INLEIDING
Het Fort bij Velsen maakt onderdeel uit van de voormalige Stelling van Amsterdam, de kringstelling van permanente verdedigingsbouw rond de hoofdstad, die tevens gold als Nationaal Reduit en werd aangelegd tussen 1880 en 1920 door het Departement van Oorlog. Naar militaire bevelstructuur behoorde het fort tot sector Zaandam, groep Westzaan, vak Zuidereinde.
Het Fort bij Velsen ligt op de oostoever aan Zijkanaal A, waar dit kanaal van het Noordzeekanaal aftakt. De hoofdverdedigingslijn loopt over de liniewal die de forten aan de St. Aagtendijk en Zuidwijkermeer verbindt. Het Fort bij Velsen neemt een positie in als vooruitgeschoven post tussen de forten aan de St. Aagtendijk en Zuidwijkermeer. De kapitaal (frontas) van het fort is op het westen gericht. Met de aanleg van het Noordzeekanaal werd een nieuwe en zeer belangrijke ontsluiting van de hoofdstad verkregen, die tevens een nieuw en belangrijk acces vormde dat extra bescherming vergde. Behalve door het Kustfort bij IJmuiden en het Fort Zuidwijkermeer kwam er een derde fort aan het kanaal: het Fort bij Velsen. Bestemming van het fort was: 'Afsluiting en verdediging van den naar het W. loopenden tak v/h Noordzeekanaal met zijne oevers. De koepelvuurmonden dienen voorts tot het beschieten van de vijandelijke insluitingstroepen'. Het fort maakt onderdeel uit van de Liniedijk Krommeniedijk-Zuidwijkermeer. De 'Bijzondere bezettingsstaat 1913 van de Stelling' bepaalde voor dit fort een manschappentotaal van 318. Data voor de aanleg van aardwerk en het verdedigbaar aardwerk daarop zijn niet exact te geven (maar waarschijnlijk wel vindbaar in de niet geraadpleegde bronnen). Rond 1885 moeten de eerste werkzaamheden hebben plaatsgevonden aan het eiland. Het verdedigbaar maken volgens het Kleine Plan zal omstreeks 1895 zijn uitgevoerd. De bomvrije fortgebouwen dateren uit 1899. Daarmee vormt het fort een van de eerste die voltooiing kregen, in navolging van de forten Vijfhuizen en Veldhuis en gelijktijdig met die aan de Liebrug en St. Aagtendijk. Al deze vroege werken vertonen in aanleg een eigen oplossing voor de plaatsing van het geschut, die uiteindelijk tot een definitieve vereenvoudigde vorm zou leiden. Fort bij Velsen neemt onder deze een unieke positie in door de uitrusting met drie snelvuurkanonnen, waarvan er thans (1992) nog één resteert.
Het Fort bij Velsen bestaat uit de volgende onderdelen:
- een forteiland;
- een fortgracht;
- restanten van de betonnen fortbebouwing met onderdelen van het oorspronkelijke geschut;
- een genieloods;
- keelbeplanting.
Het hoofdgebouw en poternegebouw van het bomvrije complex zijn in de jaren 1980 gesloopt. Eerder verdwenen de stenen en houten woning op de terreinhoek aan de overzijde van de Kanaalweg ten zuidoosten van het fort. Aan Zijkanaal A en daartegenover aan de Zuidwijkermeerpolder lagen twee sluiswerken voor het inlaten van inundatiewater op die polder.
Voor de aanleg en structuur van het oorspronkelijke fort is de compositie van het groen, waaronder de structuur van de aanplant van de keelbeplanting, van belang en beschermenswaardig.
