Inleiding
WOONHUIS, gebouwd in 1882 in Neogotische stijl in opdracht voor de koopman Th. J. de Louw. Het huis heeft ook gediend als woonhuis van de kantonrechter Van Hovel tot Westerflier. In de latere tijd werd het huis gepleisterd. Nadat het pand in 1984 op de gemeentelijk monumentenlijst is geplaatst werd het weer ontpleisterd en gezandstraald.
Omschrijving
Het onderkelderd bakstenen pand heeft twee bouwlagen, vier vensterassen en een zadeldakje met daarachter een plat dak. De bekleding van het dak is vernieuwd.
De linkergevel grenst aan het buurpand. De rechtergevel staat vrij, nu het bijbehorende poortje en het buurpand zijn geamoveerd.
De gevel is vanaf de hardstenen plint opgetrokken uit lichtbruine baksteen. De rechtertravee is iets breder en wordt door lisenen gekleed en bekroond met een trapgevel. Rechts en links van de paneeldeur zijn de rechthoekige kelderlichten zichtbaar. Boven alle T-vensters segmentbogen, eronder hardstenen dorpels. Het kozijnwerk is in vereenvoudigde vorm teruggerestaureerd. De vernieuwde paneeldeur is te bereikenen via zes hardstenen treden. In de segmentboog boven de deur bevinden zich tegeltjes in vlechtwerkpatroon. Boven de raambogen op de verdieping zijn gekrulde sierankers geplaatst die tesamen het woord ANNO vormen. Op de hoeken en tussen de drie vensters zijn verdikte liseenachtige elementen gezet, geplaatst op kwartholle consoles en voorzien van een sleuf met sierblokjes. De lisenen zetten zich rechts in de gevel voort als een topgevel met trappen. In de rechter- en linkergevel zij identieke traptopgevels, die daarmee het zadeldakgedeelte tussen elkaar in opnemen. Alle trappen zijn voorzien van geprofileerde afdekplaten. In de topgevel aan de straatzijde bevindt zich een raam onder segmentboog met sleuven aan de zijden met sierblokjes en een kalksteen vierpas boven het venster. Het dakvlak wordt onderbroken door twee dakkapellen onder zadeldak met in het voorschild een uitgesneden driepas.
Waardering
Het woonhuis, dat nu in gebruik is als restaurant, is van belang vanwege de stijl, die zowel Neo-Gotische als Neo-Renaissance detaillering heeft. Het relatief gave pand is belangrijk vanwege de ligging in het centrum en de relatie tot de gafheid van de stedelijke omgeving en de hoogwaardige kwaliteit van de overige bebouwing.

DWELLING, built in 1882 in Neo-Gothic style at the commission for merchant Th. J. de Louw. The house also served as dwelling of the cantonal judge Van Hovel tot Westerflier. Description
The brick building with basement has two storeys, four window bays and a small gabled roof with a flat roof behind it. The roofing has been renewed.
The left gable borders the neighbouring building. The right gable stands free, now that the associated small gateway and the neighbouring building have been removed.
The gable is built up from the sandstone plinth of light-brown brick. The right bay is slightly wider and is dressed by lisenes and crowned with a stepped gable. To the right and left of the panel door the rectangular basement lights are visible. Above all T-windows segmental arches, beneath them sandstone sills. The window frames have been restored in simplified form. The renewed panel door is reached via six sandstone steps. In the segmental arch above the door are tiles in interlaced pattern. Above the window arches on the upper storey are placed curved ornamental wall anchors which together form the word ANNO. On the corners and between the three windows are thickened lisene-like elements placed on quarter-round corbels and provided with a slot with ornamental blocks. The lisenes continue on the right in the gable as a top gable with steps. In the right and left gable are identical stepped top gables, which thereby enclose the gabled roof section between them. All steps are provided with moulded coping plates. In the top gable on the street side is a window under a segmental arch with slots on the sides with ornamental blocks and a limestone quatrefoil above the window. The roof plane is interrupted by two roof dormers under gabled roof with a trefoil cut out in the front face.
Valuation
The dwelling, which is now in use as a restaurant, is of importance because of the style, which has both Neo-Gothic and Neo-Renaissance detailing. The relatively well-preserved building is important because of its location in the centre and the relationship to the integrity of the urban surroundings and the high quality of the other buildings.
