Inleiding.

Voormalig hoofdkantoor van de centrale directie van de P.T.T. op vierkante plattegrond met binnenplaats uit 1923 naar ontwerp van de rijksbouwmeester ir. G.C. Bremer. Het vrijgelegen pand is opgetrokken in representatieve overheidsarchitectuur, gekenmerkt door een traditionalistische hoofdopzet, gepaard aan een eigentijdse decoratieve vormgeving.

Omschrijving.

Kantoorpand uit 1923 bestaande uit vier vleugels om een kleine binnenhof. Het vrijgelegen pand wordt door middel van een gemetselde luchtbrug, eveneens uit 1923, met het belendende kantoorpand Kortenaerkade 11 verbonden. Het gebouw bestaat uit souterrain en vier bouwlagen onder een met leien gedekte mansardekap. De hoekpartijen en de ingangstravee aan de Kortenaerkade zijn als risalieten uitgewerkt en bezitten een attiekverdieping. Mede onder invloed van de contemporaine Duitse architectuur zien we in dit kantoorgebouw een verwijzing naar het classicisme, tot uiting komend in de symmetrie, de risalieten en de mansardekap. Er is echter sprake van een eigentijdse vormgeving in de detaillering waarbij het ornament spaarzaam en ondergeschikt aan de architectuur is gemaakt. Expressionisme en Art Deco invloed zijn te vinden in het beeldhouw- en siersmeedwerk. De sculptuur is van de hand van J. van Lunteren. Beeldhouwwerk is onder meer te vinden aan de ingangstravee waar ter hoogte van de attiekverdieping tussen de vensters vier reliefbeelden zijn aangebracht.

De gevels zijn in schoon metselwerk opgetrokken met stalen vensters. De gevel aan de Kortenaerkade is beduidend rijker uitgevoerd dan de overige gevels. Begane grond, ingangstravee en risalieten zijn met tufsteen bekleed; het souterrain en de ingangspartij in de middensrisaliet met gedrongen zuilen zijn in Muschelkalksteen uitgevoerd. De deuren bezitten rijk siertraliewerk. Aan weerszijden voor de entree staan vierkante pijlers van Muschelkalksteen waarop sierlantarens. Voor het souterrain bevindt zich een smeedijzeren sierhek.

In de hoofdvleugel is achter de hoofdingang de hal met het trappehuis gesitueerd. De gangen op iedere verdieping sluiten hierop aan. De trap heeft de opzet van een "imperial staircase".

Waardering.

Kantoorpand van cultuurhistorisch en architectuurhistorisch belang als voorbeeld van representatieve overheidsarchitectuur uit het derde decennium van deze eeuw; de hoofdvorm, detaillering en toegepaste materiaal zijn gaaf. Een ensemblewaarde heeft het pand omdat het tesamen met het naastgelegen kantoorpand Kortenaerkade 12 een architectonische en typologische eenheid vormt.

The freestanding building is constructed in representative government architecture, characterised by a traditionalist main design, combined with contemporary decorative styling.

Description.

Office building from 1923 consisting of four wings around a small interior courtyard. The freestanding building is connected to the adjoining office building at Kortenaerkade 11 by means of a masonry skybridge, also from 1923. The building consists of a basement and four storeys under a slate-covered mansard roof. The corner sections and the entrance bay on the Kortenaerkade are worked out as risalits and possess an attic storey. Also under the influence of contemporary German architecture we see in this office building a reference to classicism, expressed in the symmetry, the risalits and the mansard roof. However there is a case of contemporary styling in the detailing whereby ornament is sparingly used and subordinate to the architecture. Expressionism and Art Deco influence are to be found in the sculptural and decorative metalwork. The sculpture is by the hand of J. van Lunteren. Sculptural work is among other things to be found at the entrance bay where at the height of the attic storey between the windows four relief figures are placed.

The facades are constructed in fine brickwork with steel windows. The facade on the Kortenaerkade is considerably more richly executed than the other facades. Ground floor, entrance bay and risalits are clad with tufa stone; the basement and the entrance section in the central risalit with squat columns are executed in Muschelkalk stone. The doors possess richly decorated grillwork. On either side before the entrance are square pillars of Muschelkalk stone topped with decorative lanterns. Before the basement is a wrought-iron decorative fence.

In the main wing behind the main entrance the hall with the staircase is situated. The corridors on each storey connect to this. The staircase has the design of an "imperial staircase".

Valuation.

Office building of cultural-historical and architectural-historical importance as an example of representative government architecture from the third decade of this century; the main form, detailing and materials used are intact. The building has ensemble value because together with the adjacent office building at Kortenaerkade 12 it forms an architectural and typological unit.
