrisaliet. In deze zalen, tot voor kort in gebruik als burelen van de kazerne-commandant, treft men in Neo-Renaissancestijl uitgevoerde houten lambrizeringen, plafonds, parketvloeren en omlijste paneeldeuren met pedimenten aan, alsmede een tweetal marmeren schouwen met schoorsteenbetimmering. De overige ruimten hebben merendeels eenvoudige gestucte muren en plafonds.
Waardering
Het administratiegebouw is onderdeel van een complex van algemeen belang. Het heeft cultuurhistorische waarden: het heeft belang als bijzondere uitdrukking van de sociaal-economische en ook de geografische ontwikkeling van Breda als kazernestad, met name vanwege de bijzondere situering op een ruim terrein ter plaatse van de oude vestinggronden; als bijzondere uitdrukking van de typologische ontwikkeling van de militaire complexen in de periode na ca. 1875; het gebouw heeft architectuurhistorische waarden: het is van belang voor de geschiedenis van de militaire architectuur; het is van belang wegens het bijzondere materiaalgebruik en de ornamentiek, die het weerbare karakter en de functie van het geheel weerspiegelen; het complex heeft ensemblewaarden: het is van bijzondere betekenis wegens de situering, verbonden met de ontwikkeling van de stad na de ontmanteling van de vesting; het heeft belang wegens de hoogwaardige kwaliteit van de bebouwing en de historisch-ruimtelijke relatie met groenvoorzieningen, wegen en wateren nabij de oude vestinggronden aan de singels; gaafheid/herkenbaarheid: het complex is van belang wegens de architectonische gaafheid van het in- en exterieur; het is van belang wegens de hoogwaardige kwaliteit van de samenstellende onderdelen.

The ADMINISTRATION BUILDING (1) (Building H) of the Chassé Barracks lies parallel to the Keizerstraat, with the front facade facing the side of the former parade ground at the Chassésingel.
The elongated building was executed according to a design from 1896 by engineer of the Corps of Royal Engineers W.H. Cool and built from 1897-'99 in a mixture of Neo-Gothic and Neo-Renaissance style.
Within the protection falls both the representative part (the front section) as well as the wings perpendicular to this front section, situated on the side of the Keizerstraat.
The building has been internally and on the rear side altered multiple times, whilst however the overall layout, respectively the appearance, has remained unchanged.
Description
The object comprises two storeys plus an attic storey, has a composite footprint with elongated front section and five perpendicular wings on the rear side, and is covered by flattened hipped roofs with slate (central projection and corner towers) and pantiles (other roofs).
The building is erected in brick and ornamented with natural stone components: among others a plinth (of the towers), string courses, sills, hood mouldings, consoles and cornices are executed in sandstone at representative and constructively important locations. The facades are articulated by brick bands in contrasting colour and are finished with profiled wooden gutter cornices, whether or not on moulded round-arch frieze. The 108 metre long front facade has a symmetrical arrangement with a central projection flanked by towers consisting of six window bays, and corner projections, each consisting of five window bays.
The facade counts a total of 36 window bays.
The central projection, the front facade of which at ground floor level is executed with rusticated brickwork in imitation, is flanked by octagonal, crenellated towers with a cornice on moulded round-arch frieze, crowned with a small spire. Between the towers stands, over a width of three window bays, against the facade a single-storey gallery with balcony behind crenellated balustrade, against which hardstone plaques, with the inscriptions "Chassé" and "Kazerne" in low relief. The moulded ribbed vaults on round and segmental arches are supported on the front by six, partly coupled hardstone columns, with block-shaped base and capital with floral motifs. The projection is crowned by a balustrade set on projecting masonry with shooting slits left void in the brickwork, connecting to the tower cornices. In this balustrade three roof dormers are incorporated, the middle one of which is provided with a pointed gable, provided with a clock and a cornice with crockets and pinnacles. The corner projections have an arrangement which, although in simplified form, resembles that of the central projection, except that the towers here are replaced by small turrets, there is only one roof dormer on it, and the gallery is replaced by a recessed porch with openwork moulded brickwork in Neo-Gothic forms, filled with stained-glass panels. Here too wing-panel doors are applied.
Part of the original windows has been renewed. The six-pane wooden windows have the original arrangement, and are provided with sash and casement frames. The main entrance consists of a simple wing-panel door, flanked by windows as mentioned above. All windows have segmental and round-arch finished archways; at representative locations these are filled with blind tracery, consisting of two round arches with crowning circle in high relief. The simpler windows have in the arch drums a mosaic with ornamental brickwork in red, yellow and black brick.
The southern and northern side facades are executed as the parts of the front facade, between the projections. Against the roof gable stand at regular intervals roof dormers with overhanging helm roof and crowned by zinc finals. On the ridge of the roof stand, likewise at regular intervals, chimneys with wrought-iron smoke caps. On the ridge of the central projection a wrought-iron roof fence.
Against the rear facade stand four two-storey perpendicular extensions under gabled roofs, covered with improved Hollandse tiles. On the roofs stand in each case two chimneys with wrought-iron smoke caps. These wings all have in both longitudinal facades six window bays with on each storey two six-pane casement windows. The middle wings are connected to each other by a single-storey extension under gabled roof, counting eight window bays, thereby creating an inner courtyard. Between the other wings the rear facade of the main building is visible: both on the ground floor and on the upper storey this is provided with a two-storey toilet building, flanked by six-pane casement windows under polychrome moulded bands with arch drum.
In the interior are among others of importance the former common rooms for officers, on the first floor of the central projection. In these halls, until recently in use as offices of the barracks commandant, one encounters wooden wainscoting, ceilings, parquet floors and framed panel doors with pediments executed in Neo-Renaissance style, as well as two marble fireplaces with fireplace surround. The remaining spaces for the most part have simple plastered walls and ceilings.
Valuation
The administration building is part of a complex of general importance. It has cultural-historical values: it is important as a special expression of the socio-economic and also the geographical development of Breda as a barracks town, in particular because of the special siting on an extensive terrain at the location of the old fortification grounds; as a special expression of the typological development of military complexes in the period after c. 1875; the building has architectural-historical values: it is important for the history of military architecture; it is important because of the special use of materials and ornamentation, which reflect the defensive character and function of the whole; the complex has ensemble values: it is of particular significance because of the siting, connected with the development of the town after the dismantling of the fortification; it is important because of the high-quality standard of the building work and the historical-spatial relationship with landscaping, roads and waters near the old fortification grounds at the ring roads; integrity/recognisability: the complex is important because of the architectural integrity of the interior and exterior; it is important because of the high-quality standard of the constituent components.
