Inleiding.
Het HOTEL-RESTAURANT WILLIAM werd in Eclectische stijl rond 1880 gebouwd in opdracht van M. Moerbeek. Het pand onderging in 1903, 1913 en 1920 verbouwingen, waarbij onder meer het geheel een verdieping werd verhoogd en de open gang tussen dit en het buurpand op nummer 27 werd overkluisd. De huidige pui dateert uit de jaren dertig.
Omschrijving.
Het drielaagse gepleisterde pand onder plat dak heeft op de eerste etage een regelmatige verdeling van zeven traveeën. De begane grond bezit links een getoogd poortje met een gevelsteen waarop: "Anno". Daarnaast volgt een inrijpoort onder stalen latei met rozetten. De rest van de pui is in Art Déco stijl, met glas-in-lood bovenlichten bij ramen en ingang rechts, tussen zwart en rood tegelwerk. Boven de ingang bevindt zich een gevelsteen met het jaartal: "1903". De zeven getoogde stolpvensters op de verdieping hebben doorlopende meandervormige stucwerk omlijstingen en kuiven. De hardstenen cordonlijst doet tevens dienst als vensterdorpel.
Hierna volgt een cordonlijst met boven elke kuif een diamantkop. De vijf T-vensters op de tweede etage zijn rechtgesloten. De gootlijst rust op klosjes, met aan weerskanten brede knopvormige bekroningen.
Waardering.
Het pand is van algemeen belang. Het heeft cultuurhistorische waarde als beeldbepalend onderdeel van de stadsuitleg uit het laatste kwart van de negentiende eeuw en de relatie die het heeft tot de ontwikkeling en uitbreiding van de stad, het is van belang voor de ontwikkeling van de typologie van het stedelijk woonhuis in de negentiende eeuw. Het pand heeft architectuurhistorische waarde vanwege de evenwichtige en verzorgde compositie en is van belang voor het werk van de architect Van Genk. Het is van bijzondere betekenis voor het aanzien van de stad en tevens van belang vanwege de gaafheid van het exterieur. The hardstone band moulding also serves as window sill.
Following this is a band moulding with above each pediment a diamond-shaped keystone. The five T-windows on the second storey are right-angled. The gutter moulding rests on blocks, with broad knob-shaped crownings on either side.
