Inleiding
Het ca. 1875, in een sobere eclectische stijl gebouwde WOONHUIS had oorspronkelijk tevens een functie als KANTOOR van de havenmeester en later als kantoor van Waterstaat. Het pand is gesitueerd dichtbij de Noord Willemsvaart, niet ver van de plaats waar zich vroeger een stoomgemaal en een schutsluis bevonden. Aan de andere kant van het kanaal staat het in dezelfde periode gebouwde voormalige woonhuis van de sluiswachter. Het erf wordt begrensd door een giet- en smeedijzeren HEKWERK uit omstreeks 1910.
Omschrijving. Het hoofdvolume van het verdiepingloze huis is opgetrokken vanuit een rechthoekige plattegrond en is voorzien van een uitkragend, met pannen gedekt zadeldak met gesneden windveren en twee schoorsteenschachten op de nok. De vijf-assige symmetrische voorgevel is voorzien van gepleisterde hoeklisenen met casementen, getoogde vensters onder strekken en een entree met paneeldeuren onder bovenlicht met ruitvormige roedeverdeling binnen een profiellijst. De opgemetselde dakkapel met samengesteld venster heeft eveneens een zadeldak met gesneden windveren. De linker kopgevel is symmetrisch met twee getoogde vensters op de begane grond en een taatsdraaiend gietijzeren roosvenster in de top van de puntgevel. De rechter kopgevel is identiek. Tegen de achterzijde van het pand staat een lagere uitbouw (het voormalige kantoorgedeelte) onder schilddak. Dit bouwdeel is voorzien van rechtgesloten vensters onder rollaag en een houten ingangsportaaltje. Het giet- en smeedijzeren hekwerk dat het erf aan de wegzijde begrenst heeft eenvoudige Jugendstil-achtige bekroningen.
Waardering
Het karakteristieke, beeldbepalende pand met hekwerk aan de wegzijde is van belang vanwege de oorspronkelijke functie en de relatie met de voormalige sluiswachterswoning, de inmiddels verdwenen schutsluis en het eveneens niet meer bestaande stoomgemaal. Het is derhalve tevens belangrijk voor de geschiedenis van de infrastructurele en sociaal-economische ontwikkeling van Assen.

The HOUSE, built around 1875 in a sober eclectic style, originally also served as an OFFICE of the harbour master and later as an office of the Water Authority. The building is situated close to the Noord Willemsvaart, not far from where a steam pumping station and a lock formerly stood. The main volume of the single-storey house is constructed from a rectangular ground plan and is provided with an overhanging gabled roof covered with tiles with cut wind vanes and two chimney stacks on the ridge. The five-bay symmetrical front facade is provided with plastered corner pilasters with casements, arched windows under stretching and an entrance with panel doors under fanlight with diamond-shaped glazing bars within a profile moulding. The built-up dormer with composite window also has a gabled roof with cut wind vanes. The left side facade is symmetrical with two arched windows on the ground floor and a casement cast-iron rose window in the apex of the gable. The right side facade is identical. Against the rear of the building stands a lower extension (the former office section) under a hipped roof. This building section is provided with straight-across windows under a roll course and a wooden entrance portico. The cast and wrought iron fencing that bounds the site at the road side has simple Art Nouveau-like cresting.
Valuation
The characteristic, visually prominent building with fencing at the road side is of importance because of its original function and its relationship with the former lock-keeper's cottage, the now vanished lock and the equally non-existent steam pumping station. It is therefore also important for the history of the infrastructural and socio-economic development of Assen.
