En 1680, les ingénieurs Ferry, Sainte-Colombe et Mollart envisagent d'établir un fort sur la roche de Mengant, un îlot de l'échine rocheuse qui s'allonge au milieu du goulet de Brest et oblige les navires à serrer les côtes. En 1813, une tour-réduit type 1811 est construite sur la hauteur de la falaise, destinée à surveiller la mer et à la défense en cas d'attaque terrestre. La grande batterie de Cornouaille est un ouvrage de première importance jusqu'à la fin du 19e siècle pour assurer le verrouillage de l'entrée du goulet de Brest.
