Historique
Après la remise du duché de Savoie à la France en 1860 et la création des deux départements, il fallut trouver un hébergement au préfet du chef-lieu de Haute-Savoie à Annecy. Les bâtiments à disposition ne convenant pas (alors qu'à Chambéry la préfecture de Savoie avait pu se loger dans l'ancien château des ducs de Savoie), on décida d'en construire un nouveau au bord du lac, sur un terrain d'environ deux hectares situé le long de l'avenue d'Albigny (déjà tracée en 1822, avec des platanes plantés dès 1808). Le département de Haute-Savoie fut créé en même temps que la préfecture et ordonna la construction du bâtiment : celui-ci fut édifié à partir de 1862 sous la conduite de l'architecte lyonnais Etienne Charvet, et accueillit en 1866, lors de la clôture du chantier, le préfet Joseph Ferrand (préfet de 1861 à 1866). Depuis cette date, le préfet et le président du conseil départemental se partagent l'édifice qui reste la propriété du département, la préfecture étant affectataire des locaux qui lui sont réservés. Le bâtiment, construit en style Louis XIII, est agrémenté d'un parc arboré de 1,7 ha, également conçu par Charvet.
Description
Le bâtiment est traité comme un hôtel particulier, dans le style Louis XIII, avec des éléments typiques du style « à la française » : portail de ferronnerie soigneusement ouvragée, cour d'honneur avec pavillon central, corps central flanqué de deux ailes latérales, toits à combles brisés, façade arrière sur le parc, large hall d'entrée. Chaque façade est traitée de manière certes symétrique aux autres, mais à chaque fois un peu différente. On notera les différents médaillons, corniches, ouvertures. Il mesure 46 mètres de large sur 44 mètres de profondeur, avec un plan en forme de H. La construction en moellons est recouverte de chaux blanche, avec de la pierre de Seyssel aux encoignures et angles. En revanche les deux pavillons d'entrée sont construits en briques et pierre, dans la tradition typique de l'architecture Louis XIII.
