RAADHUIS ontworpen en gebouwd in de jaren 1928-'30 voor de plattelandsgemeente Usquert door H.P. Berlage volgens diens rationalistisch-architectonische uitgangspunten.

Raadhuis van bescheiden afmetingen, ruim gelegen op een enigszins scheef lopend terrein dat aan de voorzijde wordt begrensd door een muurwerk met eenvoudig stalen hek.

Het twee bouwlagen tellende hoofdzakelijk uit bruinrode baksteen op een onderkeldering opgetrokken en met gewapende betonplaten vlak afgedekte gebouw, heeft een blokvormig aandoende buitenomtrek waarbinnen de ten opzichte van elkaar verspringende en inspringende doch onderling verbonden bouwvolumes zijn gevat. Het gebouw is ontworpen volgens een vaste moduul van 1.10 meter, die is gebaseerd op het kleinste toegepaste constructieve element, te weten de baksteen inclusief de voeg: 5.5 cm x 11 cm x 22 cm. De rechthoekige toren, de ingangspartij met erboven gelegen balkon en de voorgevels van burgemeesterskamer en raadzaal zijn zodanig schuin ten opzichte van de as van het gebouw geprojecteerd, dat zij als belangrijkste representatieve ruimten parallel aan de weg zijn gelegen - waardoor zij de nodige architectonische aandacht krijgen.

De belichting geschiedt door regelmatige reeksen rechthoekige staande en liggende stalen ramen van verschillend formaat, die echter steeds zijn gebaseerd op de genoemde moduul. Tesamen met de zich verjongende toren, geven zij het gebouw een verticaal en daarmee bescheiden expressief karakter.

De uitwendige versiering bestaat hoofdzakelijk in het gebruik van verschillende baksteensoorten, roodbruine, gesinterde en miskleurige baksteen en harde klinkers, metselverbanden, 1-steens en 1/2-steens rollagen boven respectievelijk onder de ramen en een afdekking met grijsblauwe tegels van het opgaande muurwerk.

Bijzondere aandacht is gegeven aan de door een betonnen luifel overdekte ingangspartij met dubbele stalen penduledeuren, waarvoor een brede gemetselde, vier treden tellende stoep ligt die wordt geflankeerd door overhoeks gemetselde bloembakken; voorts aan de toren met uurwerk en opengewerkte smeedijzeren wijzerplaten, dito vlaggestokhouders en windvaan, en het gemeentewapen; verdere sober-decoratieve elementen zijn de vergaarbakken, de brievenbussen links van de ingang, waarboven in gekleurde keramiek uitgevoerde opschriften 'Burgemeester' en 'Secretaris' en, eveneens links van de ingang, een steen met het opschrift: Eerste steen gelegd door Burgemeester T.E. Welt 20-6-1929. De meeste van deze versieringselementen zijn gerealiseerd naar ontwerp van H.P. Berlage.

Het interieur is wat betreft hoofdindeling en inrichting overwegend ongewijzigd gebleven. De begane grond biedt plaats aan ingangspartij met portiersloge en telefooncentrale, hal en wachtkamer, met rechts daarvan de burgemeesterskamer, de secretarie en de kluis, en links daarvan de veldwachterskamer, de keuken, het trappehuis naar de verdieping, de toiletten, de bergplaats voor o.a. rijwielen en het cachot. De verdieping omvat de spreekkamer met klein balkon, de garderobe voor de raad, een hal en een garderobe voor de tribune, met rechts daarvan, de raadzaal met publieke tribune - waarachter, boven de kluis, een via openslaande deuren toegankelijk terras met betonnen pergola - en links daarvan het trappehuis van de toren, de commissiekamer met klein overhoeks balkon, het trappehuis, een tweede bergplaats en, boven de rijwielbergplaats, een plat.

