Inleiding.
Voormalig hoofdkantoor van de centrale directie van de P.T.T. op U-vormige plattegrond uit 1920 naar ontwerp van de rijksbouwmeester ir. G.C. Bremer. Het vrijgelegen pand is opgetrokken in representatieve overheidsarchitectuur, gekenmerkt door een traditionalistische hoofdopzet, gepaard aan een eigentijdse decoratieve vormgeving.
N.B. De achtergelegen, aansluitende nieuwbouw is niet in de bescherming opgenomen.
Omschrijving.
Kantoorpand van drie vleugels, gesitueerd rondom een binnenplaats. Het vrijgelegen pand wordt door middel van een gemetselde luchtbrug uit 1923 met het kantoorpand Kortenaerkade 12 verbonden. Het gebouw bestaat uit souterrain en vier bouwlagen onder een met leien gedekte mansardekap. De hoekpartijen zijn als risalieten uitgewerkt en bezitten een attiekverdieping. Mede onder invloed van de contemporaine Duitse architectuur zien we in dit kantoorgebouw een verwijzing naar het classicisme, tot uiting komend in de symmetrie, de risalieten en de mansardekap. Er is echter sprake van een eigentijdse vormgeving in de detaillering waarbij het ornament spaarzaam en ondergeschikt aan de architectuur is gemaakt. Expressionisme en Art Deco invloed zijn te vinden in het beeldhouw- en siersmeedwerk. De gebeeldhouwde onderdelen, zoals het reliëf boven de ingang zijn van de hand van J. van Lunteren. Zowel de deuren van de hoofdingang als die van de rondboogvormige inrijpoort in de zijgevel aan de Bazarstraat vertonen siertraliewerk in Art Deco.
De gevels zijn in sobere baksteen opgetrokken met stalen vensters. De gevel aan de Kortenaerkade is beduidend rijker uitgevoerd dan de overige gevels. Het souterrain is bekleed met Muschelkalksteen; dit materiaal is ook toegepast voor de met sierlantarens bekroonde pijlers aan weerszijden van de ingang en de deuromlijsting. De friezen onder de cordonlijst tussen de parterre en de eerste verdieping en het hoofdgestel onder de dakgootlijst zijn van tufsteen. Voor de gevel aan de Korternaerkade is een in Muschelkalksteen uitvoerde balustrade met siersmeedwerk.
Het interieur is sober uitgevoerd met authentiek trappehuis.
Waardering.
Kantoorpand van cultuurhistorisch en architectuurhistorisch belang als voorbeeld van representatieve overheidsarchitectuur uit het derde decennium van deze eeuw; de hoofdvorm, detaillering en toegepast materiaal zijn gaaf. Een ensemblewaarde heeft het pand omdat het tesamen met het naastgelegen kantoorpand Kortenaerkade 12 een architectonische en typologische eenheid vormt.

Description.
Office building of three wings, situated around an interior courtyard. The freestanding building is connected to the office building at Kortenaerkade 12 by means of a masonry skybridge from 1923. The building consists of a basement and four storeys under a slate-covered mansard roof. The corner sections are worked out as risalits and possess an attic storey. Also under the influence of contemporary German architecture we see in this office building a reference to classicism, expressed in the symmetry, the risalits and the mansard roof. However there is a case of contemporary styling in the detailing whereby ornament is sparingly used and subordinate to the architecture. Expressionism and Art Deco influence are to be found in the sculptural and decorative metalwork. The sculptured elements, such as the relief above the entrance, are by the hand of J. van Lunteren. Both the doors of the main entrance as well as those of the round-arch-shaped carriage entrance in the side gable on the Bazarstraat show decorative grillwork in Art Deco.
The facades are constructed in sober brickwork with steel windows. The facade on the Kortenaerkade is considerably more richly executed than the other facades. The basement is clad with Muschelkalk stone; this material is also used for the pilasters crowned with decorative lanterns on either side of the entrance and the door frame. The friezes below the cordon line between the ground floor and first storey and the main cornice below the drip moulding are of tufa stone. Before the facade on the Kortenaerkade is a balustrade executed in Muschelkalk stone with decorative metalwork.
The interior is soberly executed with an authentic staircase.
Valuation.
Office building of cultural-historical and architectural-historical importance as an example of representative government architecture from the third decade of this century; the main form, detailing and materials used are intact. The building has ensemble value because together with the adjacent office building at Kortenaerkade 12 it forms an architectural and typological unit.
