Historique
L'immeuble est implanté en bordure de rue. Il ouvre à l'arrière sur une cour fermée, de part et d'autre de laquelle s'élève deux corps de bâtiments en retour d'équerre sur le bâtiment principal. Celui de gauche, d'un seul niveau d'élévation, servait autrefois de logement au gardien ; aujourd'hui il fait partie intégrante de l'appartement du rez-de-chaussée. Des balcons règnent devant les façades sur cour à chaque niveau, ceux du deuxième et du troisième étages sont en partie couverts. Un escalier en pierre, situé après le hall d'entrée, donne accès aux étages. Les fenêtres sur la cage d'escalier sont garnies de vitraux à décors géométriques. Un décor peint sur toile marouflée orne le hall d'entrée, le vestibule et la cage d'escalier. Le plafond du hall d'entrée est également recouvert d'un décor peint. Un des appartements conserve également des plafonds décorés de toiles marouflées peintes. L'emplacement était occupé, depuis 1869, par un hangar construit en fond de parcelle. En 1887, un logis, occupé par un loueur de voitures, lui fut accolé. L'ensemble fut détruit, en 1891, pour la construction d'un immeuble réalisé par l'entreprise Paul Bonna. Celui-ci était achevé en 1893. A la demande d'Eugène Gavard, une plaque de marbre, portant l'inscription Villa Saint-James, fut apposée sur l'immeuble en 1894. En 1898, une marquise ouvragée dessinée par l'architecte Delimoges, fut ajoutée en façade. D'après le permis de construire elle était couverte en verre de Saint-Gobain. En 1930, Gabrielle Chiron veuve de Michel Mermoz, hôtelière, intégra l'immeuble dans la société anonyme des Hôtels Mercédes et Saint-James. Elle le retira de cette société en 1933 pour le subdiviser en cinq lots. Ces lots furent vendus en 1935. Le docteur Emile Paul y installa alors son cabinet médical. En 1968, la réfection des façades entraîna la disparition des carreaux de céramiques de la façade principale sur rue. En 1982, les marches en pierre de la montée d'escalier furent en partie tronquées pour l'installation d¿un ascenseur. En 1997, la marquise, endommagée par un camion, fut remplacée par une nouvelle s'inspirant du modèle original. En 1999, la construction d'un immeuble neuf, à l'emplacement de la villa voisine, entraîna l'obstruction de la majorité des jours du pignon ouest. Description
La façade est rythmée par trois balcons ouvragés en fer forgé, soulignant chacun des trois étages. Trois fenêtres mansardées forment les ouvertures sur le toit. L'immeuble ouvre à l'arrière sur une cour fermée, de part et d'autre de laquelle s'élèvent deux corps de bâtiments en retour d'équerre sur le bâtiment principal. L'intérêt principal de l'édifice réside en sa décoration intérieure, d'une grande qualité, et qui est présente dans le hall d'entrée, le vestibule, la cage d'escalier et l'appartement du premier étage. Il s'agit essentiellement de décors floraux ou plus globalement végétaux, entourés ou bordés de cadres, volutes, agrafes et filets. Ils frappent par la finesse de leur exécution, l'équilibre de leur composition et de leur insertion dans les espaces qu'ils ornent, et l'originalité de leur apposition sur des toiles marouflées. Dans le hall d'entrée, la décoration florale est particulièrement abondante, d'une très grande finesse, avec une technique mêlant l'huile, la gouache et l'aquarelle, différente de celle de l'encadrement (principalement à l'huile). Au-dessus des soubassements de boiseries, la surface des murs de droite et de gauche est élégamment rythmée en cinq panneaux trompe-l'œil, de couleur ocre-rose, sur un fond vert pastel, ces panneaux étant encadrés de motifs rocaille imitant la dorure, avec des motifs variés : volutes, agrafes... Le panneau central est plus étroit et comporte de grandes corbeilles d'où jaillissent les fleurs. Au plafond, le décor rocaille de l'encadrement est davantage développé, avec un motif réticulé sur les extrémités. Le manque de sources, de dessins préparatoires en particulier, ne permet cependant pas de donner de détails sur leur inspiration ni surtout sur leur(s) exécutant(s). Les décors de la cage d'escalier s'étendent du rez-de-chaussée jusqu'au sommet de l'escalier de pierre au troisième étage. Beaucoup plus simples que ceux de l'entrée, néanmoins harmonieux, ils se développent d'une part au-dessus des plinthes recouvertes d'une peinture en faux marbre, et d'autre part en haut du mur le long du plafond. Ils constituent notamment en une longue frise aux décors rythmés constituées de branches, feuilles et fruits de platanes, sur toile marouflée. Un des appartements, au premier étage, conserve également dans deux pièces (salle à manger et chambre à coucher) des plafonds décorés de toiles marouflées peintes, de mêmes style et technique que dans le hall d'entrée. Ici, les angles et les côtés des plafonds sont abondamment décorés de motifs rocaille en forme d'agrafes et volutes, tandis que des guirlandes de fleurs (glycines, capucines etc.) s'égrènent avec la grâce élancée de lianes d'un motif d'encadrement à l'autre. Par ailleurs, l'immeuble a gardé un certain nombre d'éléments patrimoniaux intéressants (portes, huisseries, vitraux dans la cage d'escalier et dans l'appartement témoin).

One of the apartments also retains ceilings decorated with marouflé painted canvases. The site was occupied, since 1869, by a shed built at the back of the plot. Here, the angles and sides of the ceilings are abundantly decorated with rocaille motifs in the form of clasps and volutes, while garlands of flowers (wisteria, nasturtiums etc.) stream with the slender grace of climbing plants from one frame motif to another.
