Inleiding
De WATERTOREN met bijbehorende aanbouw van een bouwlaag van de voormalige tabaksfabriek Louis Dobbelman, naar ontwerp van P.D. Stuurman uit 1940, is vormgegeven in gematigde Zakelijke Expressionistische trant en wordt gekenmerkt door een samenstel van blokvormige bouwmassa's. Het gebouw werd waarschijnlijk behalve als watertoren ook als pakhuis gebruikt wat de rechthoekige, en voor een watertoren bijzondere, bouwvorm verklaart.
Omschrijving
Hoog opgaand rechthoekig bouwvolume met een lager aangebouwd deel (oost),opgemetseld in rode baksteen onder platte daken met betonnen overstek. De vensters hebben stalen kozijnen en betonnen waterdorpels. Drie gevels van het hoge deel zijn op de drie verdiepingen voorzien van twee vierlicht vensters. Onder de dakrand zijn aan alle zijden twee ronde vensters geplaatst. De zuidelijke gevel heeft drie onder elkaar geplaatste luiken met aan weerszijden een drielicht venster. Daarboven is een hijsblak bevestigd. De toren is toegankelijk via een ijzeren trap die eindigt in een deur op de eerste verdieping. De begane grond van de toren en de gevels van de eenlagige aanbouw zijn voorzien van grote meerruitsvensters. De watertoren is voorzien van een betonnen reservoir dat bovenin het gebouw geplaatst is.
Waardering
De watertoren is van algemeen belang vanwege de cultuurhistorische waarde als oorspronkelijk en gaaf onderdeel van de tabaksfabriek van Dobbelman en daarmee als representatief voorbeeld van industrieel erfgoed uit de periode 1850-1940 in Nederland. De watertoren is tevens van algemeen belang vanwege de architectuurhistorische waarde wegens de Zakelijk Expressionistische bouwtrant die kenmerkend is voor de bouwperiode en een belangrijke stroming was in de ontwikkeling van de jongere Nederlandse architectuur in de eerste helft van deze eeuw. Het pand is nagenoeg gaaf in hoofdvorm, materiaalgebruik en detaillering. De watertoren heeft daarnaast ensemblewaarde als historisch-functioneel onderdeel van het fabriekscomplex en is beeldbepalend gesitueerd aan de Noordkade.