OMSCHRIJVING
Het Fort bij Velsen bevat de volgende te beschermen onderdelen: het forteiland, de nog aanwezige restanten van de fortbebouwing, de fortgracht, de keelbeplanting en de genieloods
Het brede forteiland wordt gemaakt door een langgerekt lichaam van duinzand dat aan de frontzijde een zeer stompe punt maakt, korte flanken heeft en aan de keelzijde twee maal flauw uitzwenkt ter hoogte van de voormalige keelkazematten. Het eiland wordt bereikt over een dam links van de kapitaal, op de plaats waar oorspronkelijk een wegneembare brug lag. De aardwerken van het eiland bestaan uit een frontwal die nog op de flanken aanwezig is. Van de betonnen bebouwing resteert alleen het voorgebouw met daarin de plekken voor het snelvuurkanon en de twee hefkoepels.
Het voorgebouw is opgetrokken uit steenslagbeton. De (ongewapende) betonnen fundering rust op onderheid roosterwerk. Onder lokaal 10 ligt een waterkelder. Het voorgebouw bestaat uit twee vleugels die als massa symmetrisch zijn uitgevoerd. Centraal is de aansluiting op het poternegebouw afleesbaar. Naar links en naar rechts liggen naast elkaar vijf lokalen over de diepte van het gebouw, die aan de keelzijde geopend zijn en onderling gescheiden worden door middenrechtstanden waarop de gewelfbogen rusten. Bij de wandopeningen en de doorgangen werden houten sponningen en hardstenen onderdorpels toegepast, overeenkomstig het materiaalgebruik volgens het standaardontwerp (tot 1908). Aan de keelzijde van het hoofd- en voorgebouw waren de wandopeningen voorzien van pantserstalen luiken en deuren en houten binnenramen en -deuren. Deze zijn alle verwijderd. Via openingen in de tussenwand zijn de ruimten onderling verbonden. De ruimten op de hoeken waren in het ontwerp gedacht voor de hefkoepels die bij de uitvoering achterwege zijn gebleven. Wel is dit uitgangspunt nog te zien in de cilindrische beëindiging van de bouwmassa op de fronthoeken. De buitenprivaten in de vleugelmuur rechts zijn als ruimte herkenbaar.
De voorruimte, lokaal 3, bevat een met houten wand afgescheiden buskruitopslag ('Buskruit') en maakt een brede doorgang naar de cilindrische geschutruimte, lokaal 14, die tevens vanuit de nevenlokalen 4 en 5 te bereiken is (in afwijking van de ontwerptekening). Van bijzondere waarde zijn de nog aanwezige onderdelen van het geschut. Het geschut wordt aangeduid als "pantseraffuit met kanon van 15 cm 1. 24, 1900, Krupp-Gruson". In de betonnen mantel zijn drie constructieve eenheden te onderscheiden: een verticale stalen constructie die het kanon en dekpantser draagt; het dekpantser ingebed in een ring (het voorpantser) en de geschutinrichting zelf die zich op halve hoogte bevindt (omsloten door een vaste tussenvloer). De navolgende beschrijving houdt de niveaus aan. De benedenruimte op niveau van de fortgebouwen toont hoe de constructie slechts gedragen wordt door een verticale as in het centrum van de ruimte. Deze draagspil rust in een voet met lagers en ringen en bezit een grote horizontale tandwieloverbrenging. Met behulp van de naast geplaatste lier met zwengel kan het geheel worden geheven zodat de koepel en het kanon even vrijkomen van de bovendekking. Het geschut kan vervolgens met een dubbele lierkast rondgedraaid worden. Voordat de draagspil wordt opgevangen wordt door de geleiders in de vloer van de tussenvloer, heeft deze draagspil een zwaar stalen tegenwicht dat het kanon in balans brengt. Verder zijn op dit niveau in de betonnen wand verticale transportsleuven uitgespaard waarin patronenliften naar de geschutruimte kunnen worden getransporteerd. Deze zitten in de zuidoostelijke en noordoostelijke muurdammen en bevatten elk twee liften, zijnde stalen beugels met ronde voeten voor steeds twee patronen boven elkaar, gevat tussen staande profielen. De lieren naast de liften verzorgden het transport naar boven. In een brede nis aan de frontzijde hangen hijskettingen en -haken. De tussenvloer (geschutruimte) bestaat uit getrokken