Inleiding

Introduction

INSTITUTION BUILDING, known as the Second Institution, built in 1823 on behalf of the Society of Benevolence for the housing of orphans, workers' families and officials. The design is by General Johannes van den Bosch (founder of the Society of Benevolence). The square-shaped building provided with a moat, with sides of 145 metres, was at the time one of the largest building masses in the Netherlands. The building initially consisted of an inner and an outer shell. The inner shell provided space for 13 rooms for officials located on either side of the gate and furthermore for 12 halls which according to the original design provided shelter for orphans and later beggars and vagrants. Between the various halls, on either side of the rear gate, were 6 hall-keeper dwellings and 2 handicraft workrooms. The outer shell provided space for 9 rooms for officials, located on either side of the main gate and furthermore for 102 dwellings for workers' families, a school, a warehouse and 6 kitchens.

When the Ministry of Justice designated Veenhuizen as a State Penal Institution, the Second Institution had either to be renovated or replaced. Ultimately a new residential facility (Esserheem) was chosen and the conversion to a penal institution of the former Second Institution. This conversion was realised in 1900. Very probably at that time the now disappeared rope-making workshop (on the west side) was built. In 1928 the eastern side was demolished and replaced by a garage. Around that time part of the moat was also filled in.

Description

Situated on the axis of the Fifth Ward and provided with a moat, a building consisting of one storey, originally square-shaped with sides of approximately 145 metres. The whole is constructed in brick in a sober and functional style and is covered by a truncated gabled roof laid with tiles; simple gutter on corbels. The former main entrance (on the south side) is formed by a gate with a keystone bearing the year 1823 and the name W. Visser (Director of the colonies). Above the gate a roof turret with clock face and on either side a number of symmetrically placed roof dormers. On the north side a more simply designed gate. The facades are further articulated by simple doors and 6- and 20-pane windows (most of which with grilles).

Valuation

The Second Institution is of extraordinary cultural-historical, architectural, typological and urban design importance, as well as of importance for the history of Veenhuizen and as a functional main component of the complex.