Onlosmakelijk met het interieur verbonden en van belang zijn onder meer de volgende, voor een deel naar ontwerp van Berlage tot stand gekomen, onderdelen: de betegeling van de verkeersruimten, bestaande uit grijze en groenige tinten voor de vloeren en grijs-wit, oranjerood en zwart voor de wanden; de glas-in-lood-ramen met wit en paars kathedraal-glas in entree, hal, trappehuis en lichtkap - in welke laatste de spreuk 'CAVEANT CONSULES' (Dat de manistraat moge waken); de banken, parapluiebakken en kapstokken in beneden- en bovenhal; de betimmeringen met boekenkasten, wandbespanningen, meubilering en lichtornamenten in onder meer de burgemeesterskamer, de commissiekamer en de raadzaal, in welke laatste zich ook de publieke tribune bevinden, en het speciaal voor deze ruimte ontworpen karpet. In de hal op de verdieping is, ter herinnering aan de inwijding van het raadhuis op 27 januari 1930, een groot tegeltableau aangebracht, gemaakt bij de Porceleyne Fles te Delft naar ontwerp van Berlage's dochter A.C. Strasser-Berlage.

Behoudens hoofdarchitect H.P. Berlage en plaatsvervangend architect E.E. Strasser, zijn bij het werk betrokken geweest gemeentearchitect B. Jager als uitvoerend architect; J. Timmer te Zandweer en L. Nanninga te Uithuizen als aannemers; E. Boer te Usquert en H.W. Hamming te Uithuizen voor het schilderwerk; H. Klein te Usquert voor het loodgieterswerk; P. Munting te Roodeschool voor de elektrische installatie; H. Kloose te Groningen voor de centrale verwarming; de N.V. Stoom Meubel- en Timmerfabriek v/h J. Timmer en Zn te Helpman voor de betimmeringen; de N.V. 'L.O.V.' (Labor Omnia Vincit) te Oosterbeek voor de meubilering, de stoffering en de lampen; de firma J.H. Addicks te Amsterdam voor de vervaardiging van torenuurwerk en klokken; de firma N.V. F.W. Braat's Koninklijke Fabriek van Metaalwerken te Delft voor de stalen ramen en deuren en dergelijke.

Sober, doch representatief RAADHUIS, ontworpen en gebouwd in de jaren 1928-'30 voor de Groninger plattelandsgemeente Usquert, van algemeen belang wegens:

- de uitzonderlijke plaats die het inneemt binnen de geschiedenis van de Nederlandse architectuur in het algemeen en die van de moderne raadhuisbouw in het bijzonder;

- de plaats die het inneemt binnen het oeuvre van H.P. Berlage, zowel in ontwerptechnische, als in stilistische zin door de consequent doorgevoerde ontwerpmodule, waarmee Berlage uitdrukking heeft gegeven aan zijn rationalistische visie op de architectuur;

TOWN HALL designed and built in the years 1928-'30 for the rural municipality of Usquert by H.P. Berlage according to his rationalist-architectural principles.

Town hall of modest dimensions, spaciously situated on a somewhat sloping terrain that is bounded on the front by masonry with a simple steel gate.

The building, comprising two storeys, constructed mainly of reddish-brown brick on a basement and covered with reinforced concrete slabs, has a block-like outer perimeter within which the building volumes, offset and recessed in relation to each other yet interconnected, are contained. The building was designed according to a fixed module of 1.10 metres, which is based on the smallest applied constructive element, namely the brick including the joint: 5.5 cm x 11 cm x 22 cm. The rectangular tower, the entrance section with a balcony above and the front facades of the mayor's office and council chamber are projected at such an angle to the building's axis that, as the most important representative spaces, they are aligned parallel to the road - whereby they receive the necessary architectural prominence.

Lighting is achieved through regular series of rectangular standing and horizontal steel windows of different sizes, which are nonetheless always based on the aforementioned module. Together with the tapering tower, they give the building a vertical and thereby modest expressive character.

