Cette soufflerie fût construite par le Ministère de l'air, sur l'île de Banlève où l'Institut de mécanique des fluides possède un laboratoire d'essais hydrauliques depuis 1913. Elle servit aux études préparatoires à la construction des grands barrages pyrénéens. Latécoère y procéda à des essais de flotteurs et de carènes de ses hydravions. Edifiée à l'air libre, la soufflerie est de type Eiffel, à veine ouverte, avec 26 mètres de longueur, 2, 40 mètres de diamètre et un vitesse de 40 m/s. Le bâtiment se compose de deux cylindres imbriqués, l'un en paroi alvéolée pour réguler l'entrée d'air, l'autre en ossature de béton et remplissage de brique. Ce dernier abrite les appareils de mesure et la salle d'expérience. Un collecteur capte l'air et le conduit dans la chambre d'expérience où est placé le modèle réduit. La soufflerie a été intégrée en 1940 dans un bâtiment par l'architecte René Kieger pour les expériences dans toutes les conditions atmosphériques.
