Inleiding
VILLA in Eclectische trant naar ontwerp van A. van der Steur uit 1865. Het pand behoort tot de bouwstroom die in hoofdzaak tussen 1864 en 1870 resulteerde in de realisering van elf villa's op de Bolwerken. Deze Bolwerken waren kort na 1821 naar ontwerp van J.D. Zocher jr. tot geaccidenteerd wandelpark in Engelse landschapsstijl getransformeerd. De villa werd in 1907 aan de oostzijde naar ontwerp van J.A.G van der Steur met enige vertrekken uitgebreid. Toen werd ook de inmiddels verdwenen houten serre aan de westzijde met één bouwlaag verhoogd. De plaats van deze serre is nog herkenbaar aan de vensteropeningen zonder lijstwerk. Na 1970 werd de raamindeling van de vensters en de indeling van de ingangspartij gewijzigd. Toen werden ook de lage balustraden van balkon en plat met een (verwijderbaar) hekwerk verhoogd. Het pand is sedert jaren in gebruik als kantoor.
Omschrijving
De villa heeft een grondplan dat bestaat uit twee gelijke, met de lange zijde tegen elkaar liggende rechthoeken die ten opzichte van elkaar zijn verschoven. Het pand heeft twee bouwlagen onder samengestelde kap. De met zwarte Hollandse pan gedekte kap bestaat uit een aantal zadeldaken met overstek en flauwe helling. Het muurwerk bestaat uit witgepleisterde baksteen op donkere plint.
De hoofdvorm van de villa wordt bepaald door een lang bouwvolume met langskap aan de achterzijde en twee haaks daarop staande kortere volumen met dwarskappen aan de voorzijde. De symmetrische voorgevel (zuid) heeft een breedte van drie vensterassen. Tussen de beide dwarse volumen, elk ter breedte van één vensteras, bevindt zich een terugliggende partij met langskap waaruit een op twee vierkante pijlers rustend balkon naar voren springt. Onder dit balkon, dat is voorzien van een laag hekwerk, bevindt zich de hoofdingang. Net als de voorgevel bestaan zij- en achtergevels uit relatief veel muurwerk waarin zich respectievelijk twee en drie vensterassen bevinden. De vensterassen in de kopse zijden van de bouwvolumes worden van plint tot geveltop benadrukt door een licht vooruitspringende decoratie in neoclassicistische trant. Deze gepleisterde decoratie bestaat uit een stapeling van borstweringen en vensteromlijstingen. In de linkerzijgevel (west) bevindt zich in deze vensteras een vooruitspringende partij met bewerkte hoeklisenen en hoofdgestel waarin zich terrasdeuren bevinden. De bovenzijde fungeert als plat dat vanuit de verdieping wordt bereikt. Het plat heeft net als het balkon aan de voorzijde een laag ijzeren hekwerk tussen vierkante pijlers.
Bijna alle vensters zijn rechthoekig, alleen de kleine vensters in de geveltoppen worden halfrond beëindigd. De omlijstingen van deze vensters worden ter hoogte van de kapvoet door getande horizontale lijsten met de gevelhoeken verbonden. De rechthoekige vensters die in de benadrukte vensterassen liggen zijn van groot formaat. Bij de wijziging van de raamindeling bleven de uit oogpunt van constructie onmisbare middenstijlen van de kozijnen gehandhaafd.
Waardering
De uit 1865 daterende, Eclectische villa van algemeen belang wegens cultuur- en architectuurhistorische waarde als goed voorbeeld van een woonhuis voor welgestelden uit het derde kwart van de 19de eeuw, voorts wegens ensemblewaarde als beeldbepalend onderdeel van de 19de-eeuwse villa-bebouwing die vooral tussen 1864 en 1870 in relatie tot de landschappelijke aanleg van de Bolwerken tot stand kwam.

VILLA in Eclectic style designed by A. van der Steur from 1865. The building belongs to the construction movement that mainly between 1864 and 1870 resulted in the realisation of eleven villas on the Bolwerken. The villa was extended in 1907 on the east side according to a design by J.A.G van der Steur with some additional rooms. At that time the wooden conservatory on the west side, which has since disappeared, was also raised by one storey. The location of this conservatory is still recognisable from the window openings without mouldings. After 1970 the glazing pattern of the windows and the arrangement of the entrance section were altered. Description
The villa has a ground plan consisting of two equal rectangles positioned with their long sides against each other and offset in relation to one another. The building has two storeys under a composite roof structure. The roof, covered with black Dutch tiles, consists of a number of gabled roofs with overhang and shallow pitch. The masonry consists of whitewashed brick on a dark plinth.
The main form of the villa is determined by a long building volume with longitudinal roof on the rear and two shorter volumes at right angles to it with transverse roofs on the front. The symmetrical front facade (south) has a width of three window bays. Between the two transverse volumes, each the width of one window bay, is a recessed section with longitudinal roof from which a balcony resting on two square pillars projects forward. Beneath this balcony, which is furnished with a low railing, is the main entrance. Like the front facade, the side and rear facades consist of relatively much masonry in which two and three window bays are respectively located. The window bays in the gable ends of the building volumes are emphasised from plinth to gable top by a slightly projecting decoration in neoclassical style. This plastered decoration consists of a layering of balustrades and window surrounds. In the left side facade (west) there is in this window bay a projecting section with worked corner mouldings and main cornice in which terrace doors are located. The upper part functions as a flat roof accessed from the upper storey. The flat roof, like the balcony on the front, has a low iron railing between square pillars.
Almost all windows are rectangular, only the small windows in the gable tops are finished with a semicircle. The surrounds of these windows are connected at the height of the roof edge by toothed horizontal mouldings to the gable corners. The rectangular windows located in the emphasised window bays are of large format. When the glazing pattern was altered, the mullions of the frames, which were essential from a structural point of view, were retained.
Valuation