The external decoration consists mainly in the use of different types of brick, reddish-brown, sintered and discoloured brick and hard clinkers, brickwork bonds, 1-brick and 1/2-brick header courses above and below the windows and a covering with grey-blue tiles of the rising masonry.

Special attention was given to the entrance section covered by a concrete canopy with double steel hinged doors, in front of which is a wide masonry stoep comprising four steps flanked by decoratively laid flowerpots; furthermore to the tower with timepiece and open-worked wrought-iron clock faces, likewise flag-holders and weather vane, and the municipal coat of arms; further modest-decorative elements are the collection tanks, the letter boxes to the left of the entrance, above which are inscriptions in coloured ceramics reading 'Burgemeester' and 'Secretaris' and, likewise to the left of the entrance, a stone with the inscription: First stone laid by Mayor T.E. Welt 20-6-1929. Most of these decorative elements were realised according to designs by H.P. Berlage.

The interior, as regards main layout and furnishing, has remained substantially unchanged. The ground floor provides space for entrance section with porter's lodge and telephone exchange, hall and waiting room, with to the right the mayor's office, the secretariat and the vault, and to the left the constable's office, the kitchen, the staircase to the upper floor, the toilets, the storage for bicycles among other things and the holding cell. The upper floor comprises the meeting room with small balcony, the cloakroom for the council, a hall and a cloakroom for the public gallery, with to the right the council chamber with public gallery - behind which, above the vault, a terrace accessible via French doors with concrete pergola - and to the left the tower staircase, the committee room with small corner balcony, the staircase, a second storage room and, above the bicycle storage, a terrace.

Integrally connected with the interior and of significance are among others the following, partly realised according to Berlage's designs, components: the tiling of the circulation spaces, consisting of grey and greenish tones for the floors and grey-white, orange-red and black for the walls; the leaded windows with white and purple cathedral glass in entrance, hall, staircase and light well - in which latter is inscribed the motto 'CAVEANT CONSULES' (Let the magistrate be watchful); the benches, umbrella stands and coat racks in lower and upper hall; the timberwork with bookcases, wall coverings, furnishings and light ornaments in among others the mayor's office, the committee room and the council chamber, in which latter is also situated the public gallery, and the carpet specially designed for this space. In the hall on the upper floor, in commemoration of the opening of the town hall on 27 January 1930, a large tile tableau has been placed, made at the Porceleyne Fles in Delft according to a design by Berlage's daughter A.C. Strasser-Berlage.

Apart from chief architect H.P. Berlage and deputy architect E.E. Strasser, those involved in the work were municipal architect B. Jager as executing architect; J. Timmer at Zandweer and L. Nanninga at Uithuizen as contractors; E. Boer at Usquert and H.W. Hamming at Uithuizen for the paintwork; H. Klein at Usquert for the plumbing work; P. Munting at Roodeschool for the electrical installation; H. Kloose at Groningen for the central heating; the N.V. Stoom Meubel- en Timmerfabriek v/h J. Timmer en Zn at Helpman for the timberwork; the N.V. 'L.O.V.' (Labor Omnia Vincit) at Oosterbeek for the furnishings, the upholstery and the lamps; the firm J.H. Addicks at Amsterdam for the manufacture of tower clock and bells; the firm N.V. F.W. Braat's Koninklijke Fabriek van Metaalwerken at Delft for the steel windows and doors and the like.

Sober, yet representative TOWN HALL, designed and built in the years 1928-'30 for the Groningen rural municipality Usquert, of general significance because of:

- the exceptional position it occupies within the history of Dutch architecture in general and that of modern town hall building in particular;

- the position it occupies within the oeuvre of H.P. Berlage, both in design-technical and stylistic terms through the consistently executed design module, whereby Berlage gave expression to his rationalist vision of architecture;

- the stylistic unity that exterior, interior and interior components together form - whereby the building is to be regarded as a design entity;

- the applied (modern) materials and constructions;

- the striking urban planning situation, of which ingenious use was made in the design;
