Inleiding.
Door een tuin met gemetselde tuinmuur omgeven voormalig appartementengebouw op rechthoekige plattegrond met uitbouwen. Het vrijstaande pand is in 1929-1930 gebouwd naar ontwerp van F.L.J. Lourijsen in opdracht van de "N.V. Nederlandsche Flatbouw" en vertoont de kenmerken van de Nieuwe Haagse School. In de jaren vijftig werd het verbouwd tot kantoor.
Omschrijving.
Het onderkelderde voormalige appartementengebouw bestaat uit een aan voor- en achterzijde uitgebouwde middenpartij (aan de voorzijde halfrond beëindigd) van vijf bouwlagen, een linker vleugel van vier bouwlagen waarvan de bovenste terugligt, en een terugliggende rechter vleugel van drie bouwlagen. De zijvleugels worden door daken met rode leisteen gedekt. Op de linker hoek bevindt zich een plastisch geleed, vijf lagen hoog bouwlichaam. Op de rechter hoek staat een halfronde uitbouw over twee bouwlagen, met dakterras. Links van de middenpartij is de hoofdingang gesitueerd, versierd met beeldhouwwerk in zwart graniet van J.C. Altorf. Tegen de achtergevel bevinden zich balkons op gemetselde pijlers voor de eerste, tweede en derde verdieping.
Het gebouw is opgetrokken in gele baksteen en vertoont boven de parterre een doorlopende, betonnen cordonlijst die bij de middenpartij en de linker vleugel verdubbeld is.
In de oorspronkelijke toestand bezat het gebouw vensters met stalen ramen, in een zachte citroenkleur geschilderd. De trappenhuizen zijn aan de achterzijde gesitueerd in de middenpartij en de hoekpartijen. Oorspronkelijke telde het flatgebouw 46 appartementen, variërend van twee tot negen vertrekken. Tevens waren er verscheidene gemeenschappelijke voorzieningen. In de jaren vijftig werd het verbouwd tot kantoor. De tuinmuur die het flatgebouw aan de straatzijde omgeeft, is uitgevoerd in gele baksteen en voorzien van een rollaag. De inritten worden geflankeerd door gemetselde hekpijlers.
Waardering.
Het voormalig appartementengebouw is architectuurhistorisch van belang als qua hoofdvorm, detaillering en materiaalgebruik zorgvuldig vormgegeven en goed bewaard gebleven voorbeeld van de Nieuwe Haagse School.
Cultuurhistorisch en typologisch is het gebouw waardevol als kenmerkend voorbeeld van het type appartementengebouwen, dat in de jaren twintig en dertig veel in Den Haag werd gerealiseerd. Een toegevoegde waarde vormt de markante ligging aan de Van Hogenhoucklaan, die een overblijfsel is van het landgoed Waalsdorp.

Former apartment building surrounded by a garden with a brick garden wall, on a rectangular floor plan with extensions. The detached building was constructed in 1929-1930 to a design by F.L.J. The basement-level former apartment building consists of a central section extended at front and rear (terminating in a half-circle at the front) of five storeys, a left wing of four storeys with the uppermost set back, and a recessed right wing of three storeys. The side wings are covered with roofs of red slate. On the left corner there is a plastically articulated building mass five storeys high. On the right corner stands a half-round extension spanning two storeys, with a roof terrace. To the left of the central section is situated the main entrance, decorated with sculpture in black granite by J.C. Altorf. Against the rear facade there are balconies on brick piers for the first, second and third floors.
The building is constructed of yellow brick and features above the ground floor a continuous concrete cordon moulding which is doubled at the central section and the left wing.
In its original condition the building possessed windows with steel frames, painted in a soft lemon colour. The stairwells are situated at the rear within the central section and the corner sections. Originally the apartment building contained 46 apartments, ranging from two to nine rooms. There were also several communal facilities. In the nineteen-fifties it was converted into an office building. The garden wall which surrounds the apartment building on the street side is constructed of yellow brick and provided with a roll layer. The entrances are flanked by brick gate piers.
Valuation.
The former apartment building is architecturally significant as a carefully designed and well-preserved example of the Nieuwe Haagse School in terms of main form, detailing and material use.
From a cultural-historical and typological standpoint the building is valuable as a characteristic example of the type of apartment building which was realised frequently in Den Haag in the nineteen-twenties and nineteen-thirties. Added value is provided by its striking location on the Van Hogenhoucklaan, which is a remnant of the estate Waalsdorp.
