Inleiding
Het KANTOORGEBOUW van de voormalige tabaksfabriek Louis Dobbelman naar ontwerp van P.D. Stuurman uit 1940 is vormgegeven in Zakelijke Expressionistische trant en wordt gekenmerkt door een samenstel van blokvormige bouwmassa's. Het rijk uitgevoerde interieur, geïnspireerd op voorbeelden van tijdgenoten als Friedhoff en Van der Steur, verkeert deels in oorspronkelijke staat. De drie grote glas-in-loodramen in het trappenhuis zijn in mei 1941 geschonken door het personeel van de fabriek. De figuratieve voorstellingen in het glas hebben betrekking op de verschillende stadia van groei, handel en fabricage van tabak.
Omschrijving
Het grotendeels onderkelderde kantoorgebouw bestaat uit drie blokvormige bouwmassa's onder platte daken met betonnen overstek. Het tweelaagse risalerende hoofdvolume wordt geflankeerd door een korte en een lange zijvleugel, beide van één bouwlaag. In de gevels, die zijn opgetrokken in een fors formaat roodbruine handvormsteen zijn grote 6-ruits vensters geplaatst metstalen kozijnen en betonnen waterdorpels. Het hoofdvolume heeft een symmetrische voorgevel (oost) met entreepartij in een middenrisaliet dat iets boven het dak uitsteekt. Voor de dubbele geverniste glasdeur met sierlijk gesmeed traliewerk een betonnen trap van vijf treden onder een betonnen luifel op kolommen. Boven de luifel in de risaliet bevinden zich drie grote stalen vensters tussen risalerende muurdammen met witgepleisterde koppen. In de geveldelen aan weerszijden van de middenrisaliet zijn vensters in rechthoekige spaarvelden geplaatst. De vleugel ter rechterzijde van het hoofdvolume bevat 3 vensters en in de langgerekte vleugel ter linkerzijde een ritmische reeks van 17 vensters met doorlopende waterdorpel. De indeling van de achtergevel (west) is nagenoeg vergelijkbaar met die van de voorgevel, alleen rechts van het hoofdvolume is een deel van de lange vleugel iets verbreed en bevat een achteruitgang onder betonnen luifel. Rechts van de entreepartij in de gevel 8 vensters en in de kopse gevel 5 met voor de centrale ingangspartij een trap. Op het dak van het hoofdvolume is een goudkleurige windvaan met een pelikaangeplaatst. Interieur Het rijk uitgevoerde interieur bevat onder meer een zeer monumentale hal met trappenhuis en enkele vertrekken met oorspronkelijke betimmering. In de hal een tochtpui en grote keizerstrap met ter hoogte van het trapbordes drie grote gebrandschilderde glas-in-loodramen. De vensters zijn voorzien van diverse voorstellingen zoals een uit de as herrijzende phoenix (die verwijst naar het bombardement op het Rotterdamse filiaal van de fabriek) tussen afbeeldingen van het Waddinxveense en waarschijnlijk het Rotterdamse fabriekscomplex, een tabaksplantage, een haventafereel met schip en diverse wapenschilden. De trap is uitgevoerd in travertin, evenals de vloer en lambrizering in de hallen. De trappalen op de begane grond zijn versierd met plastische ornamenten in Art-Decostijl. Deuren in donkere houtimitatie, evenals verwarmingskasten met marmeren blad. Op de verdieping voormalige directievertrekken met oorspronkelijke houten lambrizeringen, waarin schouwen en kasten zijn opgenomen.
Waardering
Het kantoorgebouw is van algemeen belang vanwege de cultuurhistorische waarde als oorspronkelijk en gaaf onderdeel van de tabaksfabriek van Dobbelman en daarmee als representatief voorbeeld van industrieel erfgoed uit de periode 1850-1940 in Nederland. Het pand is tevens van algemeen belang vanwege de architectuurhistorische waarde wegens de Zakelijk Expressionistische bouwtrant die kenmerkend is voor de bouwperiode en een belangrijke stroming was in de ontwikkeling van de jongere Nederlandse architectuur in de eerste helft van deze eeuw. De vormgeving van met name de representatieve vertrekken in het interieur vertoont invloed van tijdgenoten als Friedhoff en Van der Steur. Het pand is nagenoeg gaaf in hoofdvorm, materiaalgebruik en detaillering, zowel het exterieur als een groot deel van het interieur. Het pand heeft daarnaast ensemblewaarde als hoofdonderdeel van het voormalige fabriekscomplex en is beeldbepalend gesitueerd aan de Noordkade.

The OFFICE BUILDING of the former Louis Dobbelman tobacco factory, designed by P.D. Description
The largely basement office building consists of three block-shaped building masses under flat roofs with concrete overhangs. The two-storey projecting main volume is flanked by a short and a long side wing, both of one storey. In the facades, which are built in a large-format reddish-brown hand-moulded brick, large 6-pane windows are placed with steel frames and concrete drip mouldings. The main volume has a symmetrical front facade (east) with an entrance section in a central projection that protrudes slightly above the roof. In front of the double glazed glass door with elegant forged ironwork is a concrete staircase of five steps under a concrete canopy on columns. Above the canopy in the projection are three large steel windows between projecting wall piers with white-plastered heads. In the facade sections on either side of the central projection are windows placed in rectangular spandrel fields. The wing to the right of the main volume contains 3 windows and in the elongated wing to the left a rhythmic series of 17 windows with continuous drip moulding. The arrangement of the rear facade (west) is almost comparable to that of the front facade, only to the right of the main volume a part of the long wing is slightly widened and contains a rear exit under concrete canopy. To the right of the entrance section in the facade 8 windows and in the gable end 5 with a staircase for the central entrance section. On the roof of the main volume is a gold-coloured weathervane with a pelican. Interior The richly executed interior contains, among other things, a very monumental hall with stairwell and several rooms with original wood panelling. In the hall a draught lobby and large imperial staircase with, at the level of the landing, three large stained-glass windows. The windows feature various representations such as a phoenix rising from the ashes (which refers to the bombing of the Rotterdam branch of the factory) between images of the Waddinxveen and probably the Rotterdam factory complex, a tobacco plantation, a harbour scene with ship and various coats of arms. The staircase is executed in travertine, as is the floor and wainscoting in the halls. The stair posts on the ground floor are decorated with plastic ornaments in Art Deco style. Doors in dark wood imitation, as well as heating cabinets with marble tops. On the first floor former director's rooms with original wooden wainscotings, in which fireplaces and cupboards are incorporated.

The office building is of general importance because of its cultural-historical value as an original and intact component of the Dobbelman tobacco factory and thus as a representative example of industrial heritage from the period 1850-1940 in the Netherlands.
