L'esquisse du projet fut dressée par Oscar Niemeyer dès 1965. L'immeuble fut achevé en 1971, la coupole et l'aménagement du parvis et du hall souterrain en 1979-1980. Jean Prouvé réalisé le mur rideau qui couvre totalement les deux façades de l'immeuble. L'édifice repose sur cinq piliers en béton massif, autour desquels s'articule l'espace intérieur du grand hall sur lequel donne la coupole de la salle du Conseil national. L'ensemble se caractérise par des courbes nées de la volonté de masquer les immeubles voisins. La terrasse qui sert de belvédère est aménagée de gradins, couvrant les installations de climatisation.

History
The sketch of the project was drawn up by Oscar Niemeyer as early as 1965. The building was completed in 1971, the dome and the arrangement of the forecourt and underground hall in 1979-1980. Jean Prouvé executed the curtain wall which totally covers the two façades of the building. The building rests on five massive concrete pillars, around which the interior space of the great hall articulates, on which the dome of the national Council chamber opens. The whole is characterized by curves born from the desire to conceal neighbouring buildings. The terrace which serves as a belvedere is arranged with steps, covering the air-conditioning installations.
