"Le monument aux morts d'Annecy est dû au sculpteur Philippe Besnard, dont le groupe a été fondu en bronze par Rudier, et à l'architecte municipal Decoux, auteur du socle. Il a été inauguré en 1926 avenue d'Albigny lors de la foire-exposition d'Annecy. Il est déplacé en 1977 à l'entrée de la promenade du Pâquier, place du Souvenir. Besnard est le fils du peintre Albert Besnard et son choix témoigne des relations que des artistes installés à Paris pouvaient tisser avec un lieu de villégiature, comme c'est également le cas pour A. Boucher à Aix-les-Bains. L'iconographie, réunissant la Paix et la Victoire, est imposée par le comité, qui va jusqu'à décrire les attributs de chacune. Besnard réalise un groupe délicat, dont le caractère juvénile de la Paix est frappant. Comme le souligne Ph. Peyre, il est rare qu'une Victoire soit figurée ainsi casquée.
