The National Monuments Service's description

In an area c. 10m outside of and E of the town wall (TS070-040032-) of Fethard, between Barrack St. and Burke St. Archaeological excavations in 1995 revealed mortared stone walling, mud floors, and suggestions of wicker buildings associated with medieval pottery and apparently pre-dating the town wall (Moran and Pollock 1996, 81-2).