stalen breedflens-profielbinten die vast in het muurwerk verankerd liggen op stalen I-profielen. De vloer is belegd met houten delen die in tegenwoordige staat op verschillende plekken ontbreken. In deze vloer die aan de onderzijde met stalen plaat is afgedekt, zijn behalve voor de centrale stam verschillende openingen van verschillende diameter uitgespaard. Dit tussenniveau kan worden bereikt via een stalen ladder vanuit de benedenruimte. Op dit tussenniveau bevindt zich ook de eigenlijke vuurinrichting, die het vervolg vormt op de draagspil beneden. Boven de vloer en los ervan verbreedt deze spil zich met een koppelstuk tot twee evenwijdige wanden. Deze wanden zijn zowel de onderbouw van de nikkelstalen koepel (het dekpantser) als de geleider van het kanon dat daartussen is geplaatst. De richtinstallatie id hier rondom verwerkt, bestaande uit tandwieloverbrengingen die met zwengels worden bediend. Voor de bediening is aan deze constructie een stalen vloer aangebracht die dus met het geschut meedraait. Het kanon heeft als gebruikelijk een getrokken loop. Door het 10cm dikke pantser zijn met schuiven afsluitbare kijkgaten aangebracht. In rust sluit het dekpantser aan op het voorpantser, de in het beton vervatte ring uit hardgegoten staal.
De smalle fortgracht is in zijn vorm niet meer conform de oorspronkelijke situatie: op de noordhoek is de gracht vergraven, zodat er een open verbinding met het zijkanaal is ontstaan; aan de zuidzijde is de fortgracht gedeeltelijk gedempt.
Direct ten oosten van het forteiland evenwijdig aan de fortgracht, bevindt zich een houten genieloods op rechthoekige plattegrond onder zadeldak.
Karakteristiek tenslotte is de hoogopgaande beplanting met iepen die vooral aan de Kanaalweg in twee rijen volgens het oorspronkelijke beplantingsschema intact is gebleven.
WAARDERING
Het Fort bij Velsen is van algemeen belang
a. vanwege architectuurhistorische waarde:
- als herkenbaar gebleven fortcomplex bestaande uit een forteiland met bebouwing, fortgracht, keelbeplanting en genieloods;
- als fort, gebouwd volgens de principes uit de eerste aanleg- en bouwfase van de Stelling van Amsterdam, met als restant van de fortgebouwen het in steenslagbeton opgetrokken voorgebouw met geschutonderdelen;
- vanwege het in de Stelling van Amsterdam uniek geworden stuk geschut, namelijk een pantseraffuit met kanon van 15 cm l. 24, 1900, Krupp-Gruson, dat in situ en nog merendeels intact is;

The intermediate floor (gun room) consists of drawn steel wide-flange profile beams firmly anchored in the masonry on steel I-profiles. The narrow fort ditch no longer conforms in its form to the original situation: at the north corner the ditch has been deepened, creating an open connection with the side canal; on the south side the fort ditch has been partially filled in.
Directly east of the fort island parallel to the fort ditch is a wooden engineer's shed on a rectangular plan under a gabled roof.
Characteristic finally is the tall-growing planting of elm trees which especially at the Kanaalweg in two rows according to the original planting scheme has remained intact.

- as a fort, built according to the principles of the first construction and building phase of the Stelling van Amsterdam, with as a remnant of the fort buildings the front building constructed of tar-bound aggregate concrete with gun components;
- on account of the gun becoming unique in the Stelling van Amsterdam, namely an armoured gun carriage with 15 cm cannon l. 24, 1900, Krupp-Gruson, which is in situ and still largely intact;
- on account of the innovative building material (within the development of concrete and steel the materials nickel-steel and hardcast steel) and its application in military architecture.
b. on account of cultural and military-historical and ensemble value:
- as part of the ring fortification the Stelling van Amsterdam, which in 1996 was placed in its entirety on the List of UNESCO World Heritage;
