The register's description

(Woning behorend tot het) volgens de principes van het Nieuwe Bouwen in 1933 door W. van Tijen, met medewerking van J.H. van den Broek en J. Uijterlinden, deels voor eigen rekening, ontworpen appartementengebouw met acht etagewoningen boven elkaar, genaamd Parklaanflat.

Het geheel is opgetrokken met behulp van een staalskelet met NP-profielkolommen en houten vloerbalken op een 9,50 x 18 meter metende rechthoekige grondslag, en telt acht bouwlagen, waarbij een voor gemeenschappelijk gebruik ingerichte kelder en beganegrond gedeeltelijk en met aan de NW-zijde een grote, niet geheel tot op de grond doorlopende rechthoekige erker en aan de ZW-zijde twee balcons terzijden per verdieping. Deze twee gevels zijn opgetrokken in donkergrijze verblendsteen op een granieten sokkel, afgewisseld door de zichtbaar gelaten betonnen bovendorpels der in witstalen kozijnen gevatte raam- en deurpartijen, en bij de ZW-gevel een lichtgekleurde verblendsteenstrook ter hoogte van de beganegrondverdieping. De boven de reeds bestaande bebouwing uitstekende NO-gevel is geheel blind, en opgetrokken in baksteen, afgewisseld door betonbanden; de begrenzing met de NW-gevel wordt op de hoek gemarkeerd door een strook van lichtgekleurde verblendsteen. De ZO-gevel is eveneens opgetrokken in baksteen, afgewisseld door betonbanden; de begrenzing met de ZW-gevel wordt hierbij op de hoek gemarkeerd door stroken van kleine zwarte tegels en van lichtgekleurde tegels op de beganegrondlaag. Te rechterzijde is, teruggerooid, een lage garage aangebouwd in baksteen, met donkergroene garagedeur. Op de hoogte van de eerste verdieping bevindt zich hierboven - met onderliggende open tussenruimte, en meer naar voren uitgebouwd - een plat afgedekt tussenlid, voorzien van een grijsgroene matglaspui met grijsgekleurd staalframe en twee dubbele vensters met witstalen verticale onderverdeling.

Op de achtste woonlaag is de oorspronkelijk voor het eigen gezin van de architect bestemde woning in omvang gehalveerd ten behoeve van een aan de NW-zijde ingericht dakterras, toegankelijk door middel van een stalen spiraaltrap en omheind door een matglazen borstwering en een hogeropgaand stalen buisframe.

De hoofdingang bevindt zich in een portiek met stoep rechts van het midden in de ZW-gevel; de geelbetegelde entree heeft het opschrift 'flatgebouw Parklaan' in witstalen letters vooraan boven de trap, en geeft via een hall toegang tot de aan de NO-zijde gesitueerde trappenhal met halfcirkelvormige stalen trap met vierdubbele stalen buisleuning, en terzijde een lift.

De woningen op de verdiepingen bezitten links van deze ingangspartij elk een halflang balcon, en rechts een dubbel balcon, voorzien van gewapend betonvloeren en matglazen borstweringen. Doorgaand over de volle gevelbreedte zijn aan ZW- en NW-zijde vensters - afgewisseld door balcondeuren - geplaatst met een op basis van een vaste maateenheid varierende grootte: aan de ZW-zijde grote bovenlichten en aan de NW-zijde lage brede uitzichtramen. Te weerszijden van de dubbelbalcons zijn aan de top twee stalen hijshaken aanwezig.

De erker aan de NW-zijde, geheel rechts, bevat glazen vliesgevels waarbij de puien van grijsgroene draadglasplaten zijn voorzien in een grijsgeverfd frame; de draaibare vensters aan de uiteinden zijn alle gevat in witstalen kozijnen. Geheel links de uiterst licht risalerende dwarsmuur van de NO-gevel. De beganegrondwoning bevat aan deze zijde een tuindeur met trap.

De ZO-gevel is uitwendig in de rechterhelft voorzien van een stalen spiralen brandtrap, met bijbehorende vluchtdeuren en bovenlichten en rechts daarvan een grote vensterpartij en links per verdieping een klein, bijna vierkant, venster.

(Woning deeluitmakend van een) appartementengebouw met middenstands-etagewoningen met eerste toepassing in de woningbouw van glazen vliesgevels en tevens een vroeg voorbeeld van het gebruik van een staalskelet en geprefabriceerde betonvloeren - alleen voor de balcons - als zodanig van algemeen belang wegens architectuurhistorische en typologisch-exemplarische waarde alsmede uit oogpunt van de ontwikkeling van de volkshuisvesting en stedebouw.

The SE facade is likewise constructed in brick alternating with concrete bands; the junction with the SW facade is marked on the corner by strips of small black tiles and light-coloured tiles on the ground floor storey. To the right, set back, a low garage has been built on in brick, with dark green garage door. At the level of the first floor above it – with underlying open space and built out further forward – there is a flat-topped intermediate element, furnished with a grey-green frosted glass facade with grey-coloured steel frame and two double windows with white steel vertical glazing bars.

On the eighth residential storey the dwelling originally intended for the architect's own family has been halved in size in favour of a roof terrace arranged on the NW side, accessible by means of a steel spiral staircase and enclosed by a frosted glass balustrade and an upstanding steel tube framework.

The main entrance is located in a porch with steps to the right of centre in the SW facade; the yellow-tiled entrance hall bears the inscription 'flatgebouw Parklaan' in white steel letters above the stairs at the front and gives access via a hall to the entrance hall situated on the NE side with semicircular steel staircase with four-tube steel rail, and alongside a lift.

The dwellings on the floors each have a half-length balcony to the left of this entrance section and a double balcony to the right, provided with reinforced concrete floors and frosted glass balustrades. Throughout the full width of the facade windows are placed on the SW and NW sides – alternating with balcony doors – of varying size on the basis of a fixed unit of measurement: large fanlights on the SW side and low broad view windows on the NW side. On either side of the double balconies two steel lifting hooks are present at the top.

The bay window on the NW side, at the far right, contains glazed curtain wall facades with the facades of grey-green wire glass panes in a grey-painted frame; the pivoting windows at the ends are all set in white steel frames. The SE facade is externally provided on the right half with a steel spiral fire escape with associated escape doors and fanlights and to the right of that a large window section and to the left of each floor a small, almost square window.

(Dwelling forming part of an) apartment building with middle-class flats with the first application in housing of glazed curtain wall facades and also an early example of the use of a steel skeleton and prefabricated concrete floors – only for the balconies – as such of general importance on account of architectural-historical and typologically-exemplary value as well as from the point of view of the development of public housing and urban planning.
