Inleiding
Het noordelijk deel van de voormalige vestingwerken is tussen 1886 en 1894 bebouwd in één bouwstijl met voornamelijk trekken van de Hollandse Neo-Renaissance. Dit WOONHUIS, met trekken van de Um 1800-stijl, ligt op de hoek van de Van Twickelostraat en de Kapjeswelle, aan de IJssel. Het pand is gebouwd in 1894, naar ontwerp van H.H. Kramer uit Leeuwarden. Opvallend is de sobere classicistische eenvoud waarin het pand uitgevoerd is.
Vanaf de jaren dertig zijn in het pand instanties voor keuring van zuivelprodukten gehuisvest; tot 1982 het Botercontrolestation Gelderland - Overijssel en van 1958 tot 1993 de Stichting Regionaal orgaan voor Melkhygiëne Oost Nederland.
De erfscheiding bestaat uit een smeedijzeren HEK op een lage muur met ezelsrug, deels onderbroken door de zijgevel, eindigend in een pijler met natuurstenen bekroning.
Omschrijving
Woonhuis opgetrokken in baksteen over twee bouwlagen onder een afgeknot schilddak met leien in Maasdekking. Het pand staat op een deels natuurstenen plint, heeft een overstekende houten kroonlijst en een gepleisterde waterlijst op de verdiepingscheiding. Alle vensters zijn rechtgesloten, op de begane grond onder segmentbogen met bakstenen boogtrommels, op de verdieping onder rondbogen met betegelde boogtrommels.
De entree bevindt zich in de zijgevel (N) in een portiek met een drielicht op consoles in het gevelvlak. Rechts op beide verdiepingen een drieruits schuifvenster, links op de begane grond één en op de verdieping twee schuifvensters.
De hoofdgevel aan de IJssel heeft een sterk vooruitstekende uitbouw over twee verdiepingen onder een steekkap. Het gevelvlak rechts van de uitbouw ligt ver terug, en heeft op de begane grond een serre-achtige erker onder een met leien gedekt dakschild en een balkon op de verdieping. Links van de uitbouw eveneens een erker met dakschild en balkon. De vensters zijn met persiènnes behangen. Op de verdieping een ingemetselde natuurstenen "fontein" met zeemonster en schelpmotieven. De achterzijde wordt gedomineerd door de aanbouw waarin zich het trappenhuis bevindt, dat achterom bereikbaar is via een deur met stoep. Van het INTERIEUR is de indeling intakt, enkele architectonische details zijn eveneens bewaard gebleven, o.a. stucplafonds, schouwen en terazzo-vloeren.

Woonhuis van algemeen architectuurhistorisch en stedebouwkundig belang vanwege:

Introduction
The northern part of the former fortification works was built between 1886 and 1894 in a single architectural style with predominantly Dutch Neo-Renaissance features. This DWELLING HOUSE, with features of the Around 1800 style, is located on the corner of Van Twickelostraat and Kapjeswelle, on the IJssel. The building was constructed in 1894, designed by H.H. Kramer from Leeuwarden. Noteworthy is the sober classical simplicity in which the building was executed.
Since the nineteen-thirties, the building has housed authorities for inspection of dairy products; until 1982 the Butter Control Station Gelderland - Overijssel and from 1958 to 1993 the Foundation Regional Body for Milk Hygiene East Netherlands.
The boundary fence consists of a wrought-iron GATE on a low wall with a half-hipped roof finish, partly interrupted by the side facade, ending in a pillar with natural stone coping.
Description
Dwelling house built in brick over two storeys under an hipped roof with slates in Maas bond. The building stands on a partly natural stone plinth, has an overhanging wooden cornice and a plastered drip moulding on the storey division. All windows are straight-topped, on the ground floor beneath segmental arches with brick arch voussoirs, on the upper storey beneath round arches with tiled arch voussoirs.
The entrance is located in the side facade (N) in a porch with a three-light opening on consoles in the facade plane. On the right on both storeys a three-pane sash window, on the left on the ground floor one and on the upper storey two sash windows.
The main facade facing the IJssel has a strongly projecting extension over two storeys under a steeper roof. The facade plane to the right of the extension is set well back, and has on the ground floor a conservatory-like bay window under a slate-covered roof section and a balcony on the upper storey. To the left of the extension likewise a bay window with roof section and balcony. The windows are hung with venetian blinds. On the upper storey an inset natural stone "fountain" with sea monster and shell motifs. The rear is dominated by the extension in which the staircase is located, accessible from the rear via a door with steps. The INTERIOR layout remains intact, several architectural details have likewise been preserved, among others stucco ceilings, fireplaces and terrazzo floors.
