Inleiding
WONING VAN DE OPZICHTER VAN FORTIFICATIE, thans telefooncentrale van het Provinciaal Militair Commando in Limburg, gesitueerd op het terrein van de Tapijnkazerne, diagonaal op de St.Hubertuslaan geprojecteerd. Gebouwd in 1917, in opdracht van het Ministerie van Oorlog in een traditionele stijl, naar ontwerp van de Kapitein Eerstaanwezend Ingenieur der Genie van het Eerste Genie Commandement te Breda.
De dichtgemetselde veranda-uitbouw van een laag aan de achtergevel is van bescherming uitgesloten.
Omschrijving
Vrijstaande woning met twee bouwlagen op rechthoekige plattegrond onder schilddak, gedekt door grijze Hollandse betonpannen, met bakgoten op klossen en een dakkapel, met een geleed, rechthoekig houten venster.
Symmetrische gevelopbouw van de hoofdgevel aan de oostzijde met drie traveeën en een centraal portiek met paneeldeur, inclusief geleed bovenlicht. Dit portiek heeft een zandstenen latei op kraagstenen. Deze middenas wordt geaccentueerd door een rechthoekige dakkapel met geleed houten venster.
De zijgevels tellen twee vensterassen, de achtergevel heeft een onregelmatige indeling. Rechthoekige houten kruiskozijnen, met schuiframen en twaalfruits bovenlichten. Recente slagvaste voorzetramen in aluminium lijst.
Het geheel kenmerkt zich door een rode bakstenen optrek in kruisverband, met geprofileerde plint - voorzien van zandstenen lijst - , zandstenen hoekstenen in het portiek, dorpels, aanzet- en sluitstenen in de vensterstrekken, lelievormige smeedijzeren ankers. Kroonlijst met eenvoudige bloktanddecoratie. Smeedijzeren ankers.
Waardering
De vrijstaande opzichterswoning van de Tapijnkazerne is van cultuurhistorisch belang als bijzondere uitdrukking van een bestuurlijke en typologische ontwikkeling.
Uit oogpunt van architectuurhistorische waarden is het pand van bijzonder belang voor het oeuvre van het Wapen der Genie en vanwege de esthetische kwaliteit van het ontwerp.
Op het gebied van ensemblewaarden scoort de woning als zeer belangrijk onderdeel van het Maastrichtse singelgebied/villapark, dat architectuurhistorisch, cultuurhistorisch en stedebouwkundig van nationale waarde is; vanwege de situering die verbonden is met de ontwikkeling en uitbreiding van de stad; vanwege het belang voor het aanzien van de stad en vanwege de historisch-ruimtelijke relatie met de singel, de Jeker, de oude vestingwerken en het villapark.

DWELLING OF THE FORTIFICATION SUPERINTENDENT, now telephone exchange of the Provincial Military Command in Limburg, situated on the grounds of the Tapijnkazerne, diagonally projected onto the St.Hubertuslaan. Built in 1917, on commission of the Ministry of War in a traditional style, according to design by the Captain Senior Present Engineer of the Corps of Engineers of the First Corps of Engineers Command in Breda.
The bricked-up veranda extension of one storey on the rear facade is excluded from protection.
Description
Detached dwelling with two storeys on rectangular floor plan under hipped roof, covered with grey Dutch concrete tiles, with roof gutters on brackets and a dormer window, with a glazed, rectangular wooden window.
Symmetrical facade composition of the main facade on the east side with three bays and a central portico with panelled door, including glazed fanlight. This portico has a sandstone lintel on corbels. This central axis is accentuated by a rectangular dormer window with glazed wooden window.
The side facades have two window axes, the rear facade has an irregular arrangement. Rectangular wooden cross windows, with sash frames and twelve-pane fanlights. Recent impact-resistant secondary windows in aluminium frame.
The whole is characterized by a red brick construction in bond, with profiled plinth - provided with sandstone moulding - , sandstone corner stones in the portico, sills, reveal and closure stones in the window stretches, lily-shaped wrought iron anchors.
