Inleiding
Betonnen BUNKER uit 1941-1943 voor het Duitse commandocentrum "Grossraumgefechtsstand Diogenes 3 JD". Van hieruit werd centraal de afweer in Nederland en het Ruhr-gebied tegen vijandelijke luchtbombardementen gecoördineerd. Hiertoe seinden radarposten aan de Noordzee-kust gegevens over posities van bommenwerpers door aan het commandocentrum, die aldaar werden verwerkt tot instructies voor radiozendstations die op hun beurt de Duitse nachtjagers (in de lucht) van opdrachten voorzagen. Deze acties werden gevisualiseerd op een groot matglazen scherm met deelkaart van Europa (12x9m). Dit scherm stond opgesteld in een grote ruimte in het hart van het commandocentrum. Tribunes aan weerszijden van het scherm boden enerzijds plaats aan de zgn. "Luftnachrichtenhelferinnen" die de posities van de vijandelijke bommenwerpers en de eigen jagers op de kaart projecteerden met kleine schijnwerpers, en anderzijds aan de zgn. "Jägerleitoffizieren" die de eigen jagers naar de bommenwerpers leidden. Op het dak stonden antennes voor zend- en ontvangstinstallaties. De Duitse luchtafweer kende drie van dergelijke commandocentra: één in Stade bij Hamburg, één in Metz en onderhavige bunker in Schaarsbergen bij Arnhem.
Commandocentrum "Diogenes" bevindt zich in een bosrijke omgeving direct ten zuiden van het voormalige Duitse oorlogsvliegveld Deelen bij Schaarsbergen. Het object is gelegen aan de noordzijde van de Koningsweg, nabij de ingang van het nationale park "De Hoge Veluwe". Het perceel is ter plaatse van de bunker enkele meters afgegraven. De vloer van de begane grond ligt ca. 4 meter lager dan het maaiveld. De bunker is in opdracht van de bezetter gebouwd in de jaren 1941-1943. De benodigde grondstoffen voor de ca. 33.000 m3 beton waaruit de bunker is samengesteld, werden aangevoerd via een aftakking van de spoorlijn Utrecht-Arnhem bij Wolfheze (thans niet meer aanwezig). Enkele dagen voor de terugtrekking hebben de Duitsers tevergeefs geprobeerd deze betonnen kolos op te blazen. Alleen de inventaris werd volledig verwoest. Sedert 1952 is de bunker in gebruik bij de Rijksarchiefdienst. Ter vergroting van de opslagcapaciteit zijn in 1974 tussenvloeren gemaakt in de grote centrale ruimte.
Omschrijving
Grote betonnen BUNKER (lxbxh: ca. 61,5 x 39,5 x 23 meter inclusief vloerplaat) van 4,5 bouwlaag op rechthoekig grondplan. De gevels van deze hoofdvorm zijn gesloten. Het platte dak heeft een afgeronde, enigszins uitstulpende rand. De uitgebouwde T-vormige entree is op verdieping-niveau tegen de zuidgevel geplaatst (Koningsweg-zijde). De ingangen bevinden zich in de linker en rechter zijde van deze uitbouw. De linker ingang is thans dicht gezet.
Tegen de oostzijde van de bunker bevindt zich over de gehele lengte een lager voorgebouw van drie bouwlagen met plat dak. Dit gebouwonderdeel met een diepte van ca. 8 meter heeft een beduidend lichtere constructie dan het hoofdgebouw. De gevels van het voorgebouw hebben een vrij regelmatige indeling van vensterassen: grote rechthoekige muuropeningen waarin verdiept gelegen stalen ramen; de vensteropeningen van de eerste en tweede bouwlaag zijn thans gedeeltelijk dicht gemetseld. De buitenmuren hebben een brede basis en verjongen zich ter hoogte van de eerste bouwlaag. De ruimtelijke indeling van het INTERIEUR is nog goeddeels intact. Midden in het gebouw bevindt zich een grote rechthoekige ruimte met een hoogte van ca. 13,5 meter. De vloer, de wanden en het plafond van deze ruimte variëren in dikte van ca. 2,80 tot 4,00 meter. Slechts één deur verschafte toegang tot dit zenuwcentrum. De schil rondom deze centrale ruimte is opgedeeld in 4,5 bouwlaag, met per bouwlaag een rondgaande gang met zijvertrekken (o.a. restanten van zes toiletgroepen) en trappenhuizen aan de korte zijden (betonnen bordestrappen). Aan de lange zijden grenzen de gangen aan de buitenmuren. Deze massieve buitenmuren zijn ca. 3,5 meter dik. In de kelder bevinden zich verwarmingsruimten (oorspronkelijke verwarming met kolenkachels) en een ruimte met de restanten van een dieselaggregaat voor de opwekking van elektriciteit. In de uitgebouwde entree bevindt zich een brede trap die naar beneden leidt. Slechts enkele van de oorspronkelijke stalen (dubbele) deuren zijn bewaard gebleven.
Waardering

- Van architectuurhistorische waarde als een qua type, omvang en zwaarte unieke betonnen bunker in Nederland die op Duits gezag is gebouwd. Het object is een voorbeeld van een in exterieur goeddeels gaaf en herkenbaar gebleven verdedigingswerk waarin zeer zware gewapend betonconstructies zijn toegepast. De oorspronkelijke interieurelementen zijn verwijderd; de ruimtelijke indeling is nog grotendeels intact en herkenbaar. Voorts is het object van belang wegens de functionele zeldzaamheid: "Diogenes" is de enige bunker in zijn soort in Nederland. In West-Europa hebben de Duitsers slechts enkele van deze bunkers gebouwd.

Large concrete BUNKER (lxbxh: approximately 61.5 x 39.5 x 23 metres including floor slab) of 4.5 storeys on a rectangular ground plan. The facades of this main form are closed. The flat roof has a rounded, somewhat protruding edge. The extended T-shaped entrance is positioned at storey level against the south facade (Koningsweg side). The entrances are located on the left and right sides of this extension. The left entrance is now sealed.
Against the east side of the bunker there is a lower outbuilding of three storeys with a flat roof running the full length. This building component with a depth of approximately 8 metres has a considerably lighter construction than the main building. The facades of the outbuilding have a fairly regular arrangement of window bays: large rectangular wall openings with inset steel frames; the window openings of the first and second storeys are now partially bricked up. The external walls have a broad base and taper at the level of the first storey. The spatial layout of the INTERIOR is still largely intact. In the middle of the building is a large rectangular room with a height of approximately 13.5 metres. The floor, walls and ceiling of this room vary in thickness from approximately 2.80 to 4.00 metres. Only one door provided access to this nerve centre. The shell surrounding this central room is divided into 4.5 storeys, with each storey having a circulation corridor with side rooms (including remains of six toilet groups) and staircases at the short sides (concrete straight stairs). On the long sides, the corridors adjoin the external walls. These massive external walls are approximately 3.5 metres thick. In the basement are heating rooms (original heating with coal stoves) and a room with the remains of a diesel generator for generating electricity. In the extended entrance is a broad staircase leading downwards. Only a few of the original steel (double) doors have been preserved.
