Inleiding.
Vrijstaand kantoorgebouw op rechthoekige plattegrond met uitbouwen aan de linker zijgevel en de achterzijde, gebouwd in 1913-1915 naar ontwerp van B.J. Ouendag als hoofdkantoor van de Nederlandsch Indische Spoorweg Maatschappij, sinds l972 in gebruik als Ambassade van Zuid-Afrika. De bouwstijl is tradionalistisch, beinvloed door de "Um Achtzehnhundert Bewegung".
Omschrijving.
Het kantoorgebouw bestaat uit een souterrain, beletage en verdieping en draagt een hoog, omlopend schilddak dat met pannen is gedekt. De breedte beslaat zes en de diepte elf vensterassen. Het gebouw is opgetrokken in baksteen met natuurstenen banden. De krachtig geprofileerde, houten kroonlijst wordt gedragen door gesneden consoles. De voorgevel wordt gemarkeerd door een middenrisaliet van drie vensterassen, waarboven het schilddak naar voren springt. In het dakvlak boven de risaliet is een brede, houten dakkapel met fronton.
Het dakvlak wordt bekroond door een vierkant topkoepeltje met bolvormige afdekking. De dakkapellen in de zijvlakken aan de voorzijde zijn in stijl bijgemaakt in 1939. De gevels worden verticaal geleed door pilasterachtige muurdammen; de zijgevels bezitten risalerende hoekpartijen. Boven de met een gebeeldhouwd opzetstuk bekroonde ingangspartij in de voorgevel is een driedelig bovenlicht en een driezijdig natuurstenen balkon op zigzagvormig uitgekraagde consoles. De vensters in de middelste as en in de terugliggende muurvlakken zijn driedelig en hebben natuurstenen dorpels en lateien. Zowel het metselwerk als de sculpturale onderdelen vertonen een zorgvuldige materiaalbehandeling en detaillering.
De uitbouwen aan de achterzijde omvatten van links naar rechts een traptoren met tentdak en buitentrap aan de zijde van de Oostduinlaan, een uitbouw tegen de beletage met driezijdige sluiting, een rechthoekige uitbouw ter hoogte van anderhalve bouwlaag en op de rechter hoek een personeelswoning, bestaande uit parterre met mansardedak. De ten opzichte van de voorgevel terugspringende vleugel aan de linkerzijde van het gebouw heeft evenals dit een souterrain, twee bouwlagen en een schilddak. Het gebouw wordt omgeven door een ijzeren hekwerk met gemetselde voet en hekpijlers. Deze terreinafscheiding is in 1987 in dezelfde stijl verhoogd.

Kantoorgebouw van architectuurhistorisch belang als gaaf bewaard gebleven voorbeeld van de traditionalistische, door de "Um Achtzehnhundert Bewegung" beïnvloede, conservatieve bouwstijl uit het tweede decennium van de twintigste eeuw. Detached office building on a rectangular floor plan with extensions on the left side facade and the rear, built in 1913-1915 to a design by B.J. Ouendag as the headquarters of the Nederlandsch Indische Spoorweg Maatschappij, since 1972 in use as the Embassy of South Africa. Description.
The office building consists of a basement level, piano nobile and first floor and is covered by a high, continuous hipped roof finished with tiles. The width comprises six and the depth eleven window bays. The building is constructed of brick with natural stone bands. The powerfully profiled wooden cornice is supported by carved consoles. The front facade is marked by a central pavilion of three window bays, above which the hipped roof projects forward. In the roof plane above the pavilion is a broad wooden roof dormer with pediment.
The roof plane is crowned by a square roof cupola with spherical cap. The roof dormers in the side roof planes at the front were added in matching style in 1939. The facades are articulated vertically by pilaster-like stone mullions; the side facades feature projecting corner sections. Above the entrance section in the front facade, crowned with a sculptured superstructure, is a tripartite fanlight and a three-sided natural stone balcony on zigzag-shaped cantilevered consoles. The windows in the central bay and in the recessed wall planes are tripartite and have natural stone sills and lintels. Both the brickwork and the sculptural components display careful material treatment and detailing.
The extensions at the rear comprise from left to right a stair tower with tent roof and external staircase on the side of Oostduinlaan, an extension against the piano nobile with three-sided closure, a rectangular extension at the height of one-and-a-half storey and on the right corner a staff house, consisting of ground floor with mansard roof. The wing on the left side of the building, recessed with respect to the front facade, likewise has a basement level, two storeys and a hipped roof. The building is surrounded by an iron railing with brick foundation and gate piers. This site enclosure was heightened in 1987 in the same style.
